The assessments in question relate to Project 648 and the public hearing has been continued once to October 18, 1994. After the notices were sent, the Hovelands objected to the pending assessment of $30,077.44 as compared to the feasibility report estimated assessment of approximately $24,000. In subsequent conversations, I explained that I would recommend to the City Council that the request to certify all assessments to the one parcei be approved if the Hovelands agreed to rescind the objection and agreed to the assessment of $30,077.44. The attached letter contains their written request for the change along with concurrence with my requirement. They have also requested an extension to the assessment period from 5 years to 10 years. Although this assessment will piace a very large burden on the one parcel, wfth the mortgage situation as it is, I feel it would present minimal risk to the Ciry. Also, since no bonds have been sold to finance the construction, i have no problem with extending the term from 5 to 10 years. I would, therefore, recommend that the Ciry Council authorize the transfer of the pending assessmerrts to the one lot and also extend the payment term to 10 years.
