Final Coat Paint Building Permit Review September 10, 2008 Pamela Dudziak, Planner Site Plan and Building Elevations: Acceptable. Landscape Plan: > Revise designation of landscape trees and mitigation trees per my notes (Sheet L2). Per the City Forester, the required mitigation is 44 Category B trees, or the equivalent of Category A and C trees. My revised designation still achieves this requirement. > Revise separate Mitigation and Landscape Plans (Sheets L2.1 and L2.2) accordingly to reflect redesignation of which trees satisfy which ordinance requirement. > Add note to planting specs (Sheet L2) regarding cutting wire/twine and pulling back burlap from root balls. > Add 2nd quantity column to planting schedule — one for landscape quantity, and one for mitigation quantity. > Add low level landscaping around transformer to fully screen from views from off the property — shrubs or tall perennial grasses, in addition to the evergreen trees. > Plan must be signed by a landscape architect or certified nurseryperson. > Provide landscape financial guarantee of $7,500 per City ordinance. > Provide $13,200 financial guarantee for mitigation, per City ordinance and CUP approval. Site Lighting: > Additional light was pole was added at midpoint along the back curb of storage lot. However, the far ends of storage lot are still dark (<0.5 footcandles). > Add two lights at north edge of storage lot, not just one, to increase light levels and get better coverage at the far sides of pavement. Easement Agreements: > Need signed Maintenance Agreement for rain gardens. We previously provided a draft of that agreement to the project engineer, and it needs to be signed and returned to us before the building permit can be issued. Parks and Trails Dedications: > Cash dedication for Parks = 13,728/1,000 = 13.728 x $869/1,000 _ $11,930 > Cash dedication for Trails = 0.976 net acres x $1,251/net acre = $1,221 > Payment of dedication fees is due at time of building permit issuance. Materials not meeting the specifications shall be removed and replaced at the contractor's expense, including the cost for testing. 2105A.2 MATERIALS A. Materials 1. Salvaged topsoil — Strip and salvage on-site topsoil for use under sodded areas. 2. Imported topsoil - Material shall meet the requirements of Mn/DOT Standard Specification 3877, Type B (select topsoil borrow). 3. Compost — Material shall meet the requirements of MnDOT Standard Specification 3890 for Grade 2 compost and be supplied by a MnDOT approved vendor. Prior to delivering the material to the site, the contractor shall provide a sample from the approved supplier. 4. Loamy sand as determined by the USDA soil texture classification based on grain size. Loamy sand is defined as soil material that contains at the upper limit 85 to 90% sand, and the percentage of silt plus 1.5 times the percentage of clay is not less than 15. At the lower limit it contains not less than 70 to 85% sand, and the percentage of silt plus twice the percentage of clay does not exceed 30. In addition, the maximum particle size shall be less than 1 -inch. 2105A.3 CONSTRUCTION REQUIREMENTS A. Site Examination (Existing Conditions) 1. Contractor shall have utilities located prior to beginning work, and is responsible for protecting utilities from damage during construction and planting. 2. In order to maximize the infiltration rate of the soils, the contractor shall make every effort possible to avoid compaction of the subsoils in the rain garden. No equipment shall be driven into basin. Work from side of basin with equipment such as a backhoe. 3. Protect existing basins, sidewalks and other site elements from impact by planting operations. Avoid compacting soil with heavy equipment. Any damage to site to be repaired at contractor's expense. 4. Protect all existing trees from damage. Avoid staging, stockpiling, equipment traffic, and grading within the existing tree drip -line. B. Tolerances 1. Grading tolerances for common excavation and fill placement: Depth +/- 0.2 Feet, Horizontal +/- 2.0 Feet. 2. Grading tolerances for finished grade of planting soil: Depth +/- 0.2 Feet, Horizontal +/- 2.0 Feet. 3. Grading tolerance for overflow points or berms in green space: Elevation +/- 0.1 Feet, Horizontal +/- 2.0 Feet. C. Excavation 1. Strip sod prior to excavation and dispose of off-site. 2. Excess excavated material and unsuitable material that cannot be used as fill on the site shall become the property of the contractor and disposed offsite. 3. Excavation shall be completed with a backhoe to minimize compaction of the bottom of the rain garden. 4. Excavation and loosening of the subsoil shall be completed with a backhoe. 5. Excavation shall start at the far side of a rain garden or planting area and work out backwards. Excavation equipment shall not be allowed to travel in the basins after they have been excavated. 6. The rain garden shall be excavated from the street or parking lot whenever possible. Rubber tired construction equipment shall be strictly prohibited from working within the excavated rain garden. As a general requirement, no construction equipment, including skid steer loaders, shall be allowed in the rain garden. If this is not possible for some areas, only low ground pressure equipment shall be allowed to complete the work. 7. Only rubber tired construction equipment shall be allowed to work from the sidewalk. 8. The contractor shall construct rain garden to the dimensions shown on the plans. 9. The elevations on the plans indicate finished grades of the planting soil. 10. Rain garden shall be sub cut as shown on the plans to allow for placement of planting soil. A lesser sub cut shall be allowed over existing utilities or near trees. 11. The contractor shall contact the Engineer upon completion of the sub cut so that a survey of the excavation can be completed. The engineer shall notify the contractor of areas that do not meet the tolerances specified. The contractor shall correct the work prior to moving onto the next step. D. Fill Placement 1. The contractor shall contact the Engineer upon final placement of the planting soil so that a survey of the finished surface can be completed. The engineer shall notify the contractor of areas that do not meet the tolerances specified. The contractor shall correct the work prior to moving on to the next step. 2. Salvaged topsoil and imported topsoil shall be placed to the minimum thickness shown on the plans in all disturbed areas not designed to receive planting soil. 3. Small areas of topsoil shall be spread by hand. Only tracked skid steers or other low ground pressure equipment shall be used to spread topsoil over large areas. , E. Mixing of Plant Soil 1. Planting soil shall be produced by uniformly mixing loamy sand topsoil with compost provided by the contractor. The mixture shall consist of 1 part loamy sand by volume with 1 part compost by volume, uniformly mixed prior to placement. Mixing may occur off-site or be completed on site on a paved area determined by the owner. If planting soil is not uniformly mixed, it shall be removed and re -mixed at the contractor's expense. F. Sod Replacement 1. Sod all disturbed turf areas outside of rain garden. 2. Where sod abuts pavement, hold finished grade of sod 1" below paved surface. 2105A.4 METHOD OF MEASUREMENT Add the following: D. Rain garden preparation The design width and cross sections of the rainwater gardens are generally uniform. Right and left profiles, as well as cross sections, will be utilized to control excavation, depth, slope and location. Rainwater garden preparation shall include: salvaging topsoil, scarifying the subsoils, preparing and placing bedding material, (salvaged in situ topsoil and compost), and furnishing and placing shredded wood mulch. E. Excavation of rainwater garden 1. Excavation of rainwater gardens and the over -excavation required to place the bedding material is estimated and included as common excavation. See SC -2105, Excavation and Embankment. F. Salvaging in situ topsoil for bedding mixture 1. Shall be incidental to rainwater garden preparation with no direct compensation made therefore. G. Clean Organic Compost, Grade 2 for bedding mixture 1. Shall be measured on a cubic yard (loose volume) basis. H. Blank I. Mulching material, Type 6 1. Shall be measured on a cubic yard (loose volume) basis. 2105A.5 BASIS OF PAYMENT Add the following: D. Rainwater garden preparation No payment will be made for rainwater garden preparation until bed preparation has been successfully completed.
