I appreciate your patience and apologize for the delay in responding to you. I was delayed by the heavy tree cover in the area which interfered with the GPS receiver,so I had to wait for the leaves to fall before completing the field portion of our review. I reviewed the site data and discussed the situation,as well as any possible solutions with the City Engineer and the Assistant City Engineer. It appears that the drainage is working as designed. While there is some temporary ponding as well as concentrated flows through several of your properties during larger storm events, the areas where this activity is occurring follows the designed drainage routes that were put in place for such purposes at the time of development. Our survey indicates sufficient vertical separation between the swales and the lowest window openings,to allow drainage out to the street. We looked at the possibility of increasing the size of the storm sewer in order to handle increased volume. Unfortunately, this is not a feasible option because the pipe system further downstream would not support the increased volume. Basically,the entire storm system would have to be replaced all the way to the pond south of Lantern Ct. Since that pond is controlled by a pumping station, it's possible that improvements to the pumping station would also be required. So,what can be done? As I think you already know,the emergency overflow for the backyard storm sewer runs between 623 and 627 Wildflower Way. During my visits I noticed there are some minor humps and dips in the swale, likely the result of natural ground movement due to years of freeze/thaw cycles. Also, there is a birch tree very close to the bottom of the swale. As trees naturally do as they grow, it has pushed up the ground around its trunk slightly. The City's recommendation would be to remove the tree and stump and regrade the overflow swale. Currently there is a high point in the swale in the front yard. Removal (re-grading) of this high point, creating a straight grade starting near the back of curb at the street and going all the way back to the catch basin may improve drainage. Additionally, removing as much tall vegetation as possible from the area around the catch basin in the back yard in order to minimize any obstructions would improve the water flow to the storm sewer. Your backyard is a landlocked low area that will drain via a backyard catch basin and a 15" storm sewer system. The storm sewer system was designed and constructed by your developer, Progress Companies. During the Spring of 1990, the City constructed storm sewer on Dodd Road under City Project #587 to divert drainage away from your backyard. (See the attached drainage area map Figure No. 1, that shows the area diverted.) This project is complete now and the storm sewer system on Dodd Road is fully functional. Then, during August of this year, the City worked with your developer, Progress Companies to construct an emergency overland drainage swale in between the houses on Lots 40 and 41 of Block 3 of Country Hollow. This drainage swale will allow water to flow from your backyard to the street, Wildflower Way, before water will pond high enough in your backyard to drain to your house. This morning, our survey crew verified the elevations of the drainage swale along the lot line to determine if the swale is lower than your basement windows. Enclosed is a copy of the survey notes. The high point elevation of the drainage swale is 0.67' lower than the elevation of the ground around your basement window at the southwest corner of your house. Also, during August of this year, the developer and home builder for Lot 39 of Block 3 of Country Hollow fine graded Lot 39 to divert drainage from the west and south away from your backyard. During the storm on July 28th, a portion of this development managed to drain to your backyard, and this area will not drain to your lot in the future. The City feels that the above mentioned improvements will relieve the previous drainage problems that you have experienced. The existing 15" storm sewer and beehive catch basin were designed to handle a rainfall intensity of 1.8" in one hour or 3.6" over 24 hours, This is a typical design standard for developing communities. If in the future a rainfall event occurs which exceeds our design standards, then your backyard area will experience temporary ponding. The City recommends that the emergency overland drainage swale along your side yard lot line should be maintained and not filled. This is your protection fram flooding of your house during a major rainfall event. It is unfortunate that you have encountered the problems that you have in the past two years.
