holds critical in the resumption of operations for Tollefson
Builders. Hereby we offer the following conditions for a

1. Grout the soil on our property to the specifications
of the city of Eagan under the supervision of Twin C.ities
Testing.
2. Repair exlsting damage to the house foundation, walls,
and ceiling.

conditions must be complied with, before the City will issue a
Certificate of Occupancy for the two affected dwelling units on
each lot:
l. A$30,000 financial security (performance bond, letter of
credit, cash escrow, etc.) must be deposited with the City
to guarantee all costs that may be incurred in resolving the
problem and performing the compactive grouting soil solidifi-
cation process suggested in a report prepared by Twin City
Testing Corporation, dated December 26, 1986. i
2. This compactive gr;outing program must be performed under the
direction of a professional registered soils engineer hired
by the City of Eagan.
3. The vacation of that part of the existing side lot utility
easement over Lot 5, Block 2, Brittany 7th Addition, must be
approved by Council action through the formal public hearing
process.
4. All present evidence of settlement that has occurred to date
must be corrected and repaired to the satisfaction of the
current homeowners and Building Inspection Department.
If all above items are completed to the satisfaction of the City
and the homeowners, the City will not require the "Hold Harmless
Agreement" as a condition of releasing the Certificate Of Occupancy.

On Thursday, January 2, 1986, Brian and Linda Skupas met with
me and further discussed their concerns pertaining to the status
of their property as it relates to the potential settlement associ-
ated with the sanitary sewer installation and the lack of issuance
• of a certificate of occupancy by the City as of this date.
As a result of that meeting, they would like to have the City
provide them with a letter indicating the City's status pertaining
to the performance of the final inspection necessary for the
: issuance of a certificate of occupancy.
My reservation in issuing any official certificate of occupancy
relates to a potential inference of acceptance of liability associat-
ed with possible settlement problems relating to this issue.
Therefore, I would appreciate if your office would provide guidance

to do soil borings to determine compaction densitq, and they explained in
their report that the liouse settlement are r.ormal settling cracks and are

Tollefsor, Builders, Inc., will repair cracks in the concrete and sheetrock
as is doiie normally for all our customers.

In our report #4200 86-262, Report of Subsurface Exploration
Program conducted after the sanitary sewer between Winsor Court
and Sherwood Couri. was constructed, we discussed the past and
possibly continuing settlernent problems for the residential unit
at 4869 Winsor Court. You decided to perform the compaction
grouting outlined in our report as the most timely solution to
minimize detrimental settlement from occurring. We understand
tnat Tollefson Builders retained tne services of Solidification,
Inc. of Minneapolis to perform the grouting. Upon completion of
the grouting, we were to conduct a subsurf ace exploration program
to determine the effect of the grouting.

I
In accordance with your verbal authorization on March 5, 1986, we
have performed a subsurface exploration program. Our scope of
work on this project is as follows:
1. To have a meeting with the horne owner

4. To prepare a data report including the results or our
field and laboratory tests as well as our engineering
opinions with regard to the effect of the grouting
program.
PURPOSE
The purpose of this report is to describe our field exploration
procedures, to present the results of our field and laboratory tests
and to provide you with our engineering opinions.
SITE CONDITIONS
Surface Conditions
As previously outlined in our earlier report, the house is a two-story
structure with a basement. The south side of the house parallels the
sewer line which was put in a 22' deen excavation adjacent to the
house. The house is located within 5' to 10' of the sewer line, and
evidence of past and possibly continuing settlement was noted within
the foundation walls of the house.
Subsurface Conditions
The subsurface conditions encountered at the test location are shown on
the attached boring log. We wish to point out that the subsurface
conditions at other times and locations on the site may differ from
those found at our test loca'tion.
The boring was put down 2 1/2' south of the house and approxiinately
1.3' east of the house. The surf ace elevation at the boring was 97.11,
relative to a first floor elevation of the house of 100.0'. Since we
were in close proximity to the sewer line, we limited the depth of
exploration to 21' so as not to possibly encounter the sewer line.
For the total depth of exploration, we encountered fill consisting of
the silty sands with a little gravel. The soils are similar to those
found during our previous exploration, whereas in our first
explor•atiun, the majority of blow counts were 4 to 5 blows per foot.
The penetration resistance at this boring location indicated blow
counts on tne order of 4 to 10 blows per foot with all but two of the
penetration resistance values being greater than 5 blows per foot.
Between 11 1/2' and 13, we encountered mostly grout, and grout was
noted in the soils at a depth of approximately 17 112' to 18 112' in
relatively thin larninations within the soil.
During the process of compactive grouting, it is not expected that the
grout will flow readily through the soils, however, if there are either
relatively loose areas or areas where the soils are more granular, the

grout will flow laterally out through the soils due to the pressure.
The density or consistency of the soils is determined from the
penetration resistance (N value), as indicated on the boring logs.
Ground Water Information
Ground water was not encountered at the boring location. It was a15o
not encountered during our previous exploration, therefore, we judg?
that the ground water level lies below the depth of -our exploration.

LA30RATORY TESTS
Laboratory tests were performed on select samples of the fill material.
The results of these tests are indicated opposite the samples tested on
the boring logs.
ENGINEERING REVIEW
Site Meeting
On April 10, 1986, we met with a representative of Tollefson 8uilders,
Solidification, Inc. and the home owner. We walked throagh the house
noting any cracks in tne upstairs or tne house prior to the grouting
program and also observed the condition of the foundation walls and
basement floor of the house. It was also discussed with the home owner
that during the process of the pressure grouting it was conceivable
that this process in itself could possibly cause some minor cracks to
occur. Whether tnese cracks would have occurred with or without the
grouting process, it is obviously not possible to predict. However,
when the grouting process is complete, any related cracks were to be
repaired by Tollefson Builders. The grouting contractor indica'ced t'riai:
he would grout fro+n about the level of tne underlying till to ju;t
below the footing level. Since the grout is under pressure, the
grouting contractor did caution that as he approached the basement
floor level, it is possible that the grout could raise the floor. To
the best of our knowledge this did not occur. The grouting contractor
wanted to raise the foundation of the house slightly to demonstrate
that he had been successful in grouting the loose soils beneath the
foundation.
Site Visit During Grouting Program
On April 22, 1986, we visited the site one day after the grouting
program had commenced. The foreman for the grouting contractor
indicated that the grouting pipe had gone down very easily througii the
soils. We believe this to be a further iridication of the loose nature

of the fill that had been placed at the site. We were also informed that
during the grouting process one of our previous drill holes which had not
been filled Wltfl dirt in the winter had become filled Wltll grout,
demonstrating that there was lateral movement of the grout in soine zones
of the soil. They proceeded to fill the other soil boring hole adjacent
to the house to minimize the use of grout for this purpose. We then
discussed the placement of an additional grout hole so that our soil
boring in effect could be located between two grout holes. To minimize
damage to yard areas at the house, we selected the southeast corner of
the house and requested that he place an additional penetration down out approximately 5' from the house.
Conclusion
The soil boring does indicate an improvement in the density of the
soils, relative to the previous borings performed at the site. It is our
opinion that foundations for this house in the area that has been grouted
should undergo relatively little additional settlement, as a result of
consolidation of the underlying soils. Assuming that the environment of
the soils rernains relatively stable (precluding large rises in ground
water level or the breaking or the sewer line causing P_t'OS10r1) we CdrlrlOt
see any foreseeable change in the soil environment, relative to the life
expectancy of the house. This does not mean that cracks may not develop
in the plaster walls of this house at some future date due to moisture
changes in the wood framing, stress cracks or otrier tiurmal behavior of
wood framed houses beyond the effect of the foundations.
FIELD EXPLORATION PROCEDURES
Test Borings
One standard penetration boring was put down on April 28, 1986, at the
location indicated on the attached sketch. The surface elevation was
referenced to the first floor of the building. For the purpose of this
report, we established the first floor elevation to be 100.0'.
Soil Sampling
Soil sampling was performed in accordance with ASTM: D 1586-84. Using
this procedure, a 2" O.D. split barrel sampler is driven into the soil
by a 140 lb weight falling 30". After an initial set of 6", the number
of blows required to drive the sampler an additional 12" is known as the
penetration resistance or N value. The N value is an index of the re1a-
density of cohesionless soils and the consistency of cohesive soils.

Soil Classification
As the samples were obtained in the field, they were visually and manually
classified by the crew chief in accordance with ASTM: D 2487-85 and 2488.
Representative portions of the samples were then returned to the
laboratory for further examination and for verification of the field
classification. In addition, selected samples were submitted to a program
laboratory tests. The log of the boring indicates the depth and identi-
fication of the various strata, the N value, the laboratory test data water
level information and pertinent information regarding the method of
maintaining and advancing the drill hole is attached. Chart.s illus-
trating the soil classification procedure, the"descriptive terminology and
symbols used on the boring log are also attached.
Samples
We are transmitting to you under separate cover the soil samples obtained
in this exploration.
Contractor Provided Information
Solidification, Inc. reported that they used 141 bags of Portlaiid ce;nent
and 8 1/2 barrels of sodium silicate in the grouting process which amounts
to about 6 cubic yards of grout. '

The recommendations contained in this report represent our professional
opinions. These opinions were arrived at in accordance with currently
accepted engineering practices at this time and location. Other than this,
no warranty is implied or intended.

Water levels shown on the boring logs are the levels measured in the borings at the time and under the conditions indicated. In sand, the indicated
levels may be considered reliable ground water levels. In clay soil, it may not be possible to determine the ground water level within the normal
time required for test borings, except where lenses or layers of more pervious waterbearing soil are present. Even then, an extended period of

To facilitate a sanitary sewer to Winsor Court in the southeast
area of Eagan, a deep cut was made between Sherwood Court and
Winsor Court. Subsequently, residential, units have been built
adjacent to the easements along the sewer line. Shortly after
occupancy of the unit at 4869 Winsor Court, the owner complained
of cracks developing in his foundation wall. The adjacent unit to
the south at 4875 Winsor Court is presently under construction.
You asked that we put down three soil borings to determine the
subsurface conditions along the sewer excavation in the area of
these two residential units. We were then to make a report as to
the apparent density of the existing fill an-d what structural or
changes could be made to the existing soils to minimize the
potential for any ongoing settlement problems. ~
Three standard penetration borings were put down on December 17,
1985 at the locations iridicated on the attached sketch. The
borings in the sewer excavation generally indicate relatively
loose fill has been placed as determined from the penetration
resistance (N value) indicated on the boring logs. Where the
borings penetrated into the underlying natural soils, these soils
consisted of a silty sand or clayey sand glacial till. At boring
1, the silty sand glacial till was encountered a 20 112' below
grade and is dense. At boring 2, a clayey sand glacial till was
encountered at a depth of 7' and is medium to rather stiff.

We understand that the specifications for placing the fill material
around the 10" PVC sanitary sewer line called for a minimum density of
95% of ASTM: D698-78 (standard Proctor density). The linear density determinations in the fill indicate densities varying from 118 pcf to
123 pcf. No additional Proctor was performed on the fill samples. The
standard Proctor performed during placement of the sanitary sewer was
131.2 pcf. This indicates percent compaction between 90% and 94%. It
should also be noted that the moisture contents were between 12% and
15% which was above optimum for compacting these soils.
The impact of the weight of the fill on itself is far greater than the
impact of the house foundations on the fill. These fill materials do
not appear to have been compacted to the desired density. The
materials used in the fill is such that settlements should occur
relatively soon after placement. If the soils had been more clayey in
nature, a longer period of settlement could be expected.
We therefore recommend that the foundation walls of the house be
monitored over the next year to determine if additional settlement is
going to be a problem. If during the course of these observations, the
rate of settlement appears to be excessive or if enough cosmetic damage
appears in such things as plaster board walls corrective measures can-
be implemented relatively quickly. Since the houses are already resting on the site on either side of the
excavation, the most practical means of eliminating settlement would be
undertake a compactive grouting program. This normally entails putting down grout holes on approximately a 3' to 5' grid pattern and injecting
grout under pressure into the soil. We douht there will be a great
penetration laterally of the grout into these soils; however, grouting
under pressure will compact the soils around the grout hole. This type
of grouting method has been used successfully, not only to improve
subgrade conditions such as encountered at this site, but to actually
raise structures which have settled.
We would like to note that some cracks may develop in the houses in the
future. All cracks will not necessary be related to foundation
settlement. Normally, foundation settlement cracks form roughly 45
degree lines in the wall. Vertical cracks, either in foundation walls
or in the sheet rock, generally relate to either thermal or moisture
changes in volume of the masonry or plaster materials, resulting in
small stress cracks. This is very common, especially where large wall
surfaces are suddenly interrupted by the intersection with a window.

The plaster cracks observed in the house at 4869 Winsor Court during our site visit did not necessarily appear to be related to possible •
settlement of the foundation. Both cracks noted were along tape joints
and may relate to taping problems. One crack appeared in the;first
floor southwest corner with the other crack occurring in the second
floor bedroom ceiling along the hip rafter running from southwest .
towards the center of the house. As this rafter deflects, some stress
would be put on the joint. This may have accounted for the crack along
the intersection of the two sheet rock pieces forming the joint. The
cost of trying to go through the type of investigation necessary to
determine the exact cause of these cracks would most likely exceed the
cost of any remedial repair work. These particular cracks mos't likely
fall within the warranty the house contractor makes for his wo,rkman-
ship. Soil sampling was performed in accordance with ASTM: D 1586-0. Using
this procedure, a 2" O.D. split barrel sampler is driven into the soil
by a 140 lb weight falling 30". After an initial set of 611, the number
of blows required to drive the sampler an additional 12" is known as
the penetration resistance or N value. The N value is an indez of the
relative density of cohesionless soils and the consistency of iohesive
soils.
As the samples were obtained in the field, they were visually and
manually classified by the crew chief in accordance with ASTM:.D
2487-83 and 2488. Representative portions of the samples were then
returned to the alboratory for futher examination and for verification
of the field classification. In addition, selected samples were
submitted to a program of laboratory tests. Logs of the borings
indicating the depth and identification of the various strata,:the N
value, the laboratory test data, water level information and pertinent
information regarding the method of maintaining and advancing the drill
holes are attached.. Charts illustrating the soil classification
procedure, the descriptive terminology and symbols used on the boring
logs are also attached.

Water levels shown on the boring logs are the levels measured in the borings at the time and under the conditions indicated. In sand, the indicated
levels may be considered reliable ground water levels. In clay soil, it may not be possible to determine the ground water level within the normal
time required for test borings, except where lenses or layers of more pervious waterbearing soil are present. Even then, an extended period of
time may be necessary to reach equilibrium. Therefore, the position of the water level symbol for cohesive or mixed texture soils may not indicate
the true level of the ground water tabie. Perched water refers to water above an impervious iayer, thus impeded in reaching the water table.
