To Whom It May Concern:
Please be advised this letter is to confirm my recent conversations with City of Eagan Building
Inspector Jeff Wheeler and Building Inspector Terry Zelenka regazdirtg the above property.
I made these calls on behalf of Denise Larson, who resides at 2049 Vienna Lane, Eagan MN and
rents the attached unit to the above property. Ms. Larson asked me to make these calls in regard
to her concern that the owner of the property, Scott Ingram, did not have a current building
permit for construction and the substantial improvements he has been making to the interior
(main level) of the above property, which apparently was never completed since the residence's
initial construction. Ms. Larson has obvious safety concems since the above property is attached
to her rental unit at 2049 Vienna Lane.
Both building inspectors informed me there is no curtent building permit on the above property,
and further, that the property has never received an occupancy permit, even though Mr. Ingram
has lived in the unit since at least September 2000, when Ms. Larson rented the adjacent unit.
Ms. Larson indicates that Mr. Ingtam has stated he has lived at his current address several years
prior to September 2000. The inspectors indicated lack of a building permit and Mr. Ingram's
occupancy of the residence without an occupancy pernut would be violations of City of Eagan
Code if the facts as stated were verified. Both building inspectors aLso me informed the last
inspection was in May 1997 for the fireplace at the above property. I also informed both
inspectors that the city or county did an appraisal this past fall, which would confirm that the
property had an unfinished interior at that time. I further informed both inspectors that Mr.
Ingram has not had any landscaping done on his property since Ms. Lazson lived at her address
and was told this also was a violation of city code.

Scott Ingram, the owner of the above property, for his failure to obtain a current building permit
for the construction and substantial improvements he has been making recently to the interior
(main level) of the above property, which apparently was never completed since the residence's
initial construction. I am aware that an appraisal was done by either the city or county this past
fall that would corroborate that Mr. Ingram has made substantial improvements since then
without the appropriate pertnits. Further, I have been made aware Mr. Ingram has not had an
occupancy permit for the above property yet has resided there at least since my rental of the
attached unit in September 2000, and likely several years before that according to statements
Mr. Ingram has made to me. Mr. Ingram has also failed to provide landscaping for his property
since iYs initial construction.

To Whom It May Concern:
On 7anuary 7, 2001, I received a phone call requesting information on building pernuts
for property at 2051 Vienna Lane. In checking the City's Permits and Inspections
System, I found the only permit issued was for a fireplace in 1998.
On January 9th, the Building Inspections Division received another phone call for
information on this address. Further research found a building pernut to conshuct a
duplex unit issued in May 1997.
Inspections approved aze: 1) footings; 2) foundation; 3) framing; 4) rough plumbing/air
test; 5) rough heating/gas service test; 6) fireplace; 7) final plumbing; and 8) final
heating. The City's Inspections Division has not yet approved a final inspection for
Certificate of Occupancy. We aze currenUy working with Owner Scott Ingram to final
this pertnit. '
On January 14, 2002, a final for Occupancy inspection was done and revealed some
minor code violations that need to be rectified. A correction notice was left with the
owner who indicated he would address these items as soon as possible and call our office
to schedule a re-inspection. Enclosed for your information is a photocopy of the building
permit indicating the dates of inspections.
