, On or about March 1, 1984, the following energy code requirements
should be calculated and included with a.building permit application.
1. Roof - ceiling assemblies - R-38 U= 0.025 Average
2. Exterior walls & rim joists - R-20 U= 0.11 Average
3. Floors over unheated spaces - R-20 U= 0.05 Average
4. Exterior overhangs will be considered as exterior wall.
5. Foundations (all exterior walls) - Minimum of R-5 insulation.
6. All insulated areas must be separated from the heated space
by a well-lapped or sealed vapor barrier with a minimum perm
rating of 0.1. A 4 mil. polyethlene sheet or equivalent meets
this requirement.
A Kraft face R-19 type insulation will be accepted in the rim joist
areas. Air chute baffles are to be placed in every ra£ter space.

As you aze aware, there is a house which is cunently under construction at 3522 Widgeon
Way. A few months ago, I shared with you a concern regarding the placement of the house
relative to a dedicated trail right-of-way which exists on the west side of this lot. In
reviewing the pazcel file, we have discovered that the placement of the house and garage
appeazs to be in accordance with the approved building permit.
However, there are two issues that I feel we need to concern ourselves with as it relates to
the future accessibility and use of the trailway azea by the city. First, there is a large pile
of sand and gravel located on top of the trailway at the back lot portion of this property.
It appears that this material was excavated from the basement. This material will need to
be moved off of the trailway easement and the site restored to its original condition.
Second, the placement of the garage within three to four feet of the trailway poses some
concern about the final grading and use of the property around the gazage azea. Any
grading, tree or shrub placement, or other features constructed on this residential lot must
take into consideration tne future need for trailways construction through the dedicated
trailway area.
I am assuiriing that someone from your department will be monitoring these issues as the
building piocess continues. Please let me know if you haue any questions or concerns about
