In all azeas where food equipment involves heat or moisture, or where food comes in contact with the surface, a stainless steel finish or equivalent is required. All service counters and other millwork surfaces shall be protected with stainless steel, plastic laminate or equivalent covering all exposed wood. b. Cut outs in miliwork shall be sealed by the fabricator in an approved method. c. All counters shall be on 6-inch stainless steel legs or castors meeting NSF standards, or on a solid masonry base. d. Commercial hood ventilation systems shall comply with the 2004 Minnesota Mechanical Code, which adopts NFPA 96-2001, the 2000 International Mechanical Code and the 2000 Intemational Fuel Gas Code with amendments. All open sides of the ventilation hood must overhang equipment by at least six inches. A balance test performed by a qualified heating and ventilation professional must be conducted to demonstrate that the establishment has a well balanced ventilation system throughout the entire building while the ventilation hood eachaust fan(s) is operational during closed building conditions. The balance test should show that the building pressure is slightly negative between 2.0 - 5.0 Pascals. Sufficient tempered make-up air must be provided and interlocked with ventilation systems. 5. Hot water sanitizing dishmachines must have space for a minimum of three racks for drying utensils. 6. Provide and routinely use a chemical test kit to determine the strength of the sanitizing agent in: a. The final rinse water of the three-compartment utensil washing sink. b. Chemical sanitizing dislunachine. c. In-place cleaning solutions (sanitizing buckets). 7. Floors in kitchens; bar; other rooms where food is stored, prepared or washed; dressing or locker rooms, toilet rooms, and janitor's closet shall be smooth, nonabsorbent and easy to clean,and durable. Approved floors include commercial grade quarry tile, ceranuc tile, terrazzo and an epoxy resin surface with a 5 mil application installed on a smooth concrete surface. A 4-inch coved base constructed of the same material, must be integral with the flooring installed at the floor/wall juncture. Grout should be non-absorbent and impregnated with epoxy, silicone or polyurethane. 8. Approved walk-in flooring material includes: a. properly installed quarry tile or ceramic b. a factory provided aluminum or stainless steel floor, galvanized is not permitted. Wall surfaces in food prepazation, dishwashing and storage azeas and janitor's closet shall be smooth, light colored, easily cleanable and nonabsorbent to the highest level of splash or spray. a. Wall surfaces in splash zones or high moisture areas such as dishwashing, hand and janitorial sink azeas, etc., must be finished with durable, nonabsorbent materials to five feet in height such as: 1) a fiber glass reinforced paneling (FRP), or 2) ceramic tile. b. Stainless steel or equivalent materials should be installed behind the cooking line and #11 rice cookers. c. Restrooms must have FRP or ceramic tile to four feet in height. 10. Ceilings in food prepazation, dishwashing, food storage areas, baz areas, restroom and janitor's closet shall be smooth, nonabsorbent, light colored, easily cleanable, and must not be perforated, fissured or textured. No exposed rafters or studs are permitted. 11. Walk-in cooler shelving must be NSF International approved stainless steel, factory precoated epoxy, or other materials designed for this type environment. Chrome or zinc shelving is not approved. 12. All equipment must be installed on NSF approved legs or castors, be easily movable and have sufficient space surrounding the unit to be cleaned. Provide effective shielding, such as plastic shields, plastic sleeves with end caps, shatterproof bulbs and other approved devices for a11 artificial lighting fixhxres in areas of exposed food, clean equipment, utensils, and linens, or unwrapped single- service and single-use articles. Install a sufficient number of vapor-proof light fixtures in the walk-in cooler and/or freezer to provide a minimum of 10 foot-candles of light throughout the unit(s). 14. Toilets must be of the elongated type and provide with seats of the open front type. A covered waste receptacle or a sepazate sanitary napkin/tampon disposal container shall be provided in all women's or unisex toilet rooms. Toilet rooms must be mechanically ventilated. A running water dipper well is required at ice cream dipping cabinet. The water supply line must have an approved air gap. The dipper well must be indirectly wasted to a floor drain. 16. Custom made food and beverage equipment shall be constructed to meet NSF IntemationaT . Standards, and be manufactured by an authorized fabricator. 17. All hot water generating equipment (water heaters) must comply with 5tandard No. 5 of NSF International, and be of adequate capacity to meet the anticipated demand of the establishment. 18. All refrigeration facilities must maintain potentially hazardous foods at 41 degrees Fahrenheit or below. Each refrigeration unit must have a thermometer accurate to within 3 degrees Fahrenheit. Cold preparation table must be able to maintain 41 degrees F or less. Raised cold rail refrigeration or top air cooled units are recommended. Salad bars shall consist of inechanical refrigeration, approved food shields, and shall be indirectly wasted to a floor drain. Salad bazs shall be located on a smooth, easily cleanable floor, such as a quarry tile or equivalent, which extends three feet beyond or around the edge of the salad bars and buffets. Food on display for self-service or otherwise shall be protected from consumer contamination by using easily cleanable counter protector devices, display cases, and similaz equipment. These devices shall be designed and installed to intercept the duect line between the mouth of the customers and the foods on display. SAC charges, originally remitted for the Town Centre Shopping Center at 1300 Town Centre Drive, were determined by retail parameters. Based on heavier usage, the Hunan Garden Restaurant and Douqherty's located within the shopping center should have been assessed additional SAC charges. A SAC redetermination has been made by the MWCC on these two businesses as follows: Dougherty's is being charged an additional 18 SAC Units, as determined below. The City's water treatment plant charge is also based on SAC Units, therefore, an additional $2,808 ($156/unit X 18 units) is due as the treatment charqe. The water treatment plant amount due is $2,340 ($156/unit.X 15 units). The MWCC has informed the City that if the bill is paid within 30 days of the date of this letter, the 1986 rates will be used. However, if not paid within that time, they will require the use of the 1992 rate which is $800/SAC Unit. The City's water treatment plant rate is $300 per SAC Unit for 1992, both new rates would,apply. At this point, 2 am not aware of what aqreements have been made between the property owners and tenants reqarding these fees. I am therefore sending this letter to you as the oriqinal developer of the property. In the event the charges are not paid, it will be necessary for the City to use the assessment process and collect them with the real estate taxes per MWCC instructions. Please let me know if you would like any additional information. I was not personally involved with either the original calculation or the failure to recalculate when the interior improvements were made to change to restaurant usage. A statement that the plumbing system shall comply with the Minnesota Plumbinq Code should 6e included in the specifications (see Minn. Rules, p. 4715.0320 and p. 4715.0330). 2. Verify that the food disposer is provided with an adequate supply of water to insure proper functioning of the unit. 3. Dishwashing Machines - Every dishwasher in a building for public use shall discharge to the drainage system through an air gap. If a floor drain constructed without a backwater valve is installed on the horizontal dishwasher branch, the dishwasher may be connected directly to the drainage system. The water supply to any dishwasher in which the supply opening is located below the spill line of the machine should be nrotect2d riith a vacuum breaker (see Minn. Rules, p. 4715.1250). 4. Verify that all materials and installation of the water, drain, waste and vent systems conform to the requirements of the Minnesota Plumbing Code. 5. Use of 50-50 solder or flux containing lead is now prohibited by State law on potable water distribution systems. 5older containing less than .2 percent lead must be used (section 326.371). 6. Verify that the ice cream dipper well on kitchen Fixture #10 has an indirect connection to the sanitary drain system. If a sink is part of tfiis unit, then it shall have a direct connec±ion to tho_ sanitary drain ' system. 7. The water piping system shall be disinfected in accordance with Minn. Rules, p. 4715.2250. 8. The plumbing system shall be tested in accordance with Minn. Rules, p. 4715.2820. 9. Provisions for supplying 180-degree Fahrenheit water to the three- compartment sink should 6e shown on the plans, or provide for chemical sanitizing. 10. Verify that the water closets are the elongated-bowl type with an open- front seat. 11. If the water closets are the fluish tank type, verify that the rrater supply is at least one inch in size. 12.
