We also performed a file search of your specific parcel and the general development file for the Pines Edge 1s` Addition. The required development plans submitted with Fax: G51.G75.SO12 this application indicate that Lot 6, Block 2(523 White Pine Way) was designed to TDD: 651.454.8535 accommodate a"Rear Look OuY' (RLO) structure with a front yard elevation of 957.4 and a rear yard elevation oF 953.4 on the west side of the structure. It also shows that City Pond LP-27.4 would have its Normal Water Level (NWL) controlled at 946.5 and its Maincenanm Faciliry: calculated High Water Level (HWL) was estimated at 950.0 for the City designed 100 yr 3501 Coa<hman Poinc storm event. City. standards also require that the lowest exposed elevation (door or Fagan, MN 55122 window) of a structure must be a minimum of 2.0' above the HWL (950.0 + 2'). In a Drainage Review Report dated October 8, 2004, Pond LP-27.4 was modeled to have a 100-year HWL of 949.4 and a July 2000 "Super Storm" comparable HWL of 952.2. Unfortunately, there is no opportunity to lower the overland oudet elevation of the pond to protect your structure. Also, the cost to increase the outlet capacity of this pond would be cost prohibitive in comparison to other reasonable options as mentioned below. Summarv It appears that your house was not built according to the plans submitted and approved by the City of Eagan. The existing Lowest Floor Elevation (949J) is approximately 1.4' lower than what was stipulated on the Certificate of Survey submitted with the Building Permit. In addition, a full basement walkout was constructed contrary to the approved plans exposing your structure to periodic past and continued future flooding conditions from the pond adjacent to your north property line. This walkout elevation is at least 23' ?ower that City Standards permit. Due to the potential for continued flooding episodes to occur in your structure, you need to take corrective action to remove the existing walkout and raise the lowest exposed elevation to a minimum of 952.0 ft. The plans we reviewed were prepared by liedlund Engineering and were revised August 11, 2004. Details of our review follow in the remainder of this memo. Sycamore Place is located in the southeastern portion of the City of Eagan along the border with Inver Grove Heights. It is located to the southeast of Red Pine Elementary School. Development in the City of Eagan has already occurred along three sides of the site. Some development has taken place in Inver Grove Heights, with the remainder currently in the planning stages. The proposed site plan calls for single family homes, similar to the surrounding land uses. The proposed site is part of the pondCLP=27.4:watershed. Pond LP-27.4 is located along the eastern property boundary of Red Pine Elementary School. Pond.CP_=27.-4=discharges downstream to,pond:LP=27 and on through the City of Eagan's stormwater system. In general, the site is broken into three parts for drainage analysis. The first is a landlocked area on the north end of the development, likely a wetland area. The second is a backyard area along the border with Inver Grove Heights. The third is pond LP-27.5, located on the west side of the site. The backyard area is connected via storm sewer to Pond LP-27.5. Pond LP-27.5 is connected to the landlocked area to the north by an overland swale. Pond LP-27.5 is connected to pond LP-27.4 by storm sewer that runs to the west of the project site. Drainage boundaries proposed by the developer were reviewed and compared to existing record plans and proposed development plans in Inver Grove Heights. In general, the proposed boundaries were found to be acceptable and conservative for the purposes of this analysis. Pond LP-27.4 does have some backwater affects on the site, so a dynamic routing procedure was used. The table below summarizes the high water levels for the 6.0", 24 Hour 5CS Type II storm, and the July 2000 Storm event (assumed to be 10.5", 24 Hour SC5 Type II storm). It should be noted that the HWL of Pond LP-27,4 downstream of proposed pond LP-27.5 is higher in the July 2000 storm event. Backflow does occur from Pond LP-27.4 to Pond LP-27.5 for a period of approximately 3 hours as the ponds attempt to equalize water levels. Ultimately, the storm sewer between the ponds restricts the backflow, never allowing the ponds fo fuliy equalize. This resuits in the slightly lower high water level in the July 2000 event for the upstream pond. •High=water.ievels>as proposed in the table above meet-aU fPeeboatd requirements=for the site, and no homes, including existing homes bordering the site, are affected by the high water levels predicted for the July 2000 event. This also holds true if the northern landlocked basin is filled to the EOF level prior to the start of the July 2000 rainfall event. Based on this drainage review of the site, it appears that the proposed drainage plans are acceptable and meet both the 100 year Freeboard requirements and pass the July 2000 storm event without flooding any adjacent homes.
