Ownership:
The following are corrections or requests for additional information necessary
before construction of your project:
1. Food and Beverage service equipment must meet the applicable
standards of NSF International. Evaluation to these.standards
by ETL and UL are also approved. The proper sticker must be
displayed.
2. Primary food preparation surfaces (tables/counters) must be of
stainless steel construction in compliance with Standard No.
2 of NSF International.
3. Provide an NSF approved ventilation hood over cooking
equipment which will capture and eliminate moisture,
vapors, smoke, fumes and grease laden vapors.
Also, the requirements of the Minnesota Uniform Mechanical
Code(section 2000) covering commercial kitchen ventilation
systems must also be met.
Ventilation hoods must overhang the cooking line by at least
six inches on both ends.
4. Provide a minimum of a three-compartment sink meeting the
applicable standards of NSF International with two integrally
attached drainboards ir the utensil washing area. Bar glass
washing sinks are not acceptable for food utensil washing and
sanitizing.
Sink bowls must be large enough to accept the largest utensil
to be cleaned.
5. Provide and routinely use a chemical test kit to determine the
strength of the sanitizing agent in the final rinse water of
the three-compartment utensil washing sink.
6. Wall surfaces in food preparation, dishwashing and storage
areas shall be smooth, light colored, easily cleanable and
nonabsorbent to the highest level of splash or spray.
a. Sheetrock with an enamel paint finish meets the minimum
standards for nonsplash and dry storage areas.

b. Wall surfaces in splash zones or high moisture areas such
as dishwashing, hand and janitorial sink areas, etc., must
be finished with durable, nonabsorbent materials such as:
1) a fiber glass reinforced panel (such as Glasbord or
similar product), or
2) ceramic tile.
c. Stainless steel or equivalent materials should be installed
behind the cooking line.
7. Approved walk-in flooring material includes:
a. properly installed quarry tile or ceramic
b. a factory provided metal floor
8. All equipment must be installed so that it is easily cleanable,
that is, either easily movable, sealed in place or having
sufficient epace surrounding the unit to clean in place.
9. All artificial lighting fixtures located in food preparation
areas, food storage areas, dishwashing areas and walk-ins shall
be effectively shielded to prevent glass breakage onto food or
food contact surfaces.
Install a sufficient number of vapor-proof light fixtures in
the walk-in cooler and/or freezer to provide a minimum of 10
foot-candles of light throughout the unit(s).
10. Custom made food and beverage equipment shall be constructed to meet
NSF International Standards, and be manufactured by an authorized
fabricator.
11. Hollow base cabinetry is not approved. Cabinetry must be on
6 inch legs for easy cleaning, or on solid concrete pedestals.
12. Provide handsinks convenient to all prep and dishwashing areas.

INCOME FTJND II, LTD., a Florida limited partnershi , herein referred to as "Landowner"
and the CITY OF EAGAN, a Minnesota municipal corporation, organized under the laws of
the State of Minnesota, hereinafter refened to as "the City".
WITNESSETH:
That the Landowner, in consideration of the sum of One Dollar ($1.00) and other good
and valuable consideration, the receipt and sufficiency of which is hereby acknowledged,
does hereby grant and convey unto the City, its successors and assigns, a temporary
construction easement for site grading purposes over and across the following described
premises, situated within County, Minnesota, to-wit:

The grant of the foregoing temporary construction easement for site grading purposes
includes the right of the City, its contractors, agents and servants to enter upon the premises
at all reasonable times to construct, reconstruct and inspect site grading and the further right
to remove trees, brush, undergrowth and other obstructions. After completion of such
construction, maintenance, repair or removal, shall restore the premises to the condition in
which it was found prior to the commencement of such actions, save only for the necessary
removal of trees, brush, undergrowth and other obstructions.
The Landowner, its heirs and assigns, does covenant with the City, its successors and
assigns, that it is the owner of the premises aforesaid and has good right to grant and convey
the easement herein to the City.

Ownership -
Scope - This examination is limited to the design of this particular project only insofar
as the provisiona of the Minnesota Plumbing Code, as amended, apply, and doea not cover
the water supply or severage system to vhich thia plumbing system is connected. The examina-
tion of plans is based upon the auppoaition that the data on which the design is based are
corree[, and that neceasary legal authority has been obtained to construct the project.
The responsibiliey for cne deaign of structural featurea and the effieiency of equipment
must be taken by the project deaigner. Approval is contingent upon satiafac[ory diapoaition
of any requirements included with this report.
Inapectione - Special care should be taken to insure tha[ the material and inatallation
of the plumbing system are in accordance with the proviaiona of the Minneaota Plumbing Code.
I[ is neceseary that the State Realth Department make roughing-in and final inapectiona
of the plumbing system to determine whether it compliea vith Che Code. Provisions ahould
be made for applying an air teet at the time of the roughing-in inapection as outlined in
Minn. Rules p. 4715.2820 of Che Code. In order to Eacilitate this vork, there is attached
a self-addressed card which should be re[urned, indicating the name of the plumbing contractor
so that arrangements can be made Eor the State Health Department to be notified by him as to
the [ime Chat the installation vill be ready for test and inapec[ions.
No acceptance of the plumbing inatallation can be given until inapection and teat of the
roughing-in work (Minn. Rules p. 4715.1820, subp. 2), finiahed plumbing (Minn. Rules
p. 4715.2820, subp. 3), and inspec[ion of the completed installation by a representative
of the State Health Department indicates compliance vi[h the provisions of the Code.
Aequire'ents - NONE
Authorization for construction in accordance with the approved plans may be withdrawn if
construction is not undertaken vithin a period of two years. The Eact that plans have been
approved does not neceasarily mean that recommendations or requirements for change vill not
be made a[ some later time when changed conditions, addi[ional information or advanced
knowledge make improvements necessary.

This letter concerns our observations of foundation soils exposed
by excavation Por an addition to the existing Kentucky Fried
Chicken buildiag at the above referenced address. On February 10,
2003, Tim Bellino, project manager for the project, recauested our
services to make obaervations of the foundati.on soils and provide
an opinion vn t3ie suitability of the foundation soils to SupPort
t}ze intended foundation loadings. We understand the addition will
add a walk-in freexer and trash enclosure on the northside oP the
exiating building. Plans for the addition were available on site
for our reference.
Tt is our apinion Youndation soils exposed at the bottom of the
trench foating excavations are competent to suppart the intended
foundati.on loadings. The excavation extended through fill~
topaoil, and disCurbed clayey sand SOj.l9 and terminated on
naturally deposited stiff sandy lean clay soils. We were able to
bear our full wei.ght over,the tee handle of our hand auger tipped
with a 2" diameter spiral bit without adv$ncing the auger. The
bottom of the footing excavati.on terminated appraximatelp 52" belnw
exiating grade. We encountered stiff sandy lean clay in very
shallow Frobes into the underlyiag foundation Soils• We judged
these soils competent Lo supPOrt a minimuaa of 2000 psf contact
bearing pressure without base alnear failure or detrimental
settlement.
