During inspection of the framing at the above-referenced units, I discovered that the studs used to frame these walls were being cut an inch or so short of the top plate with the walls sheetrocked from floor to ceiling. According to Steve McKinley, your job superintendent, this was done to allow for movement because these walls were being built on garage slabs without footings beneath. As these walls are sheetrocked from bottom plate to top plate, any movement will break the sheetrock. We are requesting that you submit a working drawing of the a slip joint. If you choose not to construct this slip joint, you will be required to install a frost footing under the wall. We are requesting that your project architect submit a drawing to the City showing the proposed slip joint you will use to solve this problem.
