After speaking with Gregg about the tree replacement earlier today, I called Galen at Steiner
Construction back this afternoon and left him a voice mail message. I explained that the tree mitigation
amounts to 18 trees and told him I'd like to discuss their options for achieving that, but the landscape
plan they submitted isn't enough.
I also told him they are three parking stalls short of what's required, even with the proof of parking
areas, so we need to come up with three more proof of parking stalls (they need 32 and are showing 29).
I'll keep you posted ....

Galen,
The City Forester and I have reviewed the latest landscape plan for Blue Rhino Studios and find it
acceptable -- it meets both the landscape and tree mitigation requirements of the City ordinance.
However, as you and I discussed yesterday, we still have some concerns about the use of evergreen trees
near parking areas because as the trees grow and spread, they will interfere with the parking lot and
likely suffer damage from vehicles or from snow storage. Please review the species selection and
placement of plant materials prior to installation to see if there are better choices for the growing
conditions of this site. Please submit any such modifications to the City for review prior to installation.
Secondly, I reviewed the revised site lighting plan, which is now partially acceptable. Typically, we do
not accept tilted light fixtures because they result in glare from the light source being visible from off the
property. Because this area is surrounded entirely by other industrial properties, we are willing to accept
the tilted building mounted fixtures on the west side of the building. However, the fixtures on the north
(front) side of the building should be mounted with zero tilt to prevent lighting glare to the adjacent
streets. Therefore, further revision of the lighting plan is necessary to show downcast fixtures and
achieve a 0.5 minimum footcandle level within the north parking area. Also, please note that additional
lighting will be required for the proof of parking area if and when the additional parking is constructed
in the future.
Please submit the additional lighting revisions to me as soon as possible. If you have any questions,
please let me know.

Dear Pam:
This letter shall outline our understanding of Blue Rhino's parking lot lighting issues discussed with
Galen Tongen of Steiner Construction Services on October 25, 2005. The issues are as follows.
1. The (2) light fixtures on the front of the building facing Sun Drive will be re-designed with 0-
degree tilt.
2. The (3) fixtures on the northwest side of the building illuminating the parking and truck dock
area will remain tilted as shown on the Ruud Lighting Plan Revision #2.
3. The (1) fixture on the north corner of the building illuminating the parking and drive entrance
area will remain tilted as shown on the Ruud Lighting Plan Revision #2.
4. In the event it becomes necessary to expand the parking into the proof of parking areas some
time in the future, we understand it may become necessary at that time to add lighting to
achieve .5 foot candle at the newly expanded parking areas through installation of remote
pole lighting.
5. In the event the City of Eagan receives complaints from the adjacent neighbors as a result of
glare from the angled fixtures facing northwest, Blue Rhino will work with the City and the
neighbors to resolve the glare issues at that time.

Blue Rhino Studio specializes in thematic sculptural and painted environments for the museum
and retail industries. We work with architects, designers, and end users fabricating artwork per
their specifications or often times doing design work in house. All the work we do is custom.
Whether paintings or sculpture, each piece is one of a kind created specifically for that client.
Since all our work is custom and varies so greatly Blue Rhino does not stock a regular inventory
of raw materials. There are a few things we keep on hand that we know will get used from time
to time, but in most cases those materials are kept in limited quantities. At the studio you will
always be able to find a limited supply of plywood (1/4", 1/2", & 3/4" - averaging perhaps 6
sheets of any one size at any one time), latex paint, clay, water based fiberglass, and fire rated
architectural foam (MSDS sheets for the foam are available if needed). The plywood is stored
on a plywood rack and the latex paint on shelving; otherwise most raw materials are stacked near
where they will be used until that phase of the project (normally a few days to a couple weeks in
time) is complete. Remnant material will be consolidated and stacked out of the way until
required for another project. In the case of foanis we rarely have more than the equivalent of 4'
x 4' x 8' worth of material at any one time. The few solvent based materials we have on hand
(assorted spray paints and such) are kept in two flammables cabinets.
Since all work is custom, all the materials for fabrication are ordered job specific. Nearly all
products are ordered in this fashion and we are idways attempting to keep our overhead low, we
try to order only what we need.
Nearly all work we do ends up in sites requiring class "A" fire rating and minimal onsite work so
most artwork leaves our studio completed.
