designated project. The plans and specifications appear to be in general compliance with the standards of
this department. Please see the enclosed report for additional changes and/or comments. It is the project
owner's responsibility to retain the plans at the project location.
This review does not pertain to the Engineering design (i.e., plumbing, swimming pools, service
connections, sewage systems). A separate report regarding the Engineering Review will be sent.

The following are corrections or requests for additional information necessary before construction of your
project:
Scope of project: Remodel of existing facility to add room for an additional two sleeping rooms to be
added in the basement area accommodating a maximum of 3 individuals for a possible total of 10
residents. Rooms are designated as Bedroom #6 (proposed as double occupancy) and Bedroom #7
(proposed as single occupancy).
Licensed as small board and lodging (SMBE), change in licensure to additional 3 for occupancy.
Inspector to make license upgrades after satisfactory inspection.
1. Every building structure, or enclosure shall be kept in good repair and maintained to promote health,
comfort, safety and well -being of persons accommodated, and shall be kept clean and free of litter or
rubbish (Minnesota Rule, part 4625.0400).
2. Floors shall be smooth, easily cleaned, shall be kept clean and in good repair. Abrasive strips for
safety purposes may be used to prevent accidents (Minnesota Rule, part 4625.0500).
3. Walls and ceilings shall be kept clean and in good repair. Studs, joists, or rafters shall not be left
exposed unless suitably finished and kept clean (Minnesota Rule, part 4625.0600).
4. Every room occupied for sleeping purposes by one person shall contain at least 70 square feet of usable
floor space, and every room occupied for sleeping purposes for more than one person shall contain not
less than 60 square feet of sable floor space for each occupant thereof. Under no circumstances shall
there be less than 400 cubic feet of air space per occupant. Usable floor space excludes closets and
bathroom areas. Beds placed side by side must be separated by a minimum of three feet (Minnesota
Rule, part 4625.0900, section A). Bedroom #6 square footage estimated at 183 and is approved
for an occupancy of two, Bedroom #7 square footage estimated at 119 is approved for single
occupancy.
5. No sleeping quarters shall be provided in any basement having more than half its clear floors to ceiling
height below the average grade of the adjoining ground (Minnesota Rule, part 4625.0900. section B)
6. When flies, mosquitoes, and other insects are prevalent all outside doors, windows and other openings
shall be screened (Minnesota Rule, part 4625.0700).
7. All equipment, fixtures, furniture and furnishings, including windows, draperies, curtains, carpets,
electrical appurtenances, decorative or utility items shall be kept clean and maintained in good order
and repair (Minnesota Rule, part 4625.1100).

8. Toilet facilities shall be available on each floor when not provided in each individual room/unit.
Toilet, lavatory, and bath facilities shall be provided in the ratio of one lavatory and toilet for every ten
occupants, or fraction thereof, and one bathtub or shower for every 20 occupants or fraction thereof
(Minnesota Rule, part 4625.1200). Additional toilet room to be added, same as the toilet room on
the main level.
9. Toilets and bathrooms shall be kept clean and in good repair and shall be well lighted and ventilated
(Minnesota Rule, part 4625.4625.1200).
10. The doors to all toilet rooms serving the public and employee shall be self closing (Minnesota Rule,
part 4625.1200).
11. Hand washing signs shall be posted in each toilet room used by employees (Minnesota Rule, part
4625.1400).
12. The temperature of hot water which is provided in any public area or guest room, including but not
limited to lavatories, bathtubs or showers, shall not exceed 130° F (approximately 55° C) (Minnesota
Rule, part 4625.1300).
13. Beverage glasses for guest rooms may be single- service and wrapped when supplied (Minnesota Rule,
part 4625.1500).
14. Approved utensil washing facilities, meeting NSF (National Sanitation Foundation International), shall
be provided for all multi -use utensils and drinking vessels (Minnesota Rule, part 4625.1500). A
Kenmore, Ultra Wash dish machine, model 665.1736 indicates a NSF compliant sanitizing cycle.
15. Comply with the Minnesota Clean Indoor Air Act (MC1AA) (Minnesota Rule, part 4626.1820).
16. Obtain an electrical inspection from the Minnesota Electrical Licensing and Inspections. All electrical
systems must comply with the currently adopted edition of the National Electrical Code (Minnesota
Statute, part 326.244). Contact Mark Anderson at 952- 445 -2840 for inspections.
17. All fire protection measures shall be in accordance with requirements of the State Fire Marshall.
18. All other approvals from Local units of government shall be obtained prior to construction
beginning. This includes building construction inspections, zoning approvals or other regulatory
approvals. Contact City of Eagan Building Official, Dale Schoeppner at 651- 675 -5677 for plan
review, permits and inspections.
