This review is not intended to be an exhaustive and comprehensive report. Unless otherwise noted, all references are to the 2006 I.B.C. It is our goal that this review will help you in complying with the applicable codes and we are, therefore, requesting that the following items be addressed: • Accessible parking access aisles are required to have a "No Parking" designation per Section 502.4.4 of Chapter 1341, MSBC. • Provide a detail for the required draft stopping in the above ceiling space, per Section 717.4.3 of the 2006 IBC. • The toilet paper dispensers and sanitary napkin receptacle(s) shall be installed per Section 604.7 of Chapter 1341, MSBC. • Provide completed lighting and HVAC Compliance Forms per Chapter 1323 of the 2009 Minnesota State Energy Code. Comcheck is not accepted by the City of Eagan at this time. • A contractor will have to be awarded the proposed project prior to issuance of a building permit. am including the following comments from Pam Dudziak, Planner • Please provide the breakdown on the amount of each exterior finish material and provide percentages. (Sec. 11.70, Subd. 21) Class II and Class III materials are limited to 35% of the building exterior. EIFS is a Class III material ( along with precast textured concrete panels, glass block, and ornamental metal). Class II materials include specialty concrete block, masonry stucco, and manufactured stone). Brick and glass (as well as natural stone) are Class I materials — at least two Class I materials are required and must be at least 65% of the exterior. • Signage - Building signs are permitted on only two elevations; please remove signage from two of the elevations. Other signage such as menu boards, drive- through directional signs, clearance bar, etc. are subject to review and approval by Mary Granley. Mary is a Sr. Code Enforcement Technician and handles Sign Permits. (Sec. 11.70, Subd. 28) • Please show stacking for the drive through, from the window back and how vehicles will line up to approach the two drive-through order lanes. • Please include a pedestrian connection to the sidewalk along Town Centre Drive. • Please provide a Landscape Plan. (Sec. 11.70, Subd. 12) Existing healthy trees should be preserved, any dead or unhealthy landscaping materials elsewhere should be replaced. Shrub beds and annual/perennial beds should be refreshed with new plantings. Also, with the new drive-through approach and additional order island and menu boards visible from Town Centre Drive, please incorporate landscape materials in the front of the property that will better screen those areas from the public right-of-way. They are adding EFIS (a Class 3 material) to the upper portion of the building, and they are also adding some more brick higher up the building than currently exists. The net result is a 1% increase in Class 1 materials. I called the architect and said this is okay. I also asked for a landscape plan, and the architect said Tom Butler said to just note they will plant annuals and perennials in the landscape beds. I suspect we will be having some additional conversation with Mr. Butler on the landscaping. BTW, the architect mentioned that Tom Butler really wants the arches logo on a third building elevation. My notes told them they could have signs on only 2 elevations. Mary is aware they initially proposed signs on all four elevations and I responded they had to choose two elevations. The sign contractor has not submitted for sign permit yet, but don't be surprised if he calls you (or Tom H!) to make his case for a third sign. Canopy and hood construction must meet the applicable standards of NSf International. Additionally, the requirements of the Minnesota Uniform Mechanical Code (Section 2000) covering commercial kitchen ventilation systems must also be met. 3. Provide and routinely use a chemical test kit to determine the strength of the sanitizing agent in the final rinse water of the three- compartment utensil washing sink. 4. Walk-in cooler shelving must be NSF International approved stainless steel, factory precoated epoxy, or other materials designed for this type environment. Chrome shelving is not approved. ~ 5. All equipment must be installed so that it is easily cleanable, that is, either easily mova6le, sealed in place or having sufficient space surrounding the unit to clean in place. 6. a. All artiticial lighting fixtures located in Tood preparation areas, food storage areas, dishwashing areas and walk-ins shall be effectively shielded to prevent glass breakage onto food or food contact surfaces. b. Install a sufficient number of vapor-proof light fixtures in the walk-in cooler and/or freezer to provide a minimum of 10 foot-candles of light throughout the unit(s). 7. A sign must be posted at all public entrances to the esta6lishment stating that smoking is prohibited except in designated areas. Thirty percent of the seating capacity in your establishment must be provided for nonsmokers. Post this area with signs and separate from the smoking-permitted area by either: 1) a 4-foot wide buffer zone, 2) a physical barrier 56 inches in height, or 3) six complete air changes per hour in the room. 10. A separate on-site inspection wili be conducted by the State plumbing inspector to determine compliance with the Minnesota Plumbing Code. 11. Custom food and bevera9e service equipment shall be designed, fabricated, located and Snstalled to NSF International requirements. 12. All hot water generating equipment (water heaters) must comply with Standard No. 5 of NSF International, and be of adequate capacity to meet the anticipated demand of the establishment. 13. The examination of plans is based upon the supposition that the data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designec Approval is contingent upon satisfactory disposition of any requirements included in this report. INSPECTIONS: Special care should be taken to insure that the material and instailation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. It is necessary that the State Health Department make roughing-in and final inspections of ihe plumbing system to determine whether it complies with the code. Provisions should be made for appiying an air test at the time of the roughing-in inspection as outlined in Minn. Rules, p. 4715.2820, of the code. In order to facilitate this work, a self-addressed card is attached which should be returned to this office. The name of the plumbing contractor should be indicated so arrangements can be made for the contractor to notify the State Health Department that the installation will be ready for a test and inspection. No acceptance of the plumbing installation can be given until inspection and testing of the roughing-in vrork (Minn. Rules, p. 47152820, subp. 2), finished plumbing (Minn. Rules, p. 4715.2820, subp. 3), and inspection of the completed installation by a representative of the State Health Department indicates compliance with the provisions of the code. REQUIREMENTS: . 1. Dishwashing Machines - A dishwasher in a building for public use shall discharge to the drainage system through an air break. If a floor drain without a backwater valve is installed on the horizontal dishwasher branch, the dishwasher may be connected direcily to the drainage system. The water supply to any dishwasher in which the supply operiing is located below the spill line of the machine should be protected with a vacuum breaker (see Minn. Rules, p. 4715.1250). This requirement applies to the washer and the ware washer. 2. The ware washer cannot discharge into the waste piping of the three-compartment sink. Provide a separate waste and vent pipe for this fixture. 3. The three-compartment sink should be trapped and venied ahead of the grease interceptor. 4. The grease trap shail be constructed and installed in accorclance with the Minnesota Plumbing Code, Minn. Rules, p. 47751710 (see the enclosed handout). The following items shali be included in the construction of the interceptor: a. Be located inside the building, as close as possible to the fiMUre(s) served. b. Only receive waste from fixtures that discharge greasy wastes. c. Be vented in accordance with the code. d. Have a grease retention capacity, in pounds of grease, of at least twice the flow-through rate, in gallons per minute. e. Be equipped with a flow control device. McDonald§ -2- April 20, 1993 . Plumbing Plan No. 931569 ~ 5. Some floor sinks and floor drains are shawn to be flat-vented. The vents must not extend horizontally below the floor. The vent connection shall be taken off abwe the centerline of the pipe and shall rise vertically, or not more than 45 degrees from the vertical, to a point at least 6 inches above the flood level rim of ihe highest fixture served before offsetting horizontally or before connecting to a branch vent (Mfnn. Rules, p. 4715.2540). 6. All commercial kitchen sinks, with the exception of mop sinks and hand sinks, shall be provided with 3/4- inch water supply branch lines as a minimum (see Minn. Rules, p. 47151730, subp. 2). Authorization for construction in accordance with the approved plans may be withdrawn 'rf construction is not undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean that recommendations or requirements for change will not be made at some later time when changed conditions, additional information, or advanced knowledge make improvements necessary.
