THE LOVE CANAL OF EAGAN On Manday, July 30, 1990, I heard on the rndio that Gopher Smelting wss being citad Fur axceeading lead pollution standards in the air. They eaid that since 1984 Gopher has been exceeding the standards. Why, pray tell, hasn't something 6een done about . it? Why wasn't I, as a neighbor of the plant, been told a6out the hazard? Why hes the City af Eagen issued new building permits for a housing project right across the street From the plant? Why when I complained to the mayor oP Eagan in May of 1988 was I told by him that Gopher Smelting was meeting all the pallutian tests? (Copy oF his letter enclased) Why vahen I wrote to the Minnesota Pollution Control Agency in November of 1989 wasn't I told abaut the pollution. (Copy of letter enclosed.) And why hesn't anything been mentioned in the local newspapers a6aut the radio annnuncement? Do you th.ink that because oF politicel contributions that a lot of stuff is being covered up at Gopher? The smoke stack on Gopher b?ew ever about six weeks agri. This stack was 198 feet high - it was supposed to help stop pollution. Well, eince it blew aver they are still running Full 61ast with a little short steck and you should smell it now. I am writing this letter et 12:07 a.m. on August 1, 1990 becauee I can't sleep because of the pounding on the pipes at Gopher. They send two men up on the raof with sledge hammers . to pound on steel pipes to loosen the lead slag. (Is this 1890 or 1990?) The man they have cutting their grass around the building wears a eir mask. All the people who work there wear eir mesks. Ooes this mean that I should be wearing ?ne also? ~ This plece is one oF only three lead plants leFt in the United States. Every other state oF county has had the 6rains to ehut them down. What's wrong here? Have some politicians haen getting a little help with their cumpaigns? I know For a fact that they heve heen dumping lead slag and hattery ca•5..s onta tha ground on their property For the last 35 years. Doesn't enyone think that may6e the ground is polluted and also the ground water? I have talked to ex-employees from the plant and they said they went to the Pollution Control Agency and people wauldn't even listen to ttiem. I have heard horror stories From them about what goes on in the plant, and still nobody does anything. Years ago the Fee brothers had a Ferm across the street from Gopher and their cattle wera dying From lead poison. But Gopher bought them out and continued to pollute. Maybe we could have the plant 4 relocated downithe IJniversity oP Minnesote property in Rosemount. Thet way with the new county garbage burner next to Gopher we could hava ell the pollution in one plece. Is thare eoma new politician out there who wants to make e big name for her or himself and could use some help in the elections this Pall? Then go aPter Gopher Smelting. I know you will make a lot of friends. I think the people in this neighborhood at least deserve the right to have an honest soil and air test done at Gopher and then have them closed down. Also iF they were polluting since 1984 (I say for the last 35 yearE;)then why weren't they closed down until they complied? What do they get naw - just a$25.00 fine and go ahead with your short smoke stack and kill the people around'here? -3- I have lived in this house For 25 years - I have watched my taxas jump each year to a whopping $1400 this year - and I heve watched the value of my property and the quality oF my life ga down each year due in a great part to the sight, sounde and smelle of Gopher Smelting. My top priority as Mayor is to keep in touch with the residcnts oC our great and growing city. That's why I knock on doors during campaigns, meet with neighborhoods facing problems and respond to each lettcr and phone call promptly. Com- municatiun is a two-way scree[, and I can't do a good job serving you if 1 don't know what you're thinking. More than 600 people Cilled out and returned this year's "People's Poll." That's a great response. You can be assured that I'II do the same thing nezt year. Strangely, thcrc's becn somc controversy over the Doll• Those who opposcd my election havcn't likcd the fact that i initiated this give-and-take. Some skeptics say, unCairiy and untruthCully, that it was donc for political rcasons. Somc criticize mc for having your = comments returned to City Hall. Some don't like the fact that [ paid Cor it privately, with Icftovcr campaign funds. Lct mc clarify: i wrote the poll (and two dozen volunteers spent a 5aturday morning passing out 9,000 copies) becausc I want to know your opinions. I did it in my capacity as Mayor, so it only made sense that you'd respond ro me at City Hall. I anticipated that some people would try to make an issuc out of it, so 1 made sure everything was done legitimately, without tax- payer expense. No city staff time went into the project, and no city funds were spent on it. My wife, Caroi, and I tabulated the results ourselves again, at no ezpense to the city. And to send these results to you, I paid for the postage myself. Many of you expresscd thanks and apprecia[ion Cor being asked your opihions. Believe mo, I'm grateful Cor your response. It's always diCCicult to represent a diverse community such as Eagan. But knowing your thoughts will make my job easier. I will be sharing these results with m%, colleagucs on the Council and those who serve on the advisory commissions. It should hclp us all. Enclosed on scparatc shect of paper are the results of this year's "People's Poll. I'vc in- cluded my thoughts on cach oF the issucs. You'II Cind that we are in agreement on most of the questions.
