A soil boring report by Allied Test Drilling was referred to. We discussed the southwest corner of building pad, wnere borings showed a slign't amount of organic material and we determined this area needed attention. I returned in the afternoon, excavator dug test pits for me in the suspect area. A slight amount of organic material which contained some fine sand was revealed at 5 feet below grade. This appears to be a streak or pocket of organics, very dry and firm. Excavator proceeded to remove most of this material. It appeared that fill may have been placed, possibly when the road was being built. Soils were quite mixed, with sandy loams, loamy sands and sand & gravels present. All material seemed acceptable. Hand auger borings and the excavation in progress, exposed underlying soils of loamy sand to sand w/some gravel. A Proctor sample of the medium to fine sand w/some gravel, backfill material was taken. THE EAST 1/2 OF THE AREA NORTH OF.THE BUILDING WHICH HAS BEEN BACKFILLED WITH CLEAN PIT RUN GRAVEL HAS PORTIONS WHICH ARE WET AND UNSTABLE. INVESTSGATED SEVERAL SPOTS WITH A HAND AUGER. THE SAND WAS VERY WET ON TOP AND SATURATED FOR THE BOTTOM 6 INCHES ABOVE THE CLAY LOAM SOILS. THE.°.E UNDERLYING CLAY LOAM SOILS WERE SOFT AND WET. IT SS DIFFICULT TO DETERMINE THE EY,TENT OF CORRECTIONS NEEQED, HOWEVER IT APPEARS TO BE AN AREA OF ABOUT 60 TO 70 FEET SQUARE. IT WILL BE NECESSARY TO REMOVE THE CLEAN SAND, AND DRY OUT THE UNDERLYfNG WET 30ILS. THE EXTENT OF THE WORK NEEDED CANNOT BE DETERMINED UNTIL THE EQUIPMENF RUNS OVER THE AR.EA. ADDITIONALIY IT IS IMPORTANT TO CONSTRUCT A FRENCH DRAIN TO THE LOW AREA AT THE NORTHEAST CORNER OF THE SITE. THIS WILL PROVIDE CURRENT AND FUTURE DRAINAGE IN THE SAND. THE DITCHES NOW CUT THROUGH THE EDGE BERM SHOULD BE DEEPENED BY ABOUT 2 FEET, FILLED WITH SAND AND COVERED WITk t FOOT OF HEAVIER 30IL ON TOP. THE EXCAVATION E%TENDED FROM A POINT ALONG THE EAST CURB LINE AT A 45 DEGREE ANGLE NOATH FROH THE SOUTH&AST BIJILDING CORNER-TO ABOUT 100 FEET HORTH AND AHOUT 50 FEET NIDE. IT ViA3 2 FEET DEEP AT THE CENTER AND RAYBRED TO 1 FT. AT THE ENDS. THE AREA WAS ROLLED WITH THE SHOOTH DRUM ROLLER AND YIILL BE FILLSD i1ITH CLEAN SAND WHICH IS BEING STOCKPIL&D ON THE JOBSITE. Prior to proceeding with land disturbing activity,the developer shall enter into a long-term stormwater management system maintenance agreement with the City,detailing the annual inspection and maintenance required to occur to ensure proper operation and performance of the permanent stormwater management system on each parcel,in a form acceptable to the City Attorney. 15. Before the City returns any Stormwater-related Performance Guarantee Fees on the development site,Soil Management Strategy implementation documentation(e.g. representative on-site soil samples,compaction testing and soil organic content test results) shall be provided to City Water Resources staff to verify approved soil management strategy compliance. 16. During infiltration/filtration system area over-excavation/sub-soil work,the developer shall provide verifying documentation that practice area sub-soils are suitable for a saturated condition infiltration rate of 0.9-inch per hour or greater(but less than 8.0-inch per hour). The developer shall provide the City Water Resources staff with 24-hour advance notice of the occurrence of infiltration verifications and also prior to any excavation and/or soil backfilling within the infiltration practices(City Water Resources staff contact/instructions shall be clearly/prominently listed on appropriate plan sheets). 17. Before the City returns any Stormwater-related Performance Guarantee Fees on the development site,the developer shall provide the City Engineer as-built plans that demonstrate that all constructed stormwater conveyance structures,stormwater management facilities(e.g. infiltration practices)and soil management strategies conform to design and/or construction plans,as approved by the City. As-built volumes(for retention)shall be provided for the infiltration practices. The developer shall submit to the City Engineer certification that the stormwater management facilities have been installed in accord with the plans and specifications approved. A child day care facility that provides care for more than five but no more than 100 children 21/2 years or less of age, where the rooms in which the children are cared for are located on a level of exit discharge serving such rooms and each of these child care rooms has an exit door directly to the exterior, shall be classified as Group E. As I mentioned below,we typical consider these daycares as 1-4 occupancies.Since 1-4 is more stringent for most requirements, our project meets most requirements for Type E as it is currently designed, including maximum area/stories,exit travels distance, corridor fire rating,and corridor width.The biggest difference will be in the number of required plumbing fixtures.Since Type E occupancies require 1 water closet per 50 occupants,our current plan is adequate, even if we consider the occupancy load to be 404 (per MN Building Code instead of State Daycare requirements).
