The stormwater utility fee was created in 1990 and is a dedicated fund established expressly for purposes of promoting and enhancing surface water quality throughout our community as well as providing funds necessary to renew and replace the extensive complex storm sewer system within the City of Eagan. The method of financing this new program was to establish a specific base unit which is called the Residential Equivalent Factor (REF). Properties of different zoning types and land uses are equated to a(typical) sinqle-family residential use. In determining this REF policy, it was recognized that very few single-family residential properties within the community are identical in relationship to the amount of surface water runoff directed into any given storm sewer system. It is not feasible for the City to evaluate every individual single-family property to determine the exact ratio of runoff in relationship to this common denominator. Subsequently, an REF of 1.0 at $4.56 per quarter was established for every single-family residential property in the community regardless of its size, configuration, topography, etc. This is based on the premise that the storm sewer system services the community as a whole. Subsequently, there is no provision available to consider any adjustment for a single-family residential land use such as yours. Enclosed with this letter is a brochure that helps to explain some of the aspects of the City's commitment to water quality through the implementation of the stormwater drainage utility. MICHAEL WISSBAUM NOVEMBER 5, 1990 PAGE TWO In relation to streetlight utility energy fee, this is very similar to the stormwater utility drainage fee. It has been determined by the City Council that the streetlights provide security and safety in residential neighborhoods and have been installed with all new developments since 1978. While it recognized that some individual properties may have a greater benefit from the particular location of any given streetlight, it is the overall streetlighting system within the development or neighborhood that is taken into account in determining a sense of equity. There would be no practical method to determine a factor based on distance or power of illumination received by any particular property. With respect to water utility service, the City does charge on the basis of a 10,000 gallon minimum for residential accounts. This 10,000 gallon minimum is comparable to the availability charges often found on other utility bills. This minimum was recently reduced from 15,000 gallons to 30,000 gallons to be certain that the costs of administering and operating the system and making it available to an individual account were reflected as accurately as possible. This decision also recoqnized the fact that certain users such as yourself were contributing to water conservation and should benefit by this lower minimum charge. Reducing the minimum further would result in other users subsidizing your usage since basic operations and administrative costs for your account would not be covered. The sole exception of this policy is the senior citizens minimum of 5,000 gallons. This reduced minimum recognizes that many of our senior citizens are on fixed incomes. if you qualify for the senior citizens minimum, I would encourage you to come to City Hall with a proof of age and we will adjust your account accordingly. I am enclosing a budget summary for your review as you requested. I would invite you to contact either the Finance Director, Eugene VanOverbeke, or myself if you would like to review the budget in detail. The budget itself exceeds 100 pages in length and we have provided new summary items to keep reproduction costs to a minimum.
