Recently, you forwarded to my attention a list of eight properties which have been
declared nonconservational land in preparation for a tax forteit sale. After review of these
parcels by the Public Works Department, we have the foiiowing comments to offer:
1& 2. Lots 3& 7 of AudRor's Subdivfsion No. 42 (03900), Parcel 010-03 & 010-07
Qn June 15, the City Council will be holding a public hearing to consider the extension
of sanitary sewer and water main facilities across these two lots to service the`Hawthorne
Woods 3rd Addition. If this project is approved, ft will be necessary to acquire both
permanent utility and temporary construction easements to accommodate this public
improvemerrt project. Even 'rf this project is not approved at this time, it is anticipated that
easements will be required at some time in the future as any utility improvements in this
area will require easements from these lots. Therefore, it is recommended that the City
should declare a public purpose for these parcels.
3. Parcel 10-01100-011-75 (South of Borchert-Ingersol, Inc., 1st Addition)
This parcel contains a major storm water pond without a formal easement being
dedicated at this time. Also, in arrticipation of the scheduled upgrading of Yankee Doodle
Road in 1994, it is anticipated that a major trunk storm sewer facility will have to be
constructed across this property at a location not yet defined. Therefore, it is
recommended that the City declare a need for a public purpose for this parcel.
4. Parcel 10-01200-011-50 (South of Borchert-ingersol, Inc., 1st Addition)
Again, a portion of the major ciry trunk storm pond is located on this property without full
easements being yet dedicated. In addition, it is anticipated that in the near future, a
storm sewer wifV have to be constructed across the northern portion of this property to

RAHN RIDGE ADDITION, City of Eagan, Dakota County, Minnesota.
Dear Mr. Foertsch,
This letter will serve as a request for necessary storm sewer
improvements for the above referenced outlot.
I understand that the City of Eagan is proposing to link two
separate water pressure zones between Rahn Ridge and Rahn Cliff
1st Additions. In order to accomplish this, a watermain will
likely be going through outlot F of Rahn Ridge. Triis watermain
will also need to cross the existing pavement section on Rahn Road
which separates the two plats. Outlot F, which is zoned for
limited business and is undeveloped at this time, will require
additional storm sewer improvements when the property is
developed. I believe that the runoff from Outlot F and from a
portion of the Cedar Ridge Church site is proposed to go into the
pond that is now being constructed in Rahn Cliff lst Addition. In
order to accomplish this a storm sewer line will need to cross
Rahn Road from outlot F to the pond in Rahn Cliff. Being the
watermain is being constructed between the two pressure zones in
the near future, it would seem appropriate that the storm sewer to
serve Outlot F be constructed at the same time. Botri lines could
likely cross Rahn Road in the same trench crossing. This wil
elirainate future disruption of the pavement section on Rahn Road.
On behalf of the developers of Rahn Ridqe Addition, Rahn Ridge
Associates, I am requesting that the City would look at the
feasibility of constructing the storm sewer at this time and
having the cost of that storm sewer assessed to Outlot F of Rahn
Ridge. If it is found that the storm sewer crossing can not be in
the same trench as the watermain crossing, or if the restoration
for the proposed disruption of Rahn Road is assessed to the storm
sewer, we would not be interested in constructing trie storm sewer
at this time but at such time that the property would be
developed.

storm sewer location that should help you in determining pipe
sizing and in determining if the storm sewer and watermain can be
