Dear Dave:
I am enclosing a copy of information that was sent to your attention last swnmer
regarding a proposal to perform some additional work at the low point of County
Road 28 (Yankee Doodle Road) in front of the above-referenced property in order
to minimize the reoccurrence of any flooding that could result in structural
property damage similar to the occurrence of June 27, 1990. Not having received
a response from the County regarding this proposal, I would again request you to
review it and provide the County's position regarding this proposal. According
to our preliminary estimates, the County would be responsible for approximately
$4,536 (24.5%) of the total estimated cost of $18,529 with the City picking up
the difference of approximately $13,993 (75.5%) based on standard cost
participation for improvements to County roads.
I would appreciate a response by March 1 so that the City can schedule its part
of the work to be performed late this spring prior to the heavy summer rainfall
season. Thanks for your anticipated prompt response.

Dear Dave:
As you are aware, the above-referenced property owner has put both
the City and County on notice for a pending claim associated with
flooding damages resulting from the storm of June 27, 1990.
Although I'm not aware of the property owner claim beyond the
notice of potential claim for damages, they have petitioned the
City to evaluate the storm sewer system.
Our preliminary analysis of the concern identified various
alternatives to minimize future similar occurrences. As a result
of our meeting with you and your staff last month, we refined and
revised some of the proposals to the extent that we feel we have
identified the most cost effective improvement which is enclosed
with this letter for your information.
These improvements are divided into two basic parts. Part A
provides for the installation of additional storm sewer facilities
along the south side of Yankee Doodle Road from the Gangle
property. This improvement will not only intercept the existing
flow from the City's 30" storm sewer system along the south side,
but it will also provide two additional catch basin inlet
structures to provide additional street drainage. The effect of
this storm sewer improvement will then provide for the existing 24"
storm sewer crossing located east of their driveway to be dedicated
entirely for any runoff than may accumulate within their property.

Part B provides for the reconstruction of their driveway and the
trailway fronting their property to direct and contain the majority
of the runoff within public right-of-way.
In accordance with typical cost participation agreements between
the City and the County, there has normally been a 45/55 split
between all costs associated with catch basin construction and
their storm sewer leads with the City being responsible for 1003 of
the main line storm sewer and manholes. Subsequently, we have
estimated the cost participation for Part A(Storm Sewer)
accordingly.
Part B(Trail & Driveway Reconstruction) is proposed to be the"full
responsibility of the County as this improvement will help to
contain runoff from the County road within County right-of-way.
I would appreciate it if you would review this information and
provide any thoughts or comments regarding this proposed work. The
City would be willing to proceed with Part A(Storm Sewer) as soon
as practical with the proposal that the County would assume the
responsibility for coordinating and performinq the Part B
improvements.

The County Highway Department and the city of Eagan do commit to
the work items discussed with you and Taud Hoopingarner on April
22, 1992 and with the attached plan,_profile and cross section
sheet denoting the work project. These items are specifically
described as follows:
l. The driveway slope will be extended to the "low point on
the driveway" denoted on the attached profile.
2. The small area of "ponding" water just to the north of
the low point referenced in "1" above and along the west
driveway edge will be overlaid so that water will no longer
"pond" in that area.
3. The trail will be re-sloped from a point approximately
80 feet west of your driveway to a point approximately 90
feet east of your driveway. The trail will be constructed

Dear Mr. Fink:
As you are aware, your client, as referenced above, submitted a claim for damages
to both the City of Eagan and Dakota County for damageso resulting from the
significant rainfall occurrence of June 27, 1990. Although Che City's insurance
company denied your client's claim in a letter to your attention dated June 26,
1991, the City of Eagan has identified some improvements to the driveway approach
to County Road 28 as well as the storm sewer system in the vicinity of Mr. & Mrs.
Gangl. $nclosed please find a copy of the proposed improvements for your
information.
The City of Eagan plans to proceed with the work associated with the storm sewer
improvements on the south side of Yankee Doodle Road and it is anticipated that
the Dakota County Highway Department will be involved in performing the work on
the north side which incorporates the.Gangle's driveway, trailway reconstruction
and regrading of the front yard area. It is anticipated that this construction
work will occur during the first part of this summer. Any concerns pertaining
to the proposed County's work should be directed to Mr. Bob Egan, County
Maintenance Engineer, at 891-7101. Any questions or concerns pertaining to the
storm sewer improvement should be directed to my attention.
It is hoped that these proposed improvements will provide some comfort to Mr, and
Mrs. Gangl when, and if, future similar rainf.all events should occur.

Recently, you submitted a petition to the City of Eagan signed by
Richard M. Gangle requesting street and storm sewer improvements"
for Yankee Doodle Road adjacent to the above-referenced property.
It is my understanding that this petition was submitted as
• suggested by City staff in response to your request for a formal
study of the drainage concerns, especially as they relate to. the
claim for damages that was associated with the flooding that
occurred in July of 1990.
After further cpnsideration, this petition process is probably not
the best method to initially address your concerns. Aather than
having the Council authorize a formal public improvement
feasibility report process, I have directed our Engineering
Division to initiate a preliminary review/analysis study of this
area to determine specifically what the problems are and what
alternatives may be ayailable. If a conclusion is the
installation of additional public infrastructure facilities, it
would be appropriate to.then initiate the petition process.
We hope to have this engineering research and analysis study
completed within the next 30 days at which time we will share it
with you and the County.

As .you requested I have investigated the facts surroundinq the
lighted advertising sign utilized by Carbone's Pizza located at
1665 Yankee Doodle Road here in Eagan. Earlier this year
Carbone's moved their lighted advertising sign from the west side
to the east side of their property as a result of parking lot
expansion. The new location of this sign has irribated the
Richard Gangl family of 1555 Yankee Doodle Road, who live just
east of Carbone's restaurant. The Gangls wrote a letter earlier
this month to City Administrator Hedges, as well as the Mayor and
Council, expressing their displeasure at the new sign location
and their understanding of the facts surrounding the issue.
(Attachment A). The following is a chronological description oE
the various actions taken regarding the property on which
Carbone's Pizza is currently located from 1986 back to 1973:
* During 1986 Carbone's Pizza decided to seek approval for an
expansion of their parking lot in front of their restaurant. On
September 23, 1986 a public hearing was held by the Advisory
Planning Commission. The parking lot expansion at Carbone's
Restaurant was discussed at that meeting. Residents who lived
within the immediate area, including the Gangls, were contacted
by mail and invited to attend the public hearing. Attached is a
list of residents contacted by mail regarding the Advisory
Planning Commission's public hearing. During the meeting the
Advisory Planning Commission approved the parking lot expansion
with a set of specific actions that would have to be taken before
a final plat would be approved. The only requirements regarding
the sign were that it would be relocated and be 10 feet within
the property line. The new sign location was also indicated on
the site plan drawing used for preliminary plat approval.
(Attachment B.) The City Council approved the preliminary plat
at a regular meeting on October 21, 1986 utilizing the criteria
approved by the Planning Commission. There is no indication in
either the Planning Commission or City Council minutes that any
member of the Gangl family spoke regarding the parking lot
expansion or the resulting changed sign location. The final plat
for Carbone's was approved during the May 1987 Council meeting.
* During the spring of 1982, Mr. and Mrs. George Sand appeared
in front of the Advisory Planning Commission on behalf of their
application for a conditional use permit for the soon-to-be-
opened Carbone's Restaurant. In a letter to the new restaurant
owners, Dale Peterson, the City's Building inspector, indicated
that the same conditions specified in the conditional use permit
applied for when the building was known as Amore's Pizza, which
opened in 1979, would be passed on to the new restaurant. The
only mention concerning the effect of the neighbors was a
statement by the new owner, Mr. Sand; at the Planning Commission

meeting that he would comply with the necessary Eagan ordinances
regarding lighting the outside of the premises. (See Attachment
C).
* In eaxly 1979 George Sand applied for a conditional use permit
for a restaurant called Amore's Pizza. After some initial
problems reqarding parking on the site which delayed approval,
the project was approved by the City Council in February 1979.
The pylon sign's location was approved on March 6, 1979 with the
conditions that the owners of the restaurant mount the sign on
the pylon left from an abandoned 7-11 store on the site, which
was on the west side of the building. Also the sign would be 20-
1/2 feet in height and would have a sign area of 32 square feet
and be subject to all the requirements set forth in Ordinance 16
of the Eagan City Code, Sign Ordinance. (See Attachment D for
additional specifics).
* From 1974 to 1977 the site contained a 7-11 store. During
1975 and 1976 there were a number of references in Planning
Commission and City Council minutes indicating a concern that the
store was not complying with the requirements set by the Council
in shielding the lighting put out by the store and landscaping
requirements. Possibly because of lack of cooperation in these
areas and complaints by the Gangl family, an application for a
variance to permit the store to be open 24 hours a day was denied
by the Planning Commission. (See Attachment E).
* In November and December of 1973 the preliminary plat for the
7-11 store on that site went through the Planning Commission and
City Council. During the Council meeting of December 18, 1973
there were complaints from certain neighbors regarding a fear
that 7-11 would use an excessive amount of lights. After
significant discussion by Commission members the application was
approved with the understanding that there would be no approval
of the number of signs or sign locations. (Attachment F).
Even after an extensive review of City Council and Planning
Commission minutes from late 1973 to 1975, I was unable to find
any mention of the requirements put on the owners of the 7-11
store regarding the sign locations and other specifics regarding
the sign. No sign permit for the 7-11 pylon sign was found also.
I hope this background of the history of the Carbone's property
will be helpful to you.

We are writing this letter to inform you of the problem here
on Yankee Doodle Road. We are Richard and Lois Gangl owning
property next to Carbone's Pizza. It seems that Mr. Carbone
has moved his big lighted sign to the east side of his lot,
thus putting it very close to us.
The sign lights up the whole house inside especially the
living room and bedroom. When standing in the kitchen doorway
to talk to someone in the living room, we are distracted by the
sign. It appears to be right outside the door and window.
(See Picture A). In the winter when our tree looses it's leaves,
this lighted sign will be more visable to us and more annoying
because we spend more time in the living room.
Originally when the 7-11 store put up a lighted sign and post,
it was to stay on the west side of that lot. The fence and trees
on the east side were required as a buffer for our protection.
This was per the city council's decision. Where are the trees now?
We were notified of, and attended a planning commission meeting
last fall. Mr. Carbone talked about enlarging his parking lot.
Nothing, to our knowledge, was brought up about moving that sign.
Also, the map we received from City Hall was not the same map he
presented that night. Why not? We have received a copy of the
minutes of the Oct. 21, 1986 city council meeting, of which we
were not notified of, where sign set back was listed. Sign set
back is not the same as moving it. Is it?
Also, please note that the sign cannot be seen traveling west on
Yankee Doodle Road. To what advantage is this sign to his
business at this position.

welcome to come in. You really cannot realize this problem unless
you see it from here. (Enclosed are four pictures).
We know Mr. Carbone spent time planning his new parking lot. But,

Invoice/Waiver of Assessment
Dear Mr. & Mrs. Gangl:
During the reconstruction of Yankee Doodle Road during 1986, you
inquired about the feasibility of having an individual water service
installed to service your property identified above. In response to
that inquiry, the enclosed letter of July 29 was forwarded to your
attention providing estimated costs associated with this water
service installation and connection. Subsequent to that letter, you
returned an executed waiver for the assessments associated with the
lateral benefit from the trunk water main along Yankee Doodle Road.
This was necessary to allow you the opportunity to make a direct
connection with your water service to this line or the hydrant lead
in the southwest corner of your property.
During the reconstruction of Yankee Doodle Road, it was necessary to
relocate and adjust this referenced hydrant lead. At that time,
because of the extensive underground buried utilities located in
this vicinity, the City made the determination to install a 30'
water service lead from this hydrant lead towards your property to
minimize future conflicts with these underground utilities.
Enclosed you will find a copy of the invoice the City received for
the installation of this water service.
Last October, you obtained a water connection permit to complete the
installation of this water service into your house. During the
processing of your water connection permit application, the City had
not yet received the invoice for the 30' of water service installed
by Fredrickson Excavating Company as a part of the Yankee Doodle
Road project. Subsequently, the City did not at that time require
the execution of the appropriate Waiver of Assessment hearing to
ensure payment upon invoicing.

Therefore, this invoice is now being forwarded to your attention
with no administrative overhead (30$) being added on by the City due
to the confusion associated with your water service connection
permit previously issued. However, this service installation is
still the responsibility of your parcel, whether it was installed by
Fredrickson Excavating Company or by your plumber, Weierke
Trenching.
You're provided the option of either paying this invoice in full or
executing and returning the enclosed Waiver of Assessment hearing to
allow this cost to be spread as an assessment against your property
similar to the lateral benefit from trunk water main costs that you
previously returned.
I would appreciate your prompt processing of this invoice and
returning payment in full or the executed Waiver by March 1, 1987.

It is my understanding that you recently inquired about the feasibility of
having an individual water service installed to service your property as
identified above.
Please be informed that the City would be willing to install this individual
water service as a part of this road reconstruction pro3ect, with the
understanding that you would have to agree to pay the assessments associated
with the estimated costs of the installation of the water service in addition
to the assessment for connection to the existing water lateral along Yankee
Doodle Road. The estimated cost of this water service installation is defined
as follows: ,
1. 1" copper water service with stop hox (lump sum estimate) $1r000.00 .
2. Lateral benefit from trunk water main

If you wish this cost to be assessed, it would be spread over 15 Years at a

this assessment before the City could proceed with the installation of this
water service.
In reviewing this project, an available alternative would be the connection of
a water service to the existing hydrant lead located near the southwest corner
of your property. This connection can be performed anytime during or after
the reconstruction of Yankee Doodle Road. If this alternative were chosen,
the only assessable cost with this connection would be the lateral beneFit
identified above. The cost for the installation of the water service would be

Yankee Doodle Road
Dear Ms. Drill:
On Saturday, June 7, 1986, the Police Dispatcher received
notification of a sanitary sewer back-up in the residence at 1555
Yankee Doodle Road. Public Works Utility Maintenance personnel
were called out at 7:35 a.m. on that date in response to the
report and discovered a blocked sanitary sewer line on Yankee
Doodle Road just west of Aspen Drive. City crews worked until
approximately 9:00 a.m. at which time the blockage was removed
and sanitary sewer service was restored. The apparent cause of
the sewer blockaqe was a build up of grease and soap in the sewer
line.
As a result of this sewer back-up, Mr. Joe Connolly,
Superintendent of Utility Maintenance, personally contacted the
following property owners and verified that these properties were
impacted by this temporary sewer blockage:

application for a conditiona2 use permit for restaurant with
on-sale wine and 3.2 beer at 1665 Yankee Doodle Road. The
Advisory Planning Commission recommended against approval.
Air. Saad submitted some revised plans of the site indicating

the Council consider the plan providinq for parking extended
to the west with 5 foot variance on the north lot line with
provision for 40 foot frontage road and provision would be
made for it on the plan. After considerable discussion
concerning the revised plans, questions from the audience
including objections from neighboring property owners, Smith
moved and Parranto seconded the motion to approve the plan
providing for no setback variance on the north according to
the plan dated February 2, 1979, and subject to compliance
with all necessary ordinances. All menbers voted in £avor.
Mr. Saad indicated that the restaurant would be open
until 1 a.m. with the exception of Sundays with the closing
at 12 p.m. There was concern about lighting the outside of
the premises and :4r. Saad indicated that he would comply with
the necessary Eagan ordinances. Parranto moved and Smith
seconded the motion to amend the original motion to limit the
seating to 51 persons, that curbing be installed by July 1,
1979, and that building permits be required for any alterations
or modifications to the interior of the building. All
members voted in favor of the amendment and all voted in
favor of the motion as amended. Parranto then moved and
Wachter seconded the motion, with all members voting in favor,
to approve the conditional use nermit for on-sale wine and 3.2 ~
beer license with the condition that there be no standup ~
l bar on the premises. Mr. Saad indicated that there would be
J no standup bar and all service would be made at tables. All
members voted in favor of the motion.

GEORGE SAAD CONDITIONAL USE PE&~SIT - PYLON SI(;N. The public hearing
regarding the application of George Saad for conditional use permit for pylon
sign at 1665 Yankee Doodle Road was next convened. It was noted that t4r. Saad
had acquired necessary permits to establish a restaurant in that location.
The sign standard is in place and the request is for a restaurant sign which
appeared to comply with Ordinance IF16. Blomquist moved and Sperling seconded
the motion, all members voted yes, to recommend approval of the application
subject to compliance with Sign Ordinance 1116. ~

PAULETTE BOSELA REZONING AND PRELIMINARY PLAT. Chairman Blomquist next
convened the public hearing regarding the applications of Paulette Bosela for
rezoning of 13.24 acres from Residential, R-l to Residential Townhouse, R-3
and preliminary plat approval to subdivide into 45 lots including 44 townhouse
lots plus.one common open space lot. Ms. Bosela was present as was Jerry Allen
of Criteria Architects for the~applicant. Density would be about 3.15 units .
per acre and the attempt according to Mr. Allen was to maximize the natural
heating with earfh covered roofs and Southem exposure. A group of affected
neighboring prope;ty owners appeared and opposed the anplication including
a number of letters that were submitted in opposition. Objections included
drainage, potential excessive traffic onto Pilot Knob Road, possible additional
assessments including storm sewers and spot rezoning. A report from Mr. Voss
dated February 21, 1979, was reviewed in detail by the Planning Commission

GEORGE SAAD CONDITIONAL USE PERMIT FOR RESTAURANT. Chairman Harrison
convened the public hearing regarding the application for George P. Saad for
conditional use permit for restaurant for on-sale wine and beer at 1665 Yankee
Doodle Road in the £ormer 7-11 store. Mr. Saad was present and indicated that
the proposal included sit down only restaurant for about 50 people with an
Italian decor. There were concerns from Planning Commission members about only
one access and the potential traffic flow problems. The neighboring property
owner, Mrs. Gangle, appeared and opposed the proposed letter as did.a letter
from Mr. Donald Sandberg who opposed the wine and beer license. There was dis-
cussion conceming expanding the parking lot to the West and Mr. Saad indicated
a willingness to blacktop to.the F7est up to the 5 foot setback line. It was
noted also that the property had been blacktopped to the North line which does
not comply with the setback requirements. Mr. Saad was asked if he was willing
to continue the application for 30 days to submit revised plans for parking.
He indicated that he would prefer a decision because of the importance of opening
the restaurant as soon as possible. It was noted also that the application for
sign permit would also have to be approved. Roszak then moved and Blomquist '
seconded the motion to recommend denial,of the application because of failuie
to comply with sethack requirements on the North side and it further appeared
that parking was not adequate for the proposal. All members voted yes.
RAUINHORST CORPORATION - RED OWL WAREHOUSE. The public hearing regarding
the application of Rauenhorst Corporation for variance for 15 foot rear yard
setback and 50% lot coverage.for warehouse addition for Red Owl Company on
Lot 32, Block 4, Eagandale Center Industrial Park No. 4 was next convened by the
Chairman. Michelle Foster appeared on behalf of Rauenhorst Corporation and

that t2ie County Board of Commissioners direct the County
Highway Department to prepare design cost and corridor
alignments for Pilot Knob Road from I-494 through the inter-
section of I-35E to include a 4 lane road according to the
recommendations of the City Public V7orks Committee and for a
2 lane rural cross section roadway and that such determination

GEORGE SAAD CONDITIONAL USE PERMIT
: Mr: and Mrs. George Saad appeared on behalf of their
application for a conditional use permit for restaurant with
on-sale wine and'3.2 beer at 1665 Yankee Doodle Road. The
Advisory Planning Commission recommended against approval.
bir. Saad submitted some revised plans of the site indicating
parking changes and they were reviewed by Public Works
Director Colbert. Mr. Colbert indicated that he recommended
the Council consider the plan provi:ding for parking extended
to the west with 5 foot variance on the north lot line with
provision for 40 foot frontage road and provision would be
made for it on the plan. After considerable discussion
concerning the revised plans, questions from the audience
including objections from neighboring.property owners, Smith
moved and Parranto seconded the motion to approve the plan
providing for no setback variance on the north according to
the plan dated February 2, 1979, and subject to compliance
with all necessary ordinances. All members voted in favor.. "
Mr. Saad indicated that the restaurant would be open
. until 1 a.m. with the exception of Sundays with the closing
at 12 p.m. There was concern about lighting the outside o£
the premises and Mr. Saad indicated that he would comply with
the necessary Eagan ordinances. Parranto moved and Smith
_ seconded the motion to amend the original motion to limit the
seating to 51 persons, that curbing be installed by July 1,
1979, and that building permits be required for any alterations
or modifications ta the interior of the building. All
members voted in favor of the amendment and all voted in
- favor of the motion as amended. Parranto then moved and
Wachter seconded the motion, with all members voting in favor,
to approve the conditional use permit for on-sale wine and 3.2
- beer license with the condition that there be no standup
bar on the premises. Mr. Saad indicated that there would be
no standup bar and all service would be made at tables.. All
members voted in favor of the motion. „

I am fonaarding to you a oopy of the letter we received fx+an Inuise Gangl dated Decem-
ber 11, 1981 sulxmitti.ng a claim for $124.80 for loss of work due to rec{uired clean up
resulting fran a back up of the City's sanitaLy sewer system. Would you please process
this claim as qvickly as possi.ble and make contact with the oroperty aaner to insure
proper resolution of this claim.
The following is a stmmary of the problem as it occurred as reported by our sewer rnain-
tenance division. On November 30, 1981 at 8:00 A.M., our sewer maintenance departrnent
received a call of a sewer back up at 1555 Yankee Doodle Road. Our sanitaxy sewer crew
was called in to investigate. They fowid sewage backed up in Mmilwle No. 20 an Yankee
Doodle Road. This caused a back up intn the basement of 1555 Yankee Doodle Road. Our
maintenance crews entered Manhole No. 17 dowmstrean of Amore's Restaurant (1665 Yankee
Doodle Road) with a sewer rodder and a blockage was encountered approxunately 230-240'
upstream which places the bloc}•,age just clownstrea¢n of 1555 Yankee Doodle Rpad. 'Imrough
this maintenance activity, the blockage was opened and positive gravity flaa was re-
stored. Later in the day, an inspection was performd by our Maintenance Forer.+an, Mr.
Joe Connelly. His observation indicated that axyproximately 3-4" of water had backed
up oovering rrost all of the basemPnt floor. There are two bedrooms located in the base-
ment. There were 6 or 7 pairs of ladies' svioes, ladies' purse, luggage, a tent, mis-
cellaneous sewing patterns and rugs on the bedram floors. Also, the paneling on the
walls soaked up soane of this backflaa sewage.
On Decemtier 8, 1481, the 151ockage.agai:n occuzred in the sanitary sewer line causing a
snall liack.up in the basement at 1555 Yankee Doodle Road, There was no noticeable c7am-
age heyond sane m,inor clean up time reaaired: Subsequently, our Maintenance Division
has cleaned the entire sewer line alonq Yankee Doodle Road fresl the Surrey Heights
Addi.ti:on tp the corner of Yankee Dooclle and Coachman Roads. We enmLmtered spot con-
ditions o,£ bvild up of soap and gxease wkiich_ riay have caused the referencecl sewer block-
age and svbseqiient hack ups. This secti:on of line was ccx:T?letely xrocded and flushed,
and is naw in proper working orclex.
To prevent future or s3milar oocurrences, we will routinely monitor ttti.s line and per-
form periodic maintenance to insure that tha.s line is maintained in a clean and oper-
able condition.

RE: SEWER BACK OP 1555 YAIdKEE DOOllLE ROAD `
On 11-30-81 at about 8:00 A.M. I received a call of a sewer back up at 1555
ankee Doodle Road. I called the crew back in to investigate. They found
~ewage backed up in man hole #20 on Yankee Doodle Road. This would cause
the back up into the basement of 1555 Yankee Doodle Road. Upon entering
man hole 17 down stream o£ Amore's Restaurant with our sewer rodder we
encountered a blockage at 230 to 240 feet, which would put us just downstream
of 1555 Yankee Doodle Road. We continued with as much rod as we had on
the machine and opened the blockage.
I inspected the basement of 1555 Yankee Doodle Road. The water had gone down
by this time althouugh I could see where it had been. I would say there had
been 3" to 411 of water over most all of the basement £loor as a result a
lot of water damage can be expected. They have (2) bedrooms in the basement.
There were 6 or 7 pairs of ladies shoes, a ladies purse, luggage, a tent, a
lot of sewing patterns, rugs on the bedroom floors. Also the paneling on
the walls soaked up some water and may require replacement.
Then on December 8, 1981 a blockage occurred again in this sewer line causing
a small back up in the basement of 1555 Yankee Doodle Road, but with no
noticeable damage, just some clean up time. At this time I instructed the
crew to rod the entire sewer line along Yankee Doodle Road from where it
leaves Surrey Heights addition to the corner of Yankee Doodle and Coachman
Roads. Between man hole 18 and man hole 20 we encountered a build up o£
soap and grease on the walls of the sewer pipe. With the rodding and
flushing,this line it now seems to be in good working order.

RE: SANITARY SEFVER BACK-UP - 1555 YANKEE DOODLE RD (R. M. GAN(M)
Approxiaately 1~ weeks ago, the City experienced a sanitaiy sewer blockage
in the sanitary sewer line in front of Amore Restaurant on Yankee Doodle
Road. This sewer blockage created a back-up into the above-referenoed resi-
dence. I worked with Joe Connelly on this probleu and contacted the City's _
insurance carrier, Haoe Insurance Co. regarding a potential claim for damages
due to this occurrenoe.
Home 7nsuranoe Go. is looking for a report relating to dates, tir^es, place,
natres of individuals involved, oorrective action, etc. Please prepare a
fornal report detailing all in£onnation associated with this sanitary sewer
blockage and resulting back-up. Please have this renort foraarded to me no
later than Monday, Decanber 14. This information is being reauested by our
insurance cmpany in o'rder to pnxess the foxmal claim.
Also, 2 have been informed that on Tuesday, Decmiber 8, 1981, a second back-
up occurred to this above residence. Please initiate whatever action is re-
quired to prevent this frcm occurring in the future. Perhaps the installa-
tion of a back flaa check valve, or scne similar pltmbing fixture, wvuld
help to solve this problen pennanently. Please inforn me what action you are
rea=ending.
