It was recom- mended that the City purchase a John Deere 670A noting that there were many technical reasons after analyzing the bids as to why that piece of equipment is best suited for the work to be performed by the City. The bid for the John Deere 670A was from Valley Equipment with a base bid of $93,911 with guardian maintenance and a maximum five-year cost to the City of $99,911 with a guaran- teed repurchase of $98,766. A representative of Borchert-Ingersoll, Mr. Jack Nyquist, was present and objected to the recommendation of the staff indicat- ing the Borchert-Ingersoll bid for a Champion 715A with a base bid of $81,903 was the low bid. Colbert reviewed his recommendation and findings in detail and noted the deviations from the specifications. Mr. Nyquist stated the John Deere is a smaller unit and that the only objection to the Champion is its transmission. Councilmember Egan was concerned about the subjective analyses of bids and potential objections from other bidders. It was noted the Champion can snowplow in an articulated manner which is a revision to the report. After reviewing the specifications, the total cost bid, and the comparative analyses of each of the bids, and the summary and recommendation of the Public Works Director dated June 1, 1981, Wachter moved, Parranto seconded the motion to purchase the John Deere 670A from Valley Equipment according to its bid and the recommendation of the Public Works Director. Those in favor were Parranto, Wachter, and Blomquist. Those against were Smith and Egan. SIGN ORDINANCE /16 AMENDIUMT The City Council briefly reviewed the proposed amendment to the Sign Ordinance regarding freeway signs and Blomquist moved, Wachter seconded the motion to continue the consideration until the next regular meeting. All voted yes. _gWLES-OLSON AND SONS CONDITIONAL USE PERMIT The application of Charles Olson and Sons for conditional use permit for outside storage at 2745 South Lexington Avenue was next considered by the Council. Mr. James Lilly, the president of Charles Olson and Sons, was pre- sent. The APC recommended approval and it was noted that 26,000 square feet of outside storage will be provided. Wachter moved, Egan seconded a motion to approve the application upon the following conditions: 1. That there will not be permanent storage of articulated devices above ten feet. 2. Only materials or equipment related to the operations of occupants of the building on this site shall be permitted in the outside storage area. 3• A ten-foot chain link fence will encircle the area proposed for ( ) outside storage. l- 9 C Council Minutes June 16, 1981 4. All currently existing parking stalls in the front of the building would remain. 5. The conditional use permit shall be approved for an indefinite period of time provided the conditions herein are met at all times and all provisions of other City ordinances pertaining thereto are also met. RUPERT'S ON-SALE LIQUOR LICENSE The application of Jerome Cassidy and C 6 L, Inc. for transfer of on-sale liquor license for Rupert's, formerly LeAnn's Restaurant, at T.H. 03 was next considered. The staff has reviewed the application and has no objection to the approval of the application. Representatives of Rupert's were present including Jerome Cassidy. Smith moved, Egan seconded the motion to authorize the issuance of the license to C 8 L, Inc. All voted yes. WEDGWOOD ADDITION FINAL PLAT The final plat for Wedgwood Addition is in order for consideration and staff recommended approval subject to normal conditions. A mistake in the bid had been noted and thus the reason for Enebek being the low bidder and it was recommended that the low bid be approved. Smith moved, Wachter seconded the motion to approve the award of the contract to Enebek Construction Company. All voted yes. The following is a list of the safety concerns and the results of our inspection: 1. Crushed electrical boxes. We found two electrical boxes that needed repair, 2. Non-covered electrical boxes. Was part of 1. 1 3. No overhead sprinkler. When the building was erected they were not required. 4. Very few fire extinguishers. We found that enough fire extinguishers were present. 5. One emergency light for 100,000 square feet building. There is nothing in fire or building code that addresses this. 6. No exit on north or east walls. West wall door was locked. The maximum distance of travel to exits cannot be over 150' in non-sprinklered buildings. It appears this is met. We understand the new construction will: • Have approximate overall lengths of 44' and 68'. • Have reinforced masonry block walls, structural steel framing and steel joists supporting metal deck roofing. • Have reinforcing steel doweled into the existing concrete loading dock floor prior to construction of the masonry walls. • Have normal tolerance to settlement. • Be constructed in accordance with applicable building code requirements. Please note that deviations from the above design information could necessitate altering our conclusions and recommendations. Contact us if the infonmation stated is different from the actual design. Building location and elevation information obtained at the site, and presented in this report, was referenced to the existing building and information provided by the contractor and/or the project surveyors. REINFORCING STEEL OBSERVATIONS Before the beginning of masonry wall construction for the second enclosure, personnel from AET observed the location and placement of mild reinforcing steel doweled into the existing concrete structure. Our observations were performed on a will-call basis, when requested by field personnel with the contractor, on December 2, 2004. Our services included the following: AET #20-04830 - Page 3 of 5 • Review the most current approved structural drawings present at the jobsite. • Document that the holes drilled into the concrete are the correct diameter and depth and are spaced correctly. • Document that the holes are cleaned before introducing the epoxy. • Document the bar sizes, the number of bars, the length of bars, and verifying general conformance with the approved drawings. • Document that the correct type of epoxy is used. • Observe the general appearance of the reinforcing steel bars and formwork. Based on the results of our observations, it is our opinion that the reinforcing steel doweled into the existing concrete structure for the second enclosure was in substantial compliance with the current structural drawings. AET does not perform surveying services. Therefore, our observations of the reinforcing steel were based on the positioning of the formwork by the contractor or their subcontractor. We are not responsible for the exact locations of the formwork. MASONRY OBSERVATIONS AND TESTING Field Observations During construction of masonry walls, personnel from AET performed periodic observations of the masonry wall construction, as well as testing of grout. Our observations were performed on a will-call basis, when requested by field personnel with the contractor, on December 2, 8 and 15, 2004. Our services included the following: I AET X€20-04830 - Page 4 of 5 • Observe that the proper size units are used, and that the units are clean and sound and dry. • Observe the placement and alignment of vertical bars and dowels, measure bar sizes and observe the clearance between bars and clearance from masonry units. • Observe the general construction practices, including compliance with proper cold or hot weather protection as required by the project specifications. • Sample the grout used for corefill and bond beam construction. • Measure the slump of the plastic grout. • Determine the temperature of the plastic grout. • Cast grout "prism" test specimens (dimensions of approximately 3'/x" by 3'h" by 7"). Based on the results of our observations, it is our opinion that the masonry wall construction we observed was in substantial compliance with the latest project plans and details available at the jobsite. We did notice two discrepancies, as noted below. We observed that the lintel at Gate 18 was raised 4" to accommodate a taller door. The Structural Engineer issued a revised drawing (SK-1) using a 4" by 4" square steel tube welded to the old bearing plate. We observed this repair, which in our opinion was in substantial compliance with the updated structural drawing. We also observed that some vertical cells to be grouted were partially obstructed by mortar projecting more than 'h" into the cells. This deficiency was shown to the contractor. We understand that some attempts were made to clear these projections prior to grout placement. Field Testing of Plastic Grout All testing was performed in accordance with current ASTM procedures. The results of the on- site testing were presented in our Reports of Plastic Grout Testing. Copies of these reports were issued previously under separate cover. The results of our tests generally satisfied the project specifications. AET #20-04830 - Page 5 of 5 Compressive Strength Testing We also performed compressive strength testing of 2 sets of grout "prism" specimens cast by AET personnel from grout that was used to coretill masonry walls. The results of these tests were presented in our Reports of Compressive Strength of Grout Specimens. Copies of these reports were previously submitted under separate cover. The final results for all sets of test cylinders exceeded the 28-day design compressive strength.
