This letter is intended to discuss what we observed and address the issues of frost penetration and undermining of the watermain pipe. Observations were completed on February 4, 2009. Background The background information listed in our previous letter listed the bottom of footing elevations at 881.00. While that is the actual lowest footing elevations, the footings in the west corner of the house are at an elevation of 884.67. A new map is attached showing the footing elevation in relationship with the watermain. Frost The issue of frost penetration into the soil was based mostly on the lack of cover that might be present after the excavation for footings occurs. The contractor was able to excavate a near vertical wall in the clayey soils as shown on the attached 1604 Riverview Lane map. We measured the edge of excavation as being nearly 8 feet from the center Northfield, MN 55057 Tel. 507.645.0964 of the watermain pipe. The vertical soil cover is listed as a minimum of 7%2 feet, therefore the watermain should be suitably protected from frost unless additional excavations occur. Underminina Excavation of the footings on the west corner of the building was to a depth of 884.67. The watermain is located a minimum of 7 feet below grade (per City of Eagan drawings) and therefore would be estimated at an elevation of 881.83 (per attached drawing). The excavation for footings was not below the elevation of the watermain and therefore undermining of the watermain is not an issue. Comments Based upon our excavation observations, it is our opinion that frost penetration and heaving of the watermain or undermining of the watermain by the footings are no longer issues at this site. These issues should not need to be re-addressed unless additional excavations occur in the west corner of the building. Our scope of services was limited to the above mentioned issues of frost and undermining of the watermain. Soil observations for foundation support were not completed and are generally not done for single family residential buildings unless the contractor or building inspector note poor soils. The property at 903 Wild Rose Ct. is surrounded by drainage and utility easements with City infrastructure located within those easements. Running along the western property line the City owns an 8" water main. The front corner of the proposed home is shown to abut up to the easement line; this will put it approximately 91/2 feet from the water main. As I write this memo the entire month of January has been below freezing with only a slight moderation in temperature forecast for the foreseeable future. The water main must have a minimum of 7.5 feet of cover, both vertically and horizontally to prevent freezing. It is our concern that when the excavation takes place for the basement and footings we will no longer have sufficient cover to prevent the pipe from freezing. In conversations with the builder it is anticipated that at best, it will be 1 to 2 weeks before backfilling operations can take place. Unfortunately, we are not able to isolate that line and feed the neighborhood from a different direction because there are several homes hooked up to that stretch of water main. In addition to the exposure we are also concerned that during the excavation process, depending on the type of soils encountered, undermining of the water main may take place. Should this happen it could easily lead to the pipe breaking. The main will also be at risk during the excavation process as heavy equipment may be ruruling on or near it that could cause damage. Finally, care must be taken during the backfilling operation, especially with the possibility of frozen soil being placed and compacted near the main. All of these scenarios are very possible at this time of year and are of great concern to City staff. According to the as-builts on file with the City the water main is to have a minimum of 7.5 feet of cover, this does not mean that it can't be deeper though. In conversations with the City utility locator who was recently on site locating the water main, he was getting readings of depths between 8 and 15 feet deep. With current technology these readings cannot be trusted unfortunately. Because of this uncertainty the contractor must expose the water main in the area nearest the front westerly corner of the home in order to verify the water main depth. If it is found that the water main is in fact deeper than 7.5 feet then the Building Inspections Department will require extra depth footings 20 feet in both directions from the corner of the building. The depth will be determined by the depth of the water main. A 1:1 slope is required between the water main and the footing. As a result of these concerns the City is requiring that every precaution be taken to protect this pipe until backfilling operations are complete. As a precaution, the City is requiring the owner to provide us with an engineer prepared plan that will detail the precautions that will be taken. In addition, we are requiring a$10,000 escrow be deposited with the City to cover the costs of increased City inspection time that will be required to monitor the water main as well as any potential repair costs. Shortly after backfilling operations are complete and assuming there are no problems with the water main, the City will return the balance of the escrow, minus the inspection fees discussed above. Along the south side of the property there is a 30 foot drainage and utility easement with a City owned sanitary sewer line running through it. This line is buried over 20 feet deep. Should this line require excavation for repair or replacement we will need to access the entire easement. I'm concerned with the grades on the south side of the property, running from the garage to the south property line. The City standard for maintainable slopes is 3 ft. horizontal to 1 ft. vertical (3 :1). It appears to me that a significant portion of the south foundation wall of the garage will need to be left exposed and utilized for a retaining wall. No external retaining walls will be allowed within the easement. This issue should be addressed at the time the footings are constructed in order to allow for this situation.
