Tree Center Location Eaaan, Minnesota Date Examined October 24, 1985 Prepared and submit[ed by Mr. GarY K. Bressler, Architect, 9800 Primrose Avenue North, Stillwater, Minnesota 55082 Date Received October 1985 Ownership - Social Dynamics, Incorporated, P.O. Hox 2290, Evergreen, Colorado 80439 Scope - This examinatian is limited to the design of this particular project only insofar as the provisions of the Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which this plumbing system is connected. The examina- tion of plans is based upon the supposition that the data on which the desiga is based are correct, aad that necessary legal authority has been obtaiaed to construc[ the project. The responsibility for the design of structural £eatures and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposi[ion of any requirements included with this report. Inapectiona - Special care should be taken to insure that the material and installa[ion of the plumbing system are in accordance with [he provisioas of the Minnesota Plumbing Code. It is necessary [hat the State Health Departmen[ make roughing-in and final inspections of the plumbing system to determine whe[her it complies with the Code. Provisions should be made for applying an air test at the time of the roughing-in inspection as outlined in Minn. Rules p. 4715.2820 of the Code. In order Co facilitate this vork, there is attached a self-addressed card which should be returned, indicating the name of the plumbing contractor so that arrangements can be made for [he State Health Department to be notified by him as to the time tha[ the ins[allation will be ready for test and inspections. s No acceptance of the plumbing installatioa can be given until inspection and test of the roughing-in work (Minn. Rules p. 4715.2820, subp. 2), finished plumbing (Minn. Rules p. 4715.2820, subp. 3), and inspection oE the completed installation hy a representative of the State Health Department indicates compliance with the provisions bf the Code. Hequfrements - (OVER) Authorization for construction in accordance with the approved plans may be withdrawn if consEruction is not undertaken within a period of two years. The fact that plans have been approved does not necessarily mean that recommendations or requirements for change will not - be made at some later time vhen changed conditions, additional information or advanced knowledge make improvements necessary. We therefore, request the following changes: 1) The assessment for Denmark Avenue under Project 429 aqainst Lot 1, Block 1, Town Centre 70 Third Addition (BUrger King) be reallocated to outlot E, Town Centre 70 First Addition. The amount of this assessment presently shown against Lot 1, Block 1 Town Centre 70 Third Addition is $29,217.69. The entire 824,217.69 should be reallocated against Outlot E, Town Centre 70 First Addition. 2) The assessment for Denmark Avenue under Project 429 against Lot 1, Block 1, Town Centre 100 Second Addition (Signal Bank) be reallocated to Outlot B, Town Centre 100 First Addition. The amount of this assessment presently shown against Lot 1, Block 1, Town Centre 100 Second Addition is $24,481.12. The entire $24,481.12 should be reallocated against Outlot B, Town Centre 100 First Addition. , 3) All of the assessments for Project 429 against Lot 1, Block 2„ Town-Centre -100 FirsC-Addition, together with the 15 foot strip, ' adjacent__tn_and-along the westerTy boundary of said"Lot l, Biock 2 (a/k/a Parcel 042-0)- (all being the day care center), be reallocated to Outlot D, Town Centre 100 First Addition (except for the 15 foot strip adjacent to and along the westerly boundary . Lot 1, Block 2, Town Centre 100 First Addition which is in said Outlot D). The amount of these assessments presently shown against Lot 1, Block 2, Town Centre 100 First Addition and the adjacent 15 feet is $16,747.52. The entire $16,747.52 should be reallocated against the remainder of Outlot D, Town Centre 100 First Addition. ~ . _ fodwal land Company Ms. Deanna Kivi October 6, 1986 > .Page 2 ,4) The asses'sment for Totan Centre Drive under Project 429 against Lot 1, Block 1, Town Centre 70 Second Addition (Rainbow Foods) be reallocated to Outlflt E, Town Centre 70 First Addition. The amount of this assessment presently shown against Lot 1, Block 1, Town Centre 70 Second Addition is $38,860.05. The entire $38,860.05 should be reallocated against Outlot B, Town Centre 70 First Addition. The reallocations which are being requested are reasonable because the four parcels referred to have been allocated the full cost of an assessment which should have been spread among several parcels. however, because it was necessary to plat these parcels for development prior to the adoption of the final assessment ` roll, the above referenced parcels were assessed the full cost of ' an assessment. Consequently, the four parcels referred to have abnormally high assessments which should be spread to other parcels. I want to emphasize that Federal Land Company is not requesting by this letter a reduction of the assessmentso This letter is merely a request to reallocate a few assessments so that the final assessments are proportionate to the benefits which the above referenced parcels have received £x,om the Project 429 - improvements.
