The grading work done by previous Thomas Hedges property owners at 2110 Vienna Ln., which was done without City permits or approval (see CITY ADMINISTRATOR atta.ched letter) has interrupted the intended drainage pattems in the area and created a dam which has caused water to pond on your properiy. While I am not an expert in drainage law, I feel you would have a very strong case should you choose to pursue Iegal options. The big unknown is how the change in property ownership and the amount of time that has passed since the problem was created would be viewed by legal experts. Now that your backyard has been cleaned up and the buckthorn removed, an altemative MUNICIPAL CEMER option that may alleviate your drainage issue has presented itsel£ It appears that it may be 3830 PilotKnob Road possi6le to construct a drainage swale azound the rear of your neighbor's property to the Eagan, MN 55122-1810 west (2110 Vienna Ln.). This would allow the trapped water in your backyard to drain to the intended storm sewer catch basin on the west side of your neighbor's property.
