I have had an opportunity to think through the various alternatives
that we have regarding the issue of Stu Henning. In fact, today I had
an opportunity £or both Jim McGuffee, .7oe Connolly and I to drive past
the property, again. I've been assured by both of them that where the
bicyclists have been going around the fence near Mr. Henning's home is
property of the City's and not Mr. Henning's.
As I see it we have the following alternatives:
1. We can elect to do nothing in as much as the bicyclists are
utilizing City property and not private property. You will
recall the chain gate was placed there at the request of he and
residents to restrict the use of vehicles in gaining access to
the Park. People still want to get to the Park, and, consequently
they will find some way to get from the street to the area and
going around the fence is a logical solution.
2. We could develop a pathway into the site, immediately to the
west of the existing post. I would suggest that this pathway be
o£ asphalt to avoid potential erosion and wash-out as is,~~urrQnt'ly
being experienced on the existing road bed. However, some
grading would have to be done to facilitate the placement of the
trail.
3. To place an asphalt trail £urther to the front of the building
where the bicyclists have worn a path across the City property.
I would suspect objections might come from the neighborhood who
might see this asphalt path cutting diagonally in front of the
building as "out of place" and actually unpleasant.
4. Install a center post in the road bed and eliminate the existing
chain gate. This would eliminate vehicular traffic and allow
pedestrian/bicycle access to the area. However, some problems
may be encountered with such a third movable post because of
possible freezing in the winter time. I believe this to be the
best alternative, and the cheapest. This might cause some problems
for our staff should the posts become frozen in place during the
winter. How do you want to proceed on this issue so we can try
to resolve it without further undue commotion?
