Dear Mr. & Mrs. Olson:
I have received your letter of November 22 and reviewed the enclosed video tape
documenting the concerns you have regarding the continued erosion of your backyard
area resulting from the outflow of the above-referenced City pond. Your concerns were
very well documented and presented providing us with a full understanding of the
probiem.
I have requested our City Engineering Division to pertorm a Research/Analysis Study
(RAS) to review the situation and what alternatives may be available to address these
concerns. You may notice some surveying activity in your rearyard area as part of this
information gathering process. It is hoped that this RAS will be completed early next year
with the opportunity to perform any corrective work during the 1993 construction season.
We will again contact you as this RAS is completed. In the interim, if you have any
additional questions or concerns, please feei free to contact Mr. Mike Foertsch, Assistant

Dear Tan:
This letter will make you aware of a serious ravine developing in our
backyard. Rairnrater and other runoff from Duckwood Drive and several streets
feeding Duckwood, flows into the holding pond designated JP-65.3 on the
enclosed sewer layout. The overflow fran JP-65.3, unlike other holding ponds
in the area, runs overland across adjoining properties, including my backyard,
into the holding pond designated JP-13. JP-13 and all other ponds in the
area, are connected by pipe to appropriate areas. This overland sewer system
is carving a very large trench in the easement erea of rtry backyard,
threatening to expose a water main which runs below it.
Additional problems or concerns associated with this are as follows:
• This ravine has at least doubled in size since we first viewed the property
in June of this year. By the way, Gwen and I purchased this property for
oun comestead in August this year.
• My neighbor reports that at one time in the past, this ravine has
approached seven feet deep, and was refilled by neighbors to solve the
obvious safety problem. It is now only a few feet deep, probably
approaching a maximm of 4 at some points. Refilling is an expense that
appears to sirtply put silt in the next holding pond over the long term.
• During one of the last rain storms, I went out and viewed the water stream
as it wound its way through the yard washing out more and more eTbankment
as it went. It generated a tremendous noise, and had a cross sectional
area of anywhere fran 3 to 4 square feet.

• There are several small children in the neighborhood that play in or around
this area, which poses a hazard from collapsing walls and less than
sparkling clean water.
• Several snall trees have already been washed into the ravine as the banks
fall in, and the ravine is exposing the root systems of larger trees,
putting than at great risk. Tcm Schuster, the city forester, has viewed
the situation, and suggested that the trees may be adversely affected
because of this water flow problen. He noted that one vary large oak in
particular might very likely be in such a distressed condition due to the
large volune of water routing past it. Tcm, in fact recammnded that I
consult with the city engineer, Ed Kirschst.
I've discussed this with Ed, who pulled out the city sewer drawings and
supplied the copies I've enclosed. Additionally, Ed and I walked the area and
examined the flow pattern of this and other local ponds. He aiso suggested
that the city should perform the repairs since this is larger than a one lot
or one owner issue, and that repairs of this nature is covered by a special
• fund. He also indicated that the repairs would probably not occur until next
spring.
I've enclosed a video tape of the problen, but please feel free to visit this
site personally if you wish, or call anytime to discuss this further. I'm
anxious to find a perrnanent solution that won't disrupt the pocketbooks of
ourselves or our neighbors.

Informational Meeting 6:00 P.M., December 14, 1993
Dear Property Owner:
On August 2, 1993, the City conducted an informational neighborhood meeting to discuss the construction
of a stortn sewer outlet for Pond JP-13.1. Attached is a memo that details what was discussed at the
neighbotfiood meeting.
The City wouid like to hdd another neighborhood meeting wkh property owners that would be affected by
a storm sewer proJect that would provide an outlet to Pond 13.1. See attached Exhibft C for a map showing
the proposed Improvements. This irrformational meeting wfll be held at 6:00 o.m. on Tuesdav. December
14. 1993, in the Conterence Rooms of the Eaaan Municioal Center. 3830 Pilot Knob Road. We have sent
letters only to property owners adjacent to the proposed storm sewer project, but please feel free to (nvite
any of your neighbors who may be interested. Representatives from the City will be here to address your
questlons or concems.
The Cky's survey crew has staked the location and eievations of the proposed berm that would be
constructed along the southwest corner of Pond JP-13.1. 7he proposed berm would be about 2 feet high
and a 12" culvert would be constructed through the berm to serve as the outlet for the pond.
The City has also staked the High Water Level (HWL) of Pond JP-13.7 wfth wooden lath. The water level
of the pond was at elevation 888.85 on November 24, 1993. The 100-year flood elevation or HWL of Pond
JP-13.1 has been designed at 891.0.
Ainclfary aids for persons wRh disabiiities will be provided upon advance notice of at least 96 hours. If a
notice of less than 96 hours is received, the City of Eagan will attempt to provide such afd. -

Water Resources Coordinator Rich Brasch stated that the pond was not one classifled in the City's Water
Quality ManagemeM Plan but if R were to be dassiFled, R would probably be designated for treatment uses
because of ics relatively small size, shallow depth, and lack of public access. He wern on to describe a
proposal to excavate the upper end of the pond to increase Rs pollutant removal efficiency bu[ that ft was
doubtful whether any substantiai change would be noticed In the bigger of the rivo cells. He also mentioned
surface aeration and chemical treatmeM as two methods that could be employed by the residents around
the pond to decrease the incidence of the duckweed grow[hs that cover the pond during the late summer,
but emphas(zed that duckweed growths have a number oi desirable qualkies as well, such as preventing
hatching of mosquko larvae and providing a food source for waterfowl. There was some discussion by the
resideMS of film on the surtace of the pond presumably caused by oil and gas in runoff entering the pond
and the adverse impact they were having on trees adjacent to the outlet channel.
Attached fs a copy of ExhibR 2 that shows the commerrts M the reskJerrts regardfng the proposed storm
sewer improvements. There was mbced reactbn from the residents to the proposed proJect. All the
residents were concemed about tree loss. Some were concerned abou[ the potential for flooding of thelr
property from the increased water in Pond JP-13. Some were concerned about safety and some were
happy with the existing conditions. Since a consensus could not be reached at the meeting on which
alternatNe to use for the storm sewer improvemeMS, the City agreed to conduct another nelghborhood
meeting in the near future. The Ciry will analyze the tree loss further before the next neighborhood meeting
and also analyze the flooding poterrtial to the houses around JP-13.1.
The residents thanked the Ciry for preparing the information for the neighborhood meeting and for ailowing
the residents to have input into the design.
