Dear Tom Hedges,
I'm writing to you to make a formal request for the city to resoive several issues in our neighborhood that
have not been iaken care of hy the developer. This letter is a follow-up to our two meetings and may not
eacpress all the desires o£the affected property owners.
1) The driveway land easement that runs along the north ed$e of my property was lowered
- appror.imately four to five feet in order for it to connec[ with Weston Hills Dr. When this was
done a new substantiai rock or gravei base was not restored and as a result when we get any
rain it becomes very muddy and difficult to drive on. It also coMinually allows dirt and mud to
be tracked omo the city street. We would like to see this driveway have enough gravel added
to fix these problems.
2) When the above meationed driveway was lowered it subsequently made the adjacent land just
to the north of this road higher than the road elevation. This situation creates a problem of
severe snow drifting in the winter and has at times made access to the homes that use this road
impossi6le. We would like to see the hill just to the north of this road lowered to an elevation
at or below the level ofthis road. When doing these improvement the affected landowners wi11
request that the living trees currently on the land be preserved and that when the elevation is
lowered that turf be reestablished.( You have been proved with pictures fornt Mrs. Allen which
demonsvated both the above problems)
3) There aze three homes that are located wittiin Inver Grove Heights that have street addresses
0o S. Robert Trail. We request that these Street addresses 6e changed and that the mailboxes
be directed to be moved to locations that are more closely re(ated to their property. This is a
safety issue in that we have already had a situation where Police, Fire, and Rescue were unable
to respond to one of these properties becsuse of the confusion of the addresses.

Dear Tom Hedges,
I would like to thank you and the City Council Members for meeting with me yesterday to discuss the issues
of the easement condition and elevadon along the north edge of my property. After reviewing the elevation
plate drawing that you provided me with I have two questions that remain and I'm requesting official
explanations to.
1) Last year wNen this situation began to unfold I contacted a member of the City Staff named
John Gorder. I explained to him that I felt the condifion t6at the road was returned ta by the
developer might not meet the standard set by the city and if so could the city sm to it that more
gravet be added to the road. During a second phone calt with John he advised me that he had
detemtined that in fact there was not enough gravel added to the road and that this item would
be added ta the developer's "punch card" of things to do before the Snal escrow would be
cleared. He further explained to me that it was possi'ble it could take several years, if ever, for
this to be done depending on the amount of escrow held back verses how cos8y this fuc would
be to the developer. I am not imagining ttiese phone calls or the responses I got. I beGeve you
can realize this by the depth of iuformation I recatl. In direct contradidion to the above, I
was told by Tom Colbert at the meeting yesterday that that the city cen Snd no fault with the
developer and that the escrow has been cleared. Need(ess to say I feel that somewhere either
now or in the past I have not been dealt with honestly. I wouid like a spaciSc explaoatioa as to
who made the conclusion on the state of the amount of gravel both last year and ttris yrar. I
may not be a road engineer but T challenge someone to come out to my property and show me
just exactly where the 4 inches of class 5 graveY ia on this road that is called for on the
approved plaie I have been given.
2) My second quesiion arises over both the verbal explanation given to me about the height oFthe
berm just north of this easenent and review of the plate drawing. As I read the plate it shows
that except for a point in the eactreme north east corner of my lot and along the easement there
is no other point that should be higher t6an the elevation of my garage at 966.0 ft. I have not
had a certified engineer survey this land but as a casual observer I myself or azryane can plainly
' see that the berm I'm referring to is about a foot to 18 inches ABOVE the level of my garage
floor. So what's wrong7 Is my garage floor and house too Low? Ls the ]evel af the easement
too low? Is the level of the berm to the north too high7 I feel that possibly a determination was
made, without proper measurements, as to whether or not the developer had this area in
question graded in accordance with the plan. If it is not graded according to titis plan ttien
who inspected it and gave the final OK7 I would like a specific expianation as to who made
the conclusion that the grading of this land is according to the plate and how that conclusion
was made.
My intent is not to point fingers or assign blame unless thaY is the only way to have these isaues resolved. I
feel that it is possible that the developer might be at fault in both these issues but because of poor quality
control on the part of the ciry inspection system these faults were not discovered until after there wes no
recourse with the developer. Whatever the reason,is does nrot concem me so long as someoce now takes
responsibility for the problems that esist. The condition of this tand creates unsightly mud when it reins as
well as travel problems associated with severe snow drifring because of the higher gmund to the north.
I'm requesting specific answers to my questions so as to put these issues to test iF Pm wrong in my
suspicions. I do not waM to Sght with the City Crovemment or expend money to lilgher experts ta con6rm
my suspicions and then bring forth accusations. I£eel that the right thing to be done would be for the City to
seek out the complete truth about this srea and to act on it appropriately.
I'm awaiting your reply with an open mind and would invite you or any City Stat£to contact me in person if
direct conversation would help resolve this matter in a faster manner.
