Gopher apparently owns the property and is now leasing it to First Freight and they want to build an accessory building to service their vehicles. The old Gopher Eagan PD just referenced "industrial uses." Industrial lists truck and freight terminals as a conditional use, and truck service as a permitted accessory use (when serving only the principal use). Do we consider the freight terminal use as pre-existing and allowed, even though there is no record of a CUP or specific PD approval of it? And do we allow them to construct the accessory service building as a permitted use (as it would be if the zoning were I-1) or do we require a PD Amendment for that?
