Re: Neighborhood Drainage Issues
Dear Wildflower Way Resident,
I'm writing to follow-up on the site meeting that took place this past September to review and discuss the
drainage issues in your neighborhood. I appreciate your patience and apologize for the delay in
responding to you. I was delayed by the heavy tree cover in the area which interfered with the GPS
receiver, so I had to wait for the leaves to fall before completing the field portion of our review.
I reviewed the site data and discussed the situation,as well as any possible solutions with the City Engineer
and the Assistant City Engineer. It appears that the drainage is working as designed. While there is some
temporary ponding as well as concentrated flows through several of your properties during larger storm
events, the areas where this activity is occurring follows the designed drainage routes that were put in
place for such purposes at the time of development. Our survey indicates sufficient vertical separation
between the swales and the lowest window openings,to allow drainage out to the street.
We looked at the possibility of increasing the size of the storm sewer in order to handle increased volume.
Unfortunately, this is not a feasible option because the pipe system further downstream would not
support the increased volume. Basically,the entire storm system would have to be replaced all the way
to the pond south of Lantern Ct. Since that pond is controlled by a pumping station, it's possible that
improvements to the pumping station would also be required.
So,what can be done? As I think you already know,the emergency overflow for the backyard storm sewer
runs between 623 and 627 Wildflower Way. During my visits I noticed there are some minor humps and
dips in the swale, likely the result of natural ground movement due to years of freeze/thaw cycles. Also,
there is a birch tree very close to the bottom of the swale. As trees naturally do as they grow, it has
pushed up the ground around its trunk slightly. The City's recommendation would be to remove the tree
and stump and regrade the overflow swale. Currently there is a high point in the swale in the front yard.
Removal (re-grading) of this high point, creating a straight grade starting near the back of curb at the
street and going all the way back to the catch basin may improve drainage. Additionally, removing as
much tall vegetation as possible from the area around the catch basin in the back yard in order to minimize
any obstructions would improve the water flow to the storm sewer.
Regarding the sump pump discharge pipe at 630 Wildflower Way, if the periodic constant flow of water is
an issue for neighbors then the most economical solution is to connect the discharge pipe,via drain tile,

Your letter addressed to Mayor Egan has found its way to my desk for response regarding
the road access to Captain Dodd Park.
I would like to first provide you with some information concerning background of the park
that will help you understand the parks development process and the road access issue.
Captain Dodd Park was acquired as park dedication from the developer of Country Pass
Addition. Recognizing an opportunity to reduce the development costs for the park, as well
as accelerate the time frame for its eventual inclusion into the park system, the City and the
Developer/Grading Contractor entered into a separate contract to begin the construction of
the park in conjunction with grading of the development. In addition, the City was able to
add change order contracts to City park projects that were underway. This enabled us to
install the bituminous work, the hard court and the backstop. This is not the normal method
the Ciry uses in developing parks. Typically, the City waits until the homes are completed
in an area and all the roads are developed before park construction begins. The timeline
for the opening of Captain Dodd Park was expected to coincide with the developer's
completion of the roadway. This is still the DepartmenYs expectation. We believe the park
should be ready for use sometime in mid-summer of 1992. Turf establishment is progressing
reasonably well and with continued good weather we should have sufficient turf to offlcially
open the park next summer.
1 did speak with Mr. Ron Helmer, the developer for Coventry Pass, and he has indicated to
me that, baning any unforseen circumstances, additional phases of the Coventry Pass
development will be done next year, which means development of the roadway in front of

the park should be completed sometime next year. This wou]d coincide with the City's
anticipated park opening. Further, he offered to re-grade the road in front of the park to
improve its current condition, so that there would be a passable access in the interim.
We recognize the inconvenience that people may be experiencing in 5nding their way to the
park at this time, but quite frankly, it was not our expectation that the park would be
available for use this early. Certainly, we don't object to people ntilizing the park, but its
use does precede plans for its actual opening and use.
If the City were to take action to pave the street, acquisition of the necessary road right-of-
- way would have to be done first. At this time, the roadway has not been dedicated to the
City. This acquisition would have to be negotiated from the deve]oper. In addition to
acquisition, it would also be necessary to find ihe funds to Snance the road construction, and
assess those costs back to the developer. This is a very time consuming process, and given
the fact that the developer has indicated the probability that he will be doing the additional
phases of his development some time next year, it would seem in the best interests of the
City not to proceed with this time consuming and expensive construction project.
We appreciate and thank you for your interest in Captain Dodd Park, and we hope you will
bear with us during this period of inconvenience.

I called Mr. Helgeson for Tom Hedges to apoloqize for not having
someone get back to him sooner. I let him know that because of
vacations, budget, etc., his petition had been referred to a staff
person but they had not had an opportunity to do any investigation
yet nor take any action.
Mr. Helgeson asked if additional signatures would be of value and
I told him I thought the road issue could be addressed with the
information we had at hand. However, if additional signatures were
needed, we would let him know. He also wished it noted that a bike
trail has been completed but because there is no road, it still
presents somewhat of a problem for park access as well difficulties
in hooking up to other bike trails and avoiding Diffley.

Dear Mr. Egan,
We residents of Country Hoilow would like to petition the
City of Eagan to act in the interests of all the residents of
Country Hollow and Coventry Pass to provide access to Captain
Dodd Park. Since the park was built over a year ago we
have not been able to use it. Presently there is no paved
road access (Coventry Trail) or a planned bike trail link
from Prairie Ridge Road to the park.
The Eagan Enqineerinq Department indicated that the developer
of Coventry Pass has no immediate plans to build these access
roads, and.that it could be a couple of years before access
is provided. This is unaccept,%le to us!
Most of us have young children, and access to this park would
mean alot to us. Please take action to pave the access road
and establish the bike trail link up.

We removed the upper part of the fireplace chase on the home at 626 Wildflower Way because
of some deterioration on the top of the chase. We have attached some pictures along with this
letter for you file. These are the materials used to reframe this area...
2"x 6" spf framing material was used to fill in the sub -fascia with 2"x 6" blocks 24" OC minimum.
1/2" OSB plywood was used for infill on roof deck
2"x 6" spf framing was used for rafters over remaining chase in 16" OC
1/2" OSB was used for roof deck
Existing insulation was left in the walls and on top of ceiling of the balance of the chase that was
not removed.
