Specifically, the two items are the head in pazking along the store fronts and also the additional employee parking off the rear service alley. My understanding is that the Building Permit for the entire renovation is being held by the Planning Department pending clarification of these two items. Just to recap, Cy-Con Construction was awarded the contract and applied for a Building Permit on or about April 27`h, per plans developed by Architectural Consortium. Cy-Con received a plan review letter from the City on May 4`h' requesting three (3) items be submitted prior to releasing the permit. ? Special Inspections & Testing 5chedule ? Emergency Response Site Plan ? Revision to the elevation of the accessible parking signage detail My understanding is that these items have been prepared, submitted and approved. Subsequently, a red-lined site plan was sent to the architect from the City Engineer to revise the site plan, in order to revise the approach to the intersection in front of the Old Chicago restaurant. ln brief, this revision eliminated five parking stalls and opened the radius of the curb and gutter to provide better traffic circulation. Our consultant engineers revised this plan in accordance with the City Engineer's request and it was resubmitted on May 17`n Ms. Pamela Dudziak, Planner May 27, 2005 Page 2 Obviously we are anxious to address your concerns and get the permit released. This entire project represents a significant investment to the property, one which updates its 1980's appearance and is intended to enhance its economic vitality. At this point we aze now the better part of a month behind schedule getting started, but remain obligated to complete this work before Labor Day. In order to respond to your concerns on the site work and parking issues, we offer the following: Head-in Parking: Many of the Tenants along the west leg of the building have "short term" customers and these Tenanf s consistenfly asked for more accessible parking for this clientele. This type of head in parking exists on most comparable convenience shopping centers throughout the market. I believe the specific concern relates to these.parkers backing into a prunary traffic lane, but to the best of my knowledge, this is not in violation of any City codes or ordinances. We would propose to add speed bumps and appropriate signage, which would help reduce the speed of traffic along this traffic lane in front of the building to address this concern. The Westerly approach to this intersection off of Town Centre Drive is cunently signed as a"truck entrance" and is at best a secondary entrance to the property. In regard to safety, head in parking will reduce the number of "short term" customers having to cross the traffic lane from the West. With the addition of forty three (43) head in parking stalls, of which six (6) are handicapped accessible, you can see the reduction of several hundred "short term" customers not having to cross the traffic lane on a daily basis. This reduces the nusnber of potential instances that a vehicle vs. pedestrian accident may occur. The new head in parking also provides easier access for the handicap. Rear Alley Employee Parking: The concern here is one of security for employees leaving in the dark. We concur with you concern and will delete this element of the project. We have no issues with the architectural design or materials they want to use. From looking over their project manual, it appears they are planning to possibly add two new freestanding buildings in the future. A 4,500 sq. ft. restaurant on the Town Centre property and a 3,500 sq. ft. retail building on the Rainbow site. Please be advised that neither of these new buildings has been approved by zoning. The property would need to be subdivided to create separate lots for the new buildings first. Please note also that they are proposing to add parking, presumably to support the future new buildings. They propose head-in parking along the front of the Town Centre retail building, and stalls on the back side of the Town Centre building along the existing service drive. Please have Dale Wegleimer and Engineering review this. They are also realigning the intersection oftheir southern access to Town Centre Drive, which appeazs to result in it being offset from the driveway across the street. Engineering should review this too. I will do a more involved planning and zoning review once you distribute the routing sheet for the building permit, but wanted to make you aware of the access, circulation, and additional parking questions. He was going to discuss it with the owners and I asked him to send us a letter. He suggests they may be agreeable to eluninating the stalls in the service drive next to Kohl's, and I think this is a good idea as it is a closed alley with building on both sides and no windows or parking areas where there would be activity and people to watch what's happening there. He said there are cameras, but thaYs little comfort to me - although it may record a crime event, no one's probably monitoring them regularly. As for the head-in parking along the building, it is only along the Old Chicago leg of the building, not along the Walgreen's leg. He said the tenants want the convenient pazking right out front since their businesses seem to entail mostly 15-minute customer visits. He said they all believe it is safer to eliminate the peds having to cross the driving lane. He suggested they could install speed bumps along that stretch to make it less attractive to through traffic and slow down those that are driving it. I thought that was a pretty good idea. He also said the current parking lot redesign has nothing to do with plans for a future building on the site, but current improvements would not be impacted by that if they do go ahead with another building. Special lnspections and Testing Procedures The special inspection services provided for this project were provided by International Code Council (1CC) certified special inspectors in accordance with the requirements of Chapter 1700 of the lntemational Building Code (IBC), the Special Inspection and Testing Schedule and the project plans and specifications. The purpose of the special inspec[ion services is to provide a review of the work being performed by the various contractors to determine if the work is being done according to the approved construction documents. The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them, judge, or modify the construction documents. Only the structural engineer of record can do this. As the special inspections were completed, a Special ]nspection Daily Report was prepared to summarize the result of our inspections and testing. Copies of this report were provided to the site representa[ive of the contractor for his review and records. As part of this repoR, items needing correction or discrepancies observed from the approved construction documents were noted. Plans and SpeciTications The approved plans and projec[ documents were used for our inspections throughout the duration of the project. From time to time, we have received plan modifications from the project structural engineer. When received, these have been used to evaluate the work completed in the field. Prnviding engineenng and envirnnmental solutions since 1957 NKA Construction Managers Inc. Project BL-05-02273 September 15, 2005 Page 2 Soils Prior to placement of pier foundations, the bearing soils were observed by an ICC cer[ified special inspector. Several hand auger probes were performed in the bearing soils to depths of 2 to 4 feet below bearing elevation. Several Dynamic Cone Penetrometer (DCP) tests were also performed in thebeazing soils to depths of up to 3 feet below bearing elevation. The results of the hand auger probes and DCP tests were used to judge the in-place condition of the soils. The bearing soils at the base of the pier footings were judged suitable for support of the design bearing capacity. Concrete Reinforcement An 1CC certified special inspector for reinforced concrete completed the concrete reinforcement observations. To conduct the observations, the special inspector initially reviewed the reinforcement and dowel requirements on the project structural and shop drawings. Information reviewed included bar size, bar length, bar spacing bar location, splice lengths and dowel placement. We also noted if the reinforcement was free of rust, scale and soil prior to placement. Concrete Placement Observations Concrete placement observations were performed to monitor the procedures being used by the contractor and to determine ifthey were consistent with typical industry standards. Fresh Concrete Testing Routine tests to dctermine the plastic concrete's slump and air content were done during each pour. In addition, concrete cylinders were cast at rates specified in the project specifications to evaluate the concrete's compressive strength. Concrete Compressive Strength Testing The concrete cylinders cast for the project were temporarily s[ored at the site and then retumed to our laboratory for moist curing and testing. The results of the concrete compressive strength testing have bcen forwarded to thc interested parties under a separate cover as they became available. Masonry Periodic observations were conducted during the masonry construction by an 1CC certified special inspector for structural masonry ro determine if the construction met the requirements of the project plans and specifications. In addition, concrete masonry units and grout prisms were sampled in intervals specified by [he project plans. The masonry units sampled for the project were temporarily stored at the site and then returned to our laboratory for moist curing and compressive strength testing. The results of the compressive strength testing have been forwarded to the interested parties under a separate cover as they became available. Visual Weld Examinations Visual weld examinations were conducted in accordance with American Welding Society (AWS) DI.]-2004, Figure 5.4 and Table 6.1 requirements and the requirements ofthe projec[ specifieations. The welded connections were observed according to the requirements of the project specifications. Discrepancies were noted and documented. Following the required corrections, the connections were found to be acceptable. There are currently no outstanding or unresolved structural-steel-related issues. Various reports have been issued that discuss the results of the concrete and masonry compressive strength testing. These should be reviewed along with this final special inspection report.
