Dear Mr. Lewis:
i am sincerely sorry for the delay in responding to your letter to
the editor dated April 1, 1990. Your letter represented a general
concern expressed by many residents within the community and
throughout the Metropolitan area. Therefore we felt it prudent to
draft a document which clearly defines the issues you raised.
You and your neighbors have received your property tax bills for
payable 1990, and an estimated market value for 1991. You will
notice that many residents did not recognize an increase in the
actual property tax amount owed. In fact, many residents received
a.decrease. The new estimated market value will be used for 1991
property tax calculations.
Many residents in Eagan and Dakota County have recognized a
considerable increase in their estimated market value for payable
1991. This does not mean that your property taxes will
automatically increase. There are too many factors involved in
estimating your property taxes to assume that one factor will cause
an increase.
Your property taxes can increase due to:
1. Inflation - the cost to provide essential services increase.
2. Increased demand for services, including school referendums,
etc.
3. The value of your property rises in relationship to the total
valuation of the City.
4. A shift in policy at the State Legislature relating to who
pays for what services.

Eagan is a growing community and demand for essential services is
increasing. At the same time, total valuation in the City is also
increasing. Thus, minimal 2evy increases due to having most
services in place, with total valuation increasing, should equate
to stable property taxes.
But, the main problem with lSinnesota's tax system is its
proqressive nature. (Only Minnesota and Montana use a proqressive
property tax.) Residential property is taxed at 1$ for the first
$68,000 of property value, 2$ for property value between $68,000
and $110,000 and 3$ above $110,000. These percentages vary
relative to the taxinq jurisdiction's tax capacity rate. The tax
capacity rate for the City of Eagan in your schoo2 district was
94.937$ for 1989.
This progressive system might seem reasonable until we notice that
the average value home in the metro area is $88,000 with a property
tax of $1,080, and a non-metro home has an average value of $44,000
or $440 in property tax (assuming a 1008 tax capacity rate). Thus,
the average metro resident pays more than twice the property tax
of a non-metro homeowner.
To compound this progressive tax is the Legislature's use of Local
Government Aid (LGA), Homestead and Agricultural Aid Credit (HACA)
and several other Aids to Cities. This aid is generated from
income and sales taxes initially passed by the State Legislature
in the early 70's to provide property tax relief. This initiative
was called the "Minnesota Miracle." These monies were to be used
to buy down property taxes.
A problem has arisen over the years due to the formula used to
determine where this aid to cities is distributed. The formula for
aid to cities and school districts is largely dependent upon
property values. The lower property values in non-metro areas
triggers more aid to cities and school districts in those areas.
With more aid qoing to non-metro areas, less remains to buy down
property taxes in the metro area. In 1987, only $.65 of every
dollar raised in the metro area through income and sales taxes
stayed in the metropolitan area. This disparity continues to grow.
The ideal property tax system would base property taxes on the
services the property receives. Recognizing that this is a
substantial departure from the present system, the City of Eagan,
working through a fifteen city consortium called the Municipal
Legislative Commission, has proposed a flat tax property tax
system. A flat tax would decrease the inequity between metro and
non-metro residents. Those homes with twice the value would pay
twice the tax, but not three or four times the tax as may now be
the case. Although this is not a full step toward paying for
services received, it is a step towards equity in the property tax
system.
