Dear Mr. Oakes:
Earlier this year, the City of Eagan's Inspections Division became aware of a mistake in the way the
garage partition walls are being constructed at the Timber-wood Trail townhomes. During inspection of
the framing at the above-referenced units, I discovered that the studs used to frame these walls were being
cut an inch or so short of the top plate with the walls sheetrocked from floor to ceiling. According to
Steve McKinley, your job superintendent, this was done to allow for movement because these walls were
being built on garage slabs without footings beneath. As these walls are sheetrocked from bottom plate to
top plate, any movement will break the sheetrock. We are requesting that you submit a working drawing
of the a slip joint. If you choose not to construct this slip joint, you will be required to install a frost
footing under the wall.
We are requesting that your project architect submit a drawing to the City showing the proposed slip joint
you will use to solve this problem. Secondly, we are requesting that you bring all units constructed prior
to this date up to code and call us for an inspection upon completion.

informed me that the City Inspector who initially inspected the framing noticed this problem and
agreed to let him create a slip joint where the studs meet the top plate as an alternative to putting
in a frost footing under the wall. We are requesting that you submit a working drawing of the
approved slip joint. If you choose not to construct this slip joint, you will be required to install a
frost footing under the wall.
Construction of any further units will be halted until a drawing from your project architect has
been submitted and approved by the City. Secondly, we are requesting that you bring all units
constructed prior to this time up to code and call us for an inspection upon completion.
