Reference your letter of August l, 1996 (Atch l):
You state that, "7t was my understanding that bussing was granted for one year only unfil the City of Fagan had a
chance to put in a sidewalk. "
You apparently misunderstand because the petition to install a sidewalk was not circulated, and the City made no
attempt to discuss one, until March of this year six months after bussing was provided for the 1995-1996 school yeaz.
It is thus imuossible for this to be the basis of bussine last vear.
You state, "7t appears that now the city rs backing out ojputting in the srdewalk. "
The city never considered putting in a sidewalk further than the very shart three-house stretch from the intersections of
Red Pine Lane and Weston Hills drive. The School District was under the erroneous assumption as shown in the
July 3 letter from [SD Transportation Director Gloria Rea thaz even that partial installment was a done deal. You
know bv now that ISD's decision on that basis was premature.
Further, that very short stretch of sidewalk would have absolutely no impact on [he safety of the children forced to walk
along a very dangerous stretch of road to reach it Your statement that ,`7Jthe crty had pat rn the sldewalk, there
wouldn't be a request jor bussing" is thus quite ill-formed and obviously unresearched. Wha[ do you [hink qualifies
you to make such a statement?

To break this statement down into workable parts:

• There is ample room on the busses.
• No new stops, no additional drivers, and no route changes would be required.
• There aze and will be no other residential areas in the District that will be lacated where wa aze. We
are an isolated neighborhood wi[h a very par[iculaz, very serious problem. IYs not geographically possible
far just one more house, just one more house" to become an issue. Even the Boulder Crest neighborhood
right behind us attends Rosemount schools.
which raises another issue: The pazents from that neighborhood have been told [hat if they request
and are granted open enrollment to Eagan schools, they will be ailowed to cecupy the available seats on
the very busses that pass half-Slled in front of our houses the ones our children, who are directly
enrolled at Red Pine, aze not allowed to nde. This is jus[ not rieht.

snoke personally to vou at the meeting where the issue was raised, and you assured me that vou had visited

• Public pressure? If this is what it takes, please be advised thai 1 have already spoken to a lawyer.
I cannot begin to express my outrage at how this bunch af bureaucrats could so knowingiy and willingly jeopardize our
children's safety with absolutely no excuse. Seems to me if you cared and if you wanted to impress the voters and
taxpayers you should be competing ro see who can solve the problem first.

I received your letter requesting the school district to continue bussing for your
area.
It was my understanding that bussing was granted for one year only until the
City of Eagan had a chance to put in a sidewalk. It appears that now the city is backing
out of putting in the sidewalk. If the city had put in the sidewalk, there wouldn't be a
request for bussing. It seems to me that the solution to this problem lies with the City of
Eagan.

I wanted to shaze a few thoughts on [he sidewalk issue here in Weston Hills. I'm sure you've heazd that
the school district is going to bus the kids - that solves the student safety problem for now. Unfortunazely,
it dces not solve the lazger issue of pedestrian safety.
I see that the city council has decided to deal with this issue ( hopefuliy as a stopgap measure) by painting
a line on the pavement and putting us signs. Save the effort. When [hat eyewash project is complete, kids
and adults alike will still be in the street - no change - and all the traffic will still be here.
I hope ttiat people in the city administration aze beginning to awake to the idea that sidewalks and
pedestrian safety aze issues we need to deal with now. This is not a small, rural communiry anymore -
and there is simply too much traffic on our streets to not have sidewalks. The city needs a comprehensive
sidewalk plan now. We need to build new developments with sidewalks, and we need to retrofit
developments where traffic volumes dictate sidewalks. These standards need to be set by the city - not the
neighborhoods. We need the objective view of the city gwemmen[ to protect public safety, not the
parochial view of my neighbors who caze more about their landscaping and the perceived cost of a
sidewalk installation.
I smcerely hope tha[ you won't let this issue die - iPs important on Weston Hills Drive and for all of
Eagan - and it won't be solved by a painted line and the eyesore of "no parking" signs.
