On April 26, 2005, the city received a complaint from Nancy Darwitz outlining pazking/driving
violations, failed mail delivery to neighborhood residents due to parking violations, littering, and
trespassing issues. She lives at 4128 States Avenue, which is in the Stafford Place Neighborhood.

Background
As you know there was a special parking ordinance adopted by the Eagan City Council for a
neighborhood (Stafford Place) directly east of Eagan High School. This effort was an attempt to give
relief to the residents who have witnessed the streets in the azea used for motor vehicle parking when
school is in session or there are extra curricular events held at the school. Most would agree that the
parking available on the school campus is inadequate for many of the functions sponsored by the
district. Therefore, students/persons attending events at the school have been forced to use off-site
parking at Northview Park and on the streets in the Stafford Place Neighborhood.
Neighborhood Concerns
Periodically, the police department has been receiving complaints about traffic issues around Eagan
High School. Specifically, pazking in violation of the newly created ordinance, parking too close to
mailboxes, along with speed and traffic volume have been concerns of some of the residents in the
Stafford Place Neighborhood. In response, patrol officers assigned to the area along with members from
the Uaffic unit have provided extra attention to this area.
Enforcement Activity
From September 1, 2004 through Apri127, 2005, the Eagan Police Department has written a total of 85
citations around Eagan High School. The specific numbers of violations are as follows:
* Parking: 66
* Speed 11 (all of these citations were on Northview Pazk Road)

* Other 7 (violations include seatbelt, curfew, hit and run, stop sign, failure to
yield, school bus stop arm, and possession of marijuana)
It should be noted the department had issued a majority of the pazking citations in September of 2004.
Since, there has been little documented enforcement activity.
Current Practice
Even though there has been a drop in the number of citations since the end of 2004, Eagan officers have
been giving the area around Eagan High School extra attention even before we received the complaint
from Ms. Darwitz. Our officers are not finding any violations.
The following is an e-mail from Sergeant Brad Ramthun to the traffic unit and the beat officers on April
4, 2005, regarding the traffic behavior around Eagan High. It typifies what the officers are experiencing.
On fhe 5tates/Penn issue, Mike was already working out there today when I went over at 1400. Mike
was working the stop sign on Braddock and States, with no violations observed for the day. He also
has been working Cambenvell area for speed and signs with very limited rate of violations. He a/so has
been working Penn and Braddock for sign violations with a very limifed rate of viofations if any at all.
There are probably about 10-12 spots we could put someone each am and pd rush, Mike picks one and
goes with it. !f there is a hot spot for the day from a citizen we will go there and accommodate. Bi!l and
Mike had been through in the moming and had talked about the area also.
States Ave/Penn
The num6er of "kids" parking on States rn minimal. The number of vehrcles passing the intersection of
States and Penn at release time today was about 30 which was a great deal less than 1 expected. The
walkers in the area behaved today. There were a reasonably small number of moforists in the area
today. The size, scope, and duration of the reported "problem" is small and rnfrequent.
Parkinq
! sat foday on Penn at States facing westbound clocking eastbound. I arrived at 1410 to see only 12
/egaUy parked vehicles on States at this fime legally parked. One vehicle was parked in the wrong
direction which was dealt with a warnrng. There wasn't a parking concem.
Speed
At 1420 the exit traffic flow from EHS and general public began. At 1435 the traffrc flow from EHS had
sfopped with a total of 30 cars passing me. !n fifteen minutes the trafiic flow was 30 cars. There was
one vehrcle at 35 and one at 36, both were moms driving shuttling kids home, no other speed
concerns.
Noise
There was one vehicle that came past me wrth the windows down and the radio on but there was not a
loud noise concem.

No incidents of smoking were observed
Trespassinp
No incidents of kids walking cutting through yards were observed. Many of the kids that parked on
States got shuttled from the school from a buddy.

"Mike will continue to be in the area for am and pm rushes. Kids will be kids and we wrll have blips of
activity on the radar screen. Mike will alter his schedule to come in earfy to catch any early arrivals at
EHS he may have been missing before. Mike will continue to utilize the beat offcers forhelp when they
can. We will contrnue to evaluate this and or other complaints that come in. The situation at EHS has
been and wiJl continue to be monitored and viofations dealt with within the discretion of the offcers
working the area.
Summary
Even though the azea around Eagan High School is being regularly patrolled by our officers and at this
time there are few violations being noted, I believe we will always need to show some presence in the
area under the following circumstances:
1) At the beginning of the school year: Students and others who do not have the ability to park
on the high school campus will need to be "reminded" by the police to comply with pazking
and other traffic regulations near the school.
2) Extra Curricular Activities: School sponsored events like football games draw a large volume
of traffic in the areas surrounding the school. Like last year, we will continue to show a
police presence during these events to enforce traffic issues in the area.
3) Periodic Enforcement: Throughout the school year and at vazious times, the beat officer(s)
and.persons assigned to the traffic unit will be encouraged to patrol the area for violations.
4) Upon Complaint: Upon complaints from the Stafford Place Neighborhood, we will respond
and take appropriate action. These actions will be noted in the Traffic Enforcement Tracking
program that is currently being utilized by the traffic unit.
A copy of this memo is being distributed to the patrol sergeants and the officers assigned to the traffic
unit. Although we need to be aware that the police department has not experienced a lazge number of
related violations since the end of 2004, we will continue our enforcement efforts in the area
surrounding the high school using the four points listed above.
Lastly, I asked Officer Schrader to contact Nancy Darwitz regarding her concerns. As of this memo, she
had not called him back. Please see me if you have any questions.
