curiously unsung contributorsto the nation's socio/economic development. 1Vhich is to
say [hat for countless years, state/nationaUintemational commercial inventions aud
innovations have played a major role in creating: (a) resultant and/or rela[ed individual
, and family wealth, power, and influence, e.~., Ford, Carneo e(avith Bessemer), Gates;.
(b) private sector business and industry success/prestige, e.g., 3M, Ntedtronic,
Honeywell, Eli Lilly, Kellogg, Hewlett Packard, Aicoa; (c) famiIy, e.g., McK.night,
independent, e.g., Bush, corporate, and community foundation.resources; (d) corpora.te,
property and income tax revenues for murucipal, country, state, and federal govemments;
and (e) higher quatity of life for the general citizeary.
Yet perhaps never before has such human productivity done so mucti for so long for so
many beneficiaries with so little reciprocal recognition and resource support. It is
morally Iong overdue and pragma[ically most timely to correct that historic oversioht. In the interests of MN/U.S. and beyond, we now must institutionalize and thus more

Executive Summary
The lnstitute for Invention and Innovation (3I) requests $6,000,000 for three yeazs beginning on October 1,
2003 to establish the Minventia Project (Inventive Federalism II) as a national model ofa socio%conomic
inventron und innovution support syslem for all interested states to utilize. Such funds will be used as follows:
1. 3I's international technology transfer (invention(innovation) development effort @$300,000 per
yeaz for three years in initial collaboration with Scandinavia, EEC, and Canada. One foundation
stone for the Minventia Project was laid by $100,000 of FY1989 MN legislative support for 31.

development of "intergeneraQOnal education/lifetong learning," stimulated by the State oFNfinnesota acting
as a self-conscious, reality-tes[ing and catalytic laboratory for the nadon.
The first has of the Vlinnesota effort was the integrntion of retired persons (age 55 and over) and
Nfinnesota's scc major, craditional pre-collegiate and postsecondary rystems (a social invention perceived as
a coruarucave respoRSe to unique demogr-aphic s}uf}s toward an av,,i'ng U.S. population). Those systems were
represenced by the Colleges of St. Thomas, St. Cathecine and St. Benedict, Mankato State Univecsity, the
MinneapoGs Public 5choals (Community Educaponal Serrices) North Hennepin Community College, St.,Pau!
Vocational-Technical Insutute, and the University of 11Tinnesota (NGnneapolis). This group came to be
known u the 2vfinnesota Intergenerational Educational Consor[ium. Its purpose was to extend
intergenerational educational experiences to such older persons, wEule simuitaneously enriching fearning
oppomrines for the young. The aarional imPact of the Consortium's predetermined and specific humanistic,
educationaL economic, and socio/poiitical objectives (having been shared with relevant nacional educationai
networks and others in Washington, DC) now has been extensive and can be so documented. .
The Administration on Aging (FIEW) and FIpSE (HEW), ihe entire Minnesota Congressional delegation,
relevant state and ,national agencies, educational institutions and varied personnei pooled their many .
contributions. By so doing they demonstra[ed optimum national impact through cost-effective resource
focvsing az the state level, i.e., the star~ as an inter-agency, inter-institutiona! "national invention center" (for
intergenerational education/lifelong learning), thereby emphasiring tha concentration and consolidation of
related actiort, theory, training, and research in the public interest. The subsequent "nationalization" of the
broader lifelong learning concept was designed and originally expressed in the b(ondafe-Fraser "Lifetime
Leaming Act of I975," (included in the authorized (Egher Education Act of 1976 as "Tide I: Part B, Lifelong
Leaming, Secrions I5 1-I54"}. This legisiation, signed by President C,erald Ford, was intenuonally prompted
by the ConsoRium's initial intergenerational education thtust.
Such a state-to-nation initia[ive was incended as a unique Minnesota Bicencennial contribution. It u
calctlated to move the United States toward releasing the constructive inventive potential of the American
people [hrough such a continuous and organized cufcurai self-renewal strategy. In such a context invencive
Federalism and the "stace as national invenaon center" concepts are suggested u pazts oFa possible new
socio/economic development and govemance process. For if bLnnesota can so demonstrate and share the

You now all have the non-competitive Minven6a Project proposal seeking a three-year, $6,000,000 federal
demonstration grant. Its purpose is to develop a national model of a statewide comprehensive, integrated
invention/innovation support/marketing system to reactivate needed, historic U.S. grass-roots ingenuity.
Large agency budgets, i.e., DOD, DOE, Homeland Security et al. seem reasonable sources to target for such
relatively modest funding. Yet given the broader scope and positive, cross-cut impact of the 31 proposal on
many agencies, proportionately-shared interagency support is more logical albeit more complicated e.g., tlie
SBIR/STTR programs coordinated by the U.S. Small Businass Administration Office of Technology (enclosed).
Those two SBA programs involve 5-11 agencies with their already congressionally-mandated FY04
eatramural research budgets now being finalized. But SBA/related agencies need to cooperate in facilitating
such an experimental fiscal pattem, doubtlessly requiring strong administration and congressional
encouragement. For current SBIR/ STTR policy precludes unsolicited proposals or grants to
develop/market inventions. SBA also would be asked to regazd the non-profit Institute for Invention and
Innovation (3I) as the "principal domestic reseazch organization" and funding recipient. For 31 has been the
"sole source" entity doing foundation-building action research over 30 years towazd such a MN national
model, including but expanding the SBA "lugh tech" focus to embrace other small businesses, organizations
and both commercial/relevant social inventors.
In sum, such a funding strategy really depends on the flexibility of these or other sources/their staffs. For the
proposed pilot invention/innovation suppoNmazketing system, itself a social invention, by definition could not
yet be on any existing program agenda: Hence we need an inventive way to fund such a catalytic project
designed ultimately to launch no less than a continuous U.S. self-renewal process via all our states, e.g., see
enclosed item no. 4 of the Executive Summary budget to help enlist support of other congressionai colleagues.
In this context, the overlapping 3I/NIBI Boazds of Directors request your support in delivering funding. To that
end, both symbolically and praginatically, a coordinated, bi-partisan push is required by our congressional
delegation to so persuade U.S. SBA Administrator Barrato, Secretaries Rumsfeld, Ridge et al. For if all goes
well, via such statesmanship-like leadership, MN will ignite another kind of chain-reaction (M=ie2)** within
the relatively untapped invantive capacity of the U.S. citizenry. In so doing, MN can become the first state
recipient of the Presidential Medal of Freedom, among other positive outcomes, by so 6oldly helping to
rebuild our post-9/11/01 socio/economic spiriUfabric, a laudable/doable/win-win/timely goal to say the least.

7eGinaBogy Only I The Office of Technology also awards SBIR Rural Outreach grants to a core group of
states based on the underserved criteria determined by Congress (P.L. 105-35). The
initiative will broaden the geographical distribution of awards made through the Small
Business Innovative Research (SBIR) Program. Awards for technical assistance and
outreach can range up to $100,000. States and territories can receive $2 of federal
funding for each $1 of nonfederal matching funds they invest in the effort. The following
states and territories participate in the Rural Outreach program: Alaska, Delaware,
District of Columbia, Idaho, Indiana, lowa, Kentucky, Louisiana, Maine, Mississippi,
Missouri, Montana, Nebraska, Nevada, North Dakota, Puerto Rico, Rhode Island,
South Carolina, South Dakota, Vermont, West Virginia, and Wyoming.
As a result of the Small Business Innovation Research Program Reauthorization Act of
2000, the Office of Technology established the Federal and State Technoloqy
Partnership proqram or FAST. The qurpose of the FAST proqram is to strenqthen the
techno gical comoetitiveness of small business concerns in states. All 50 states, the
District of Columbia, Puerto Rico, the Virgin Islands, Guam and the American Samoa
are eligible to participate in the program. FAST is a competitive grant program
that allows each state to receive funding to provide an array of services in support of
the SBIR program. Any individual, organization, or entity in a state is eligible to
participate in the FAST program.

The Office of Technology has been very successful in meeting its legislative mandate.
. The SBIR program has experienced explosive growth since its inception in
1983. In that first year of awarding activity, the program made 686 Phase I
awards for $44.5 million to small high technology firms. In FY 2001, the program
produced 3,215 Phase I awards and 7,533 Phase II awards for approximately
$1.5 billion dollars.
. The STTR Pilot program began making awards in FY 19994. In that year, 198
awards were issued for approximately $19 million to small high technology
businesses that collaborated with nonprofit research institutions to undertake R
& D projects. In FY 2001, Federal participating agencies awarded 224 Phase I
awards and 113 Phase II awards totaling just over $78 million dollars.
. Our extensive outreach has resulted in an increasing number of SBIR awards to
minority-owned high technology husinesses. The SBIR program, which makes
award solely to the best proposals submitted, has consistently awarded over
10% of its funds to minority-owned firms.
. A major objective of the SBIR program is to produce new high technology
products and services from federal research and development. In the early
years of the program, it was believed that very little federal R& D would result in
spin-off commercialized products and services. The program, however, has
produced a stream of innovations far exceeding early expectations. It is now
estimated based on a continuing study of commercialization, that over 39% of
Phase II projects will result in a commercialized product or service. These
innovations cover the entire high technology spectrum.

Description of the Small Business Technology Transfer Program
(STTR):
STfR is an important new small business program that expands funding opportunities
in the federal innovation research and development arena. Central to the program is
expansion of the publidprivate sector partnership to include the joint venture
opportunities for small business and the nation's premier nonorofit research institutions.
STTR's most important role is to foster the innovation necessary to meet the nation's
scientific and technological chalienges in the 21st century.
Competitive Opportunity for Small Business:

1'he Institute for Invention and Innovation (3I) requests $6,000,000 for three yeazs beginning on October 1,
2003 to establish the Minventia Project (Inventive Federalism II) as a national model of a socio%conomic
inventian und innovution support syslem for all interested states to utilize. 5uch funds wil( be used as follows:
1. 31's intemational technology transfer (invention/innovation) development effort @$300,000 per
year for three yeazs in initial collaboration with Scandinavia, EEC, and Canada. One foundation
stone for the Minventia Project was laid by $100,000 of FY1989 MN legislative support for 31.
2. 31 grant to the MN State Boazd of Invention (MBI) @$900,000 per year for three years:
. a. to MBI for its start-up operational and grant-making costs @$300,000 per yeaz for three years;
b. To MBI @$300,000 per yeaz for three years for coordinated regional invention center support
grants to the Univ, of MN (Duluth) and (Mpls.), Bemidji State Univ., Mettopolitan State Univ.
(St. Paul), Winona State Univ., Minnesota State Univ. (Mankato), 3t. Cloud State Univ.,
Southwest MN State Univ. and/or appropriate regional MN Initiative Foundations.

yeaz to establish metro and non-metro K-12 pilot projects ($50,000 each (2) to develop
prototype classroom/instructional materia]s and workshops for faculty and administrators in

4. Planning/development (one yeaz only) grants to ten selected states @$100,000 each, beginning
October 1, 2005, to adapt the Minventia model to their particulaz circumstances/environments.
5. Planning/development costs @$500,000 for a three yeaz period ($200,000, $200,000, and $100,000
sequentially) to integrate/site selected initiatives within Mall of America's Phase II development.
Note. To ensure national quality control and par[icipation no less than 10% of each $2,000,000 yeazly grant

family's lived-out, metaphoric demonstration of inventive citizenship should be noted. This extraordinary
sole source fiscal demonstration was needed to highlight the societal absence of/need for such inventure
capital. For socio/economic inventions of ordinary citizens most often aze prolonged acts of excessive
sacrifice by non-affluent individuals. But in this case, the sweat equity/private dollazs (expended to date) at
