The City Council unanimously approved this preliminary subdivision. Standard processing of an application' for a Final Subdivision should lead to approval as a Consent Agenda item at a future council meeting approximately 60 to 90 days after the submittal of the final subdivision application. I know city staff has met with your engineer and we anticipate this application submittal within one week. If the actual final application submittal date is this week, City staff is committed to get this item on the April 1, 2008, Council meeting agenda. Nonetheless, City staff will attempt to process the final subdivision for consideration at the March 18 meeting. I realize there have been some unexpected challenges encountered during your attempt to further develop your business site which have significantly delayed the approval process. While, I can appreciate any frustration regarding the delays, I do believe we have resolved some easement questions associated with the two lots that should enhance the property use. I apologize for any delays in the processing of your development application due to possible oversights by city staff. I would anticipate no additional delays for the final approval. The Council's approval included a condition for a temporary access easement to the River Valley Acres site for the benefit of the City of Eagan over the DG Welding property at this location for a period of up to two years. This temporary access will allow the City of Eagan staff time to coordinate a permanent access agreement with the City of Apple Valley between River Valley Acres and Yankee Doodle Road. Your cooperation regarding the use of this temporary access easement is greatly appreciated. I hope this clarifies the action of the City Council in regards to your application and the anticipated schedule for the final approval. Please contact me with any further questions. We documented our soil observation of mass earthwork and subsequent footing bearing soils in our letter dated September 8, 1997. This letter concerns subsequent Special Inspection activities including observation of field welds and bolted connections for the superstructure. Field Observations - - We performed visual observations of field welds and bolted connections on October 7, 1997. This structure includes structural steel framing, precast wall panels and precast concrete plank floor system in the southwest quadrant of the building, and metal bar joist roof/steel decking. We performed visual observation of structural field welds shown on the structural drawings to verify that they met the quality and workmanship requirements of the AWS Welding Code. We also checked bolted connections shown on the structural drawings available to us. We checked about 30-40% of the bolted connections and welds on the structural framing, precast plank, precast wall panel and roof construction. October 13, 1997 Page Two Our observation of bolted connections included the anchor bolt connection between the column base plates and footings along with the beam splices on the overhead steel beam construction and other bolted connections as shown on Sheet S4 of the drawings. The bolted connections were found to be satisfactory. We observed field welded connections between the precast wall panels and precast plank systems. Similarly, we checked welds between the precast plank embeds and supporting steel beam construction. We also checked the welded connections between the precast wall panels and steel framing. We also checked welds at roof level, including the deck welds described primarily on Sheet 3 of the structural drawings. Based on visual observations, we found the field welds to be satisfactory. Closure - Based on our observations at the site, it is our judgement that the structural field welds and bolted connections for the project conform with requirements of the AWS Welding Code and with the City Approved plans and specifications. Visual Examination of the Field -Made Welds Visual examination of the field welds was conducted in accordance with American Welding Society (AWS) D1.1-2010, Figure 5.4 and Table 6.1 requirements and the requirements of the project plans and specifications. Tension -Control Bolted Connection Observations Tension -control bolted connection observations were conducted to determine if the bolt holes were filled, if the correct bolts were used, if the nuts were fully engaged and if the splined end of the tension - control bolts had separated from the body of the bolt. Removal of the splined end is a direct indicator the bolt has been torqued to the minimum snap -off load. At connections where the splined ends were not, or could not be removed, the torque applied to the bolt by the contractor was determined using a hand-held torque wrench. Metal Deck Weld and Fastener Observations Metal deck weld observations were conducted in general accordance with AWS D1.3-2008, Section 6.0 requirements and the requirements of the project plans and specifications. Items reviewed included the quality, size and spacing of the welds. In addition, the location and the completeness of the side -lap fastener installation were observed and evaluated. Column Anchor Bolt Observations The column anchor bolts were observed to determine if they were in place, and if the nuts were installed, fully engaged and snug tight. The base plates were observed to determine if they were in full contact with the adjoining surface. If required by the construction documents, we also observed if the plate washers were installed. Project B1506733 November 3, 2015 Page 2 Summary of Special Inspections and Material Observations and Tests Soil Evaluation and Testing A geotechnical evaluation was performed by Element Materials Technology St. Paul Inc. and dated January 9, 2015. In this evaluation, soil borings were performed to evaluate subgrade conditions. The soil borings primarily encountered fill overlying glacial outwash soils with varying amounts of gravel. In the report to prepare for building construction they recommended either (1) removing all existing fill and bring the building area to final grade using compacted fill comprised of clean sand or (2) building on the existing fill. Through an email from Wayde Johnson with Outland Builders, Inc. dated July 23, 2015, we understand the owner chose to perform soil corrections below the future building pad. Soils exposed at structure subgrade elevations and in excavations were visually evaluated, while those below subgrade elevations and excavation bottoms were evaluated using hand auger borings, dynamic cone penetrometers and/or static cone penetrometers. These tasks were performed to determine if the observed and tested soils were consistent with those encountered by the geotechnical borings performed for the project, and suitable for support of the design structural loads. The hand auger borings were drilled with a 1 1/2 -inch -diameter hand auger. The borings were advanced in 2- to 4 -inch increments to depths of 2 to 4 feet below subgrade elevations or excavation bottoms (shallower penetrations typically occurred where larger gravel, cobbles and boulders were present). The auger was then withdrawn from the borehole to obtain cuttings. The soils encountered in the borings were classified in general accordance with ASTM D 2488, "Description and Identification of Soils (Visual/Manual Procedures)." Preliminary estimates of soil consistency and density were also evaluated based on resistance to penetration of the hand auger, and the turning resistance. The dynamic cone penetrometer (DCP) tests were completed using a solid metal rod fitted with a 1 3/8 -inch diameter conical point. The point is driven into the soil with a 17.6 -pound weight falling 22.6 inches. The number of blows required to drive the point each 6 -inch increment was recorded and then used to correlate the soils' relative density, consistency or compaction with that determined or estimated from the geotechnical borings, and also used as a basis to estimate the suitability of the soils to support the design Toads. This test procedure was generally used when granular soils were exposed at subgrade elevations or in excavation bottoms. Concrete Reinforcement We initially reviewed the reinforcement and dowel requirements on the project structural drawings and shop drawings, if available. Information reviewed included bar size, bar length, bar spacing, bar location, splice lengths and dowel placement. This information was then used to determine if the inplace reinforcement was placed in accordance with the requirements of the project plans and specifications. We also noted if the inplace reinforcement was free of rust, scale and soil. Concrete Placement Observations Concrete placement observations were performed to monitor the procedures being used by the contractor and to determine if they were consistent with typical industry standards. In addition, concrete cylinders were cast at rates specified in the project specifications to evaluate the concrete's compressive strength. Concrete Compressive Strength Testing The cast concrete cylinders were temporarily stored at the site and then returned to our laboratory for moist curing and testing. The results of the concrete compressive strength testing were forwarded to the interested parties under a separate cover as they became available.
