Inc. of Subgrade PEC #2544 Dear Mr. Matasosky: - Observation & Testing for Access Road This letter concerns our most recent observation and testing of subgrade conditions for the access road to the Tan-Me Inc property in Eagan, Minnesota. In our documented our subgrade review At that time, we identified roughly between Stations 4+75 be reworked or removed and testing, after placement of subgrade elevation. previous letter of May 24. we have for the parking lot and access road. a area of weak or spongy subgrade and 4+95. We recommended this area replaced and then be subjected to compacted granular fill to final We were subsequently notified that the spongy soils on the access road was removed and replaced by the grading contractor. As requested, we then arranged for compaction tests to be obtained along the access road compacted fill subgrade. The initial set of tests were obtained on May 30, 1995. At this time, retesting was also performed of substandard tests previously obtained in exterior backfill of the Tan-Me building. The test results. attached, indicate satisfactory compaction in the exterior backfill zones which were subject to retesting. However, the testing also indicated substandard compaction at Station 4+88 on the access road. This area was then again reworked by the excavator and subjected to retesting. The retest, performed on June 1, 1995, indicated satisfactory compaction at the test location (Test #20 attached). We also subsequently performed a brief site visit and extended hand augers into the subgrade. We judged the subgrade soils to be firm within the reach of our short hand auger borings. Minnesota 55044 subj: Tan-Me Inc Test Roll observations on Access Road PEC #2578 Dear Mr. Matasosky: This letter concerns our recent test roll observations performed on the proposed access road which connects to the parking and drive areas directly adjacent to the Tan-Me building. on June 10. 1995, you authorized us to visit the site to perform observations of test rolling performed using a loaded truck. At the time of our site visit on June 13. 1995, we observed that the concrete curbing was in place and the majority but not all of the gravel base had been placed and compacted. By performing hand auger probes prior to arrival of the test roll truck, we could detect no areas which could be judged as substandard in terms of apparent strength. We then observed behavior of the subgrade under the influence of a large truck loaded with gravel base, we observed no rutting or excessive deflection and for the most part, we judged the apparent deflection to be less than about 0.4". In our judgement, the final preparation of the subgrade and base is proceeding satisfactorily, such that bituminous paving placement can commence as scheduled, on June 14, 1995. We did advise the contractor that should isolated spongy subgrade areas be detected during final base placement, that the spongy area be removed and replaced with compacted gravel base up to top of design base elevation. Parking Lot/Drives and Access Road Subgrade Review PEC #2544 Dear Mr. Matasosky: This letter concerns our recent observations of soil subgrade conditions for (1) the proposed access road and (2) the parking and drive areas within the Tan-Me property. in accordance with your authorization, we visited the site on May 24. 1995 to probe the subgrade and attempt to identify any possible substandard areas. prior to placement of gravel base. 'fan=Me Parking and Drive - The parking and drive areas for the Tan-Me building are basically east of the building under construction. For the most part. the tipper reaches of subgrade in the proposed paved area consists of relatively clean sand borrow which was introduced as engineered fill during the initial earthwork for the project. Compaction test results indicated satisfactory compaction of the relatively clean sand fill at the test locations and elevations. Later, sanitary sewer was installed and the sewer line was backfilled. We understand that up to as much as 8' of backfill was placed close to the manhole. Compaction tests in exterior utility backfill indicated satisfactory compaction at the test locations and elevations. Our hand auger probing in the upper 2-2.5' of subgrade confirmed the presence of relatively clean sand fill. Also, we judged the fill to be in a firm condition. We could detect no difference in the apparent density. based on resistance to probing, between the utility trench backfill zones and adjacent mass earthwork areas. May 24. 1995 Appro Development. Page Two Rased on our observations, the previous compaction tests and our hand auger probes, it is our judgement that the parking and drive areas are suitable for placement of gravel base, after completion of fine grading and minor recompaction of surficial disturbed soils. Access Road - At your request, we initially visited the site on April 23 to observe possible concerns with disturbance of near-surface subgrade soils in the access road. At that time, it appeared that major rutting had occurred within the silty sand subgrade due to repeated heavy rain fall and construction traffic. At the time of our most recent observation on May 24, you pointed out that most of the roadway was at or very close to final subgrade elevation. The exception was towards the north end or close to the Tan-Me property where up to about 1.5' of fill or so would be required to achieve final subgrade. For the most part, our observations and hand auger borings indicated that the silty sand fill subgrade had healed up or was adequately firm, in our judgement. An exception was in the area roughly between Stations 4+75 and 4+95, near the catch basin and manhole adjacent to the Tan-Me property. In this area, the silty sand subgrade was found to be wet and spongy. In most areas, we judged that the access road subgrade was suitablo for placement of base which will precede concrete curb placement scheduled for the following week. However, in the noted area of wet and spongy subgrade, we recommend stripping of the surficial wet soil just prior to placement of fill to achieve final subgrade over the remainder of the access road. Ideally, the borrow used as fill should be the cleaner sand material similar to that used for the parking lot. The Special Inspection/Testing activities required by the City include checking in the field for compliance with City Approved plans and specifications on the following items; (1) reinforcing steel Placement for footings requiring two-way steel (2) welded and bolted connections made in the field relative to the precast wall Panels, structural framing and bar joist construction for the building. We performed this work as authorized by you on March 25, 1995. field Observations - We performed visual observations of reinforcing steel for column pads on the dates of April 5 and 6, 1995. Project plans and shop drawings were available for our reference. Prior to casting of concrete, we observed placement and positioning of the reinforcing steel for the column pads (two-way steel footings). We observed that the reinforcing bar sizes, spacing, lengths and locations were in general compliance with the available project drawings. We also noted that the reinforcing steel was free of rust, dirt and other deleterious elements, and observed the general cleanliness of the formwork. Our work scope did not include checking the position of forms or embedments. All steel locations or cover observations were based on the relation of steel to the formwork provided by the contractor. It was our opinion that the steel reinforcing was in accordance with project requirements. April 26, 1995 Appro Development. Inc. Page Two we visited the site on an intermittent basis between the dates of April 17 and 25, 1995. to observe welded and bolted connections made in the field for the precast wall panel and structural framing construction. Initially, we checked welds during erection of precast walls and mezzanine framing from Grids 3 to 4. In our judgement, the panel to panel and steel beam to panel welds were satisfactory. Also, we found the beam to column welds for the mezzanine framing to be satisfactorv. We also checked bolted connections at the interior beam splices (Grids 2 and 3) and found these bolts to be snugged up and satisfactorv. We checked other bolted connections including the steel column to beam connections at the first level of the mezzanine and again found these to be properly snugged up. Interior steel beam to precast wall embed welds were also checked and found to be satisfactory. Additionally, we checked the field welds of the angle connection between the bottom of certain bar Joists and the bottom flange of beams and found these welds to be satisfactory. These welds were at or close to the column centerlines. The field welds at the interface of the bar joist and precast construction were also checked and found satisfactory. Closure - Rased on our observations at the site, it is our judgement that the two-way reinforcing steel for column pads, structural field welds and bolted connections for the project conform with requirements of the City-Approved plans and specifications and industry standards such as the AWS Welding Code. First, the dump station is in the middle of a private ingress and egress easement. Our client has to build a driveway across this easement to have access to the new building. Construction should start no later than May 3n-. However, the dump station will interfere with the driveway. Our client presented plans last fall showing the driveway location and that the dump station would be removed. At one meeting an Engineering Department representative told our client that the city would remove the dump station In fact the city. Nonetheless, protracted discussions with the city to arrange relocation of the dump station have been unproductive. Further, the city's easement rights, if any, at the location of the dump station, do not permit the city to disrupt the legitimate driveway use of the ingress and egress easement. Third, relocation of the dump station to any other part of the property will impair the use of the property and substantially diminish its value. our client does not intend to bear this burden. Fourth, we understand that the dump station use is not a proper use. Accordingly, our client is unwilling to allow the continuation of such a use of his property. Previous efforts to resolve this matter have resulted only in frustration for our client. Therefore, your prompt attention to this letter will be appreciated. Please call to confirm that the city will take care of the dump station right away. The city's expeditious removal of the dump station will save the cost and aggravation of our client being forced to insist on his rights by use of the legal tools available to him.
