Re: Neighborhood Drainage Issues
Dear Wildflower Way Resident,
I'm writing to follow-up on the site meeting that took place this past September to review and discuss the
drainage issues in your neighborhood. I appreciate your patience and apologize for the delay in
responding to you. I was delayed by the heavy tree cover in the area which interfered with the GPS
receiver, so I had to wait for the leaves to fall before completing the field portion of our review.
I reviewed the site data and discussed the situation,as well as any possible solutions with the City Engineer
and the Assistant City Engineer. It appears that the drainage is working as designed. While there is some
temporary ponding as well as concentrated flows through several of your properties during larger storm
events, the areas where this activity is occurring follows the designed drainage routes that were put in
place for such purposes at the time of development. Our survey indicates sufficient vertical separation
between the swales and the lowest window openings,to allow drainage out to the street.
We looked at the possibility of increasing the size of the storm sewer in order to handle increased volume.
Unfortunately, this is not a feasible option because the pipe system further downstream would not
support the increased volume. Basically,the entire storm system would have to be replaced all the way
to the pond south of Lantern Ct. Since that pond is controlled by a pumping station, it's possible that
improvements to the pumping station would also be required.
So,what can be done? As I think you already know,the emergency overflow for the backyard storm sewer
runs between 623 and 627 Wildflower Way. During my visits I noticed there are some minor humps and
dips in the swale, likely the result of natural ground movement due to years of freeze/thaw cycles. Also,
there is a birch tree very close to the bottom of the swale. As trees naturally do as they grow, it has
pushed up the ground around its trunk slightly. The City's recommendation would be to remove the tree
and stump and regrade the overflow swale. Currently there is a high point in the swale in the front yard.
Removal (re-grading) of this high point, creating a straight grade starting near the back of curb at the
street and going all the way back to the catch basin may improve drainage. Additionally, removing as
much tall vegetation as possible from the area around the catch basin in the back yard in order to minimize
any obstructions would improve the water flow to the storm sewer.
Regarding the sump pump discharge pipe at 630 Wildflower Way, if the periodic constant flow of water is
an issue for neighbors then the most economical solution is to connect the discharge pipe,via drain tile,

Dear Warren:
The City vas recently requested to evaluate a drainage prohlem in the back lot
area of Lot 41, Block 3. I was requested to assist in this evaluation. I have
completed a preliminary review of the situation and have concluded that there is
a valid drainage concern. My preliminary findings are summarized in the
folloving.
l. The grading does no[ conform to the grading plan. Specifically the area
1n question was supposed to pass water docrostream by overland flov but
instead traps water.
2. I do not think that the overland drainage route from this low spot has
the hydraulic capacity to handle a severe storm vithout damaging the
house.
3. A storm sewer pipe was added to the project that vas not included on the
original approved utility plan for the apparent purpose of alleviating
this drainage proUlem. It does not appear that this pipe has the
capacity to handle the 5 yr. storm.
4. The pipe installed as part of the original vork (the 24' pipe ac 1.401
located within Lantern Lane) does not have the capaci[y to handle the 5
yr. storm based upon the size and characteristics of the drainage basin.
Until chese concerns are addressed, the utilities and streets in Country Hollov
can not be accepted. Furthermore I think a prompt response to this matcer is
important considering the potential damage and nuisance condi[ions that may be
experienced. Therefore I am reeommending to the Cicy [hat they reviev the status
of the lecter of credit and be prepared to correct the situation if it is not
addressed vichin a reasonaLle amount of time.
My findings are preliminary. I did not think it eppropriate or pragmatic for me
to evaluate the situation in detail at this initial stage of the situation. I
chink it is more cost effective and prac[ical that you,'as the project design
engineer, address the sicuation before I become more involved.

THIS UTILITY EASEMENT, made this ~2,5ra day of
1989, between Progress Land Company, Inc.,
a Minnesota corpozation, herein referred to as "LANDOWNER" and
the CITY OF EAGAN, a municipal corporation, organized under the
laws of the State of Minnesota, hereinafter referred to as the
"CITY".
WITNESSETH:
That the LANDOWNER, in consideration of the sum of One Dollar
($1.00) and other good and valuable consideration, the receipt
and sufiiciency of which is hereby acknowledged, does hereby
grant and convey unto the CITY, its successors and assigns, a
temporary construction easement and a permanent easement for
drainage and utlility purposes, over, across and under the
following described premises, situated within Dakota County,
Minnesota, to-wit:
That part of Lots 41-43. Block 3, Country Aollow, lying north of
the following described line:
Commencing at the northeast corner of said Lot 43; thence
southerly on the east line of said Lot 43 a distance of 15.00
feet to the point of beginning of the line to be described;
thence southwest to a point on the east line of said Lot 41
distant 40.00 feet south of the northeast corner of said Lot 41;
thence northwesterly to a point on the west line of said Lot 41
distant 15 feet southeasterly of the nozthwest corner of Lot 41
and there terminating.
See also Exhibit "A" attached hereto and incorporated herein.
The grant of the foregoing permanent easement for drainage and
utility purposes includes the right of the CITY, its contractors,
agents and servants to enter upon the premises at all reasonable
times to construct, reconstruct, inspect, repair and maintain
pipes, conduits, mains or ponds and the further right to remove
trees, brush, undergrowth and other obstruction. After
completion of such construction, maintenance, repair or removal,
the CITY shall restore the premises to the condition in which it
was found prior to the commencement of such actions, save only
for the necessary removal of trees, brush, undergrowth and other
obstructions.
And the LANDOWNER, its heirs and assigns, does covenant with
the CITY, its successors and assigns, that it is the LANDOWNER of
the premises aforesaid and has good right to grant and convey the
easement herein to the CITY.
IN TESTIMONY WHEREOF, the LANDDWNER has caused this easement
to be executed as of the day and year first above written.
