SUBJECT: STREREO NOISE ON WILDERNESS RUN ROAD
Per you request, I spoke to Captain McDonald regarding the correspondence he has had
with Mr. Mike Krecklau, an Eagan resident living on Wilderness Run Road, regarding
loud vehicle stereo noise. Attached is a log of the e-mail correspondences that have taken
place between the Council, the police department, staff and Mr. Krecklau.
Captain McDonald has not had any further contact with Mr. Krecklau since Tuesday,
September 11. Captain McDonald has asked his sergeants to inform patrol officers about
the problem area, and has yet to have any notice of citations issued. If he hears again
from Mr. Krecklau, he said he would forward any messages to me.
You will notice that Councilmember Carlson did e-mail Mr. Krecklau a second time to
tell him that the noise ordinance will be up for approval on the 17`h, and she invited him
to the meeting should he wish to speak on it.
If there is anything else you would like me to do on this matter, please let me know.

Wilderuess Run Road
September 10, 3:11 P.M.-Mike Krecklau e-mailed the Eagan Police Department about
loud stereo noise on Wildemess Run Road between the hours of IOPM and lAM.
September 10, 3:19 P.M.-Mr. Krecklau e-mailed the City Council in regard to the
same compliant of noise on Wildemess Run Road.
September 10, 3:55P.M.-Administrative Secretary/Deputy City Clerk McGarvey e-
mailed Mr. Krecklau to inform him that his message had been forwarded to the City
CounciL McGarvey also told him that the noise ordinance amendment is scheduled for
consideration at the September 17 City Council meeting.
September 10, 4:07 P.M.-Captain Jim McDonald responded to Mr. Krecklau telling
him that the sergeants will ask officers to work the area to look for violations of this
[noise] type.
September 10, 4:26 P.M.--Councilmember Carlson responded to Mr. Krecklau telling
him "last Tuesday we (city council) passed an ordinance in regard to this issue." She told
him of the citizen that appeared at a listening session who had license plate numbers of
violators. Councilmember Carlson also asked if Mr. Krecklau could track the noise so the
police could catch them in action.
September 10, 5:06 P.M.-Mr. Krecklau responded to Councilmember Cazlson telling
her that he would have safety concerns in trying to obtain license plate numbers. He
suggested that the police spend 1 to 2 hours over several weeks on Wildemess Run
between 10 P.M. and 1 A.M. to see who the violators aze. He went on to say that he and
his neighbors would try to get license plate numbers in hopes they would help the police.
September 10, 5:10 P.M.-Mr. Krecklau responded to Captain McDonald; however, he
responded to Councilmember Carlson's suggestion to get license plate numbers of the
noisy vehicles. He also inquired whether an offender must be caught in the act, or
whether a license plate number would suffice in citing a person for an ordinance
violation.
September 10, 8:09 P.M.-Councilmember Carlson e-mailed Administrative
Secretary/Deputy City Clerk McGarvey asking that the Police Chief act on Mr.
Krecklau's concerns.
September ll, 1:52 P.M.-Captain McDonald responded to Mr. Krecklau saying that
license plate numbers could help in the police departmenYs efforts, however, he told Mr.
Krecklau not to jeopardize his safety in attempting to do so. McDonald offered Mr.
Krecklau the option to fill out a citizen's arrest form if he did witness a violation.
MacDonald also informed Mr. Krecklau that a positive identification of the person
responsible for the illegal conduct must be made if the person is to be cited.
September ll(no time designated)-McGarvey e-mailed Councilmember Carlson to
ask about her response to Mr. I{recklau that stated the Council passed the Noise
ordinance. McGarvey went on to say that the Council directed staff to prepare an
amended ordinance for Council consideration on September 17`h. McGarvey asked
Councilmember Caflson if she would like her to contact Mr. Krecklau again to inform
him that the amended ordinance will be up for consideration on the 17Ih.
September 11, 3:30 P.M.-Councilmember Carlson e-mailed McGarvey stating that she
would contact Mr. Krecklau.
September 11, 3:33 P.M.-Councilmember Carlson e-mailed Mr. Krecklau to tell him
that the ordinance is being drafted, and will be up for approval on the 17`h. She invited
him to the listening session to speak on the ordinance.
