identify code deficiencies at your home. You have also provided a spreadsheet

Your request poses several problems for the City. First, the City does not provide on-site
inspections of homes in the City to determine whether there aze code violations.
Municipal Center. Inspections are done in connection with building permits. As City Attomey Mike

As you know, Mr. Wolbert has requested a meeting to go over some issues at his residence. This
memo is meant to recap developments to date and go over his recent concerns.
The first complaint received on this property was on May 8, 1998. Mr. Wolbert was concemed
about 1) a footing under a deck post, 2) electrical wiring outside, and 3) a retaining wall.
Inspector Bill Bruestle asked Mr. Wolbert if he had contacted Joe at Hilla Construction, the
general contractor. Mr. Wolbert informed Bill that they were not on speaking terms so Bill
offered to contact the builder and did so on May 9th.
On June 29, 1998, Joe Hilla informed Bill that the comer of the gazage had settled and he needed
to redo the footings. See page 5, September 21, 1998 memo. Since this time, the City has had
numerous contacts with Mr. & Mrs. Wolbert. See attached correspondence.
In late June 2003, Mr. Wolbert provided a list of unresolved issues with his house. He requested
that the City confirm any code deficiencies with his house and request that the huilder correct the
items or give him a letter stating that his house contains no code violations. In response to his
request, a letter was sent to him on February 3, 2003. See page 3. He was informed that we
couldn't perform an on-site inspection to detail possibie code deficiencies on an existing house
that does not haue an active building permit.
Another point of contention is that Mr. Wolbert referenced a letter from Doug Reid wherein
Doug asserts that a contractor may make repairs without an additional permit (page 76). Mr.
Wolbert disagrees with this position. He is asserting that if a permit were issued, it would still be
active; therefore, the City could request the builder to make changes. Even if the City had issued
a permit, it would have expired after an abandonment period of 180 days. Any request would be
moot because Mr. Wolbert sent us a fax stating that the builder was not allowed on his property
(pages IS & 16). Mr. Wolbert told me that it would be ludicrous to have the original contractor
take care of the problems since he didn't do it right the first time and he didn't fix the problem the
second time.
The major problem with the house is the foundation wall between the garage and basement.
Pages 10-14 of the attached conespondence outline a report and possible fixes from Howazd
Noziska, PE. His report states, "My opinion is that the soil solidification or helicticol anchors
method would be the most economically feasible solution to correct the 'bad' soil areas."
This packet also contains two reports from W. James Rudd, PE, on pages 57-63 that Mr.
Wolbert wants to make sure everyone is awaze of.

Item n25a. UBC, Section 2317.6, was referenced to you in correspondence dated April 8,
2003. Treated wood is needed if air space cannot be provided. Non-combustible product
such as steel shims would be superior to broken wood as referenced by you. No
additional UBC section can be provided.
Item #27. It is unknown what the problem is. The MN Energy Code requires walls to be
insulated and a minimum of R-38 in the ceiling.

D. Air intrusion barrier. An air-impermeable banier must be provided ~
where thermal insulation is susceptible to intrusion of outdoor air.
(1) Attic edge. A baffle must be installed at the exterior edge of attic
insularion to mitigate wind wash. Baffles must be rigid material
resistant to wind driven moisture.
(2) Overhangs. A banier must be installed at cantilevered floors and
bay windows, including corners with adjoining walls above and
below, to mitigate wind wash.
(3) Exterior joints. Exterior joints in the building envelope that may be
sources of air intrusion must be caulked, foamed, gasketed, joined
over solid blocking, or otherwise sealed.
EXCEPTION: Not required for category 2 buildings.
Subp. 7. Air leakage.
A. Uoors and windows. Exterior doors and windows must have air
infiltration rates not exceeding those shown in this subpart. The
allowable air infiltraHon rates are tested at a pressure differenrial of 1.567
pounds per squaze foot, which is equivalent to the unpact pressure of a t.
25-mile per hour wind.

the venrilation rate must be verified by measurement.
Subp. S. Slab on grade floors. Slab on grade floors must be insulated around
the perimeter of the floor. The thermal insulation must be continuous and must be
not less than R-10. The insulation must extend from the top of the slab downward
to either the design frost line or to the bottom of the slab then horizontally beneath
the slab for a total distance equal to the design frost line.
Subp. 9. Foundation walls.
A. Foundarion walls enclosing conditioned spaces must be insulated.
B. The thermal resistance of the insulation on the opaque foundation wall
must be not less than required in this item from the top of.the wall
down to the top of the footing.
(i) For residential buildings three stories and less, insulation must be
R-10 minimum.
(2) For all buildings other than residential buildings three stories and
less insularion must be R-13 minimum.
C. All insulation used in or on foundation walls must be approved for the
intended use. The insulation must be installed in accordance with the
approved manufacturer's specificarions.
D. If foundation wall insulation is on the exterior, the portion from the top
of the foundarion wall to six inches below grade must be covered by an
approved protective coating finish to protect the insulation from
deteriorarion due to sunlight and physical abuse.

Jon, I've contacted Fred Driver and Doug Nord of the State Building Codes and Standards Division.
Fred is the supervisor for the code administration services division and Doug is the senior
investigator. This is the division that
performs investigations, and has had numerous contacts with Mr. Wolbert. The last of which was a
few months ago.
Both Fred and Doug indicated that they were not awaze of anyone from there office telling Mr.
Wolbert that we allowed a gross misdemeanor to occur by not requiring a permit for the repair. They
both indicated that the issuance of a permit was a judgment call made by the Building Official. Doug
also said that there is no such thing as a gross misdemeanor in the building code.
A side note.... Mr. Wolbert has a different attorney.

compiaints concerning the regulation of building activity in his neighborhood. I called Dan back to be
certain that we are focused on the correct property or properties and issues. After twenty minutes on
the phone, I concluded the following:
• His complaints are driven as much by his frustration with his own history with Hilla
Construction and what he thinks the City should have done as he is by the things he calis
about. (I understand this isn't news, but he did acknowledge that some of these things
wouldn't matter to him if he didn't have the sour taste in his mouth.)
• Erosion Control - This wasn't a new complaint. Tim had followed up on this based on a call
from a week or so ago and it appears to have been addressed at this time. He was venting
that he didn't think he should have to call about it.
• Porta Potties on Job Sites - This wasn't a new complaint. This related to a building that was
done some time ago, but again he was venting that he didn't think he should have to call about
it
• Trash on Hilla Lots - This is the current complaint and he claims that Hilla vehicles and City
Inspection vehicles drive by the site and the trash is not removed. I have asked Dale to have
someone check on this and get on Hilla to clean things up.
In the course of narrowing the focus of his current concern, he shared his perceptions of the City's role
in the hardship associated with his property.
• The City turned a blind eye to misconduct by Hilla and continues to do so.

I told him that I would not tell him that he was wrong, because I was gone while most of this was going
on, but that what he was describing did not match up with my experience with the people in the
organization and the way they do their jobs. In particular, my experience has been that the City and its
employees are very impartial in their treatment of builders and that our people are focused on
achieving compliance with standards irrespective of the party we deal with. That having been said, we
employ humans and we will not be pertect. Nor can we be everywhere at all times, so there will be
times when property owners will need to call to complain or let us know that they have observed
apparent violations. Further that it sometimes takes time to achieve compliance, but that I would get
someone on the trash pick up issue promptly and that we would try to get compliance as soon as
possible.
I told him that the world turns on should haves, but I can only address what comes up now. Since he
was willing to acknowledge that there were two sides to stories (he said three sides - his, mine and the
truth), our conversation was reasonably productive, plus I'm the new guy and he wanted me to be
backgrounded, I told him that from the conversation, I am reasonably sure that I will disappoint him too
someday, but that I will respond to current concerns and that he should call Dale or me when issues
come up. Hopefully, that will at least provide an alternative to the calls to Tom or others.

7on, I just got off the phone w/ Tim P. of Eng. He has issued a
correction notice to the builder for erosion fence issues and for
construction debris being outside the dumpster. We give them a
time frame based on the severity. I haven't found the enforcement
agency for porta-poties yet; however, the police can be called for
indecent exposure. Keep in mind that the response to this erosion
issue is being performed by the Eng. Dept. who are down two
people since the freeze.

powers possessed by the City Attomey or any circumstances leading the City to believe
this has occurred.
4. Are builders of new homes allowed to make repairs as they see fit, change the structure
of a house without a permit, engineering and inspections for a period of ten years as we
were told by Doug Reid and Mike Dougherty?
A. There is no written city policy or procedure addressing this item; nevertheless, in a letter
sent by Chief Building Official Reid on September 15, 1998, you were advised that an
additional permit. for repairs to your new home would not be required. This letter did not
indicate that inspections or engineering would not be required as alluded to in your
question. If a similaz situation azose today and a Certificate of Occupancy had been
granted, the Protective Inspections Division may require a building permit to make
necessary repairs. Moreover, Mr. Dougherty denies that your statement of what was said
is accwate.
5. Are repairs made to a new home required to meet code?
A. This request seeks an opinion, not govemment data. However, relevant portions of the
UBC Sec. #103 are attached.

8. When the Certificaie of Occupancy is signed and given to the builder does the house need
to meet the minimurn standards of the UBC as is stated on the Certifcate?

Uniform Building Code standazds aze to be met during the entire construction phase,
including the final inspection. Issuance of a Certificate of Occupancy does not guazantee
that a structure is void of deficiencies.
9. Is it still the opinion of the City of Eagan that our house met ihe minimum standards of
the 1999 UBC as is stated on our Cenificate of Occupancy in 1998?
A. The request seeks an opinion, not govemment data.
When the Certificate of Occupancy was issued, there was no reason to speculate that
minimum code compliance was not met. Since then, it has become appazent that your
home does contain construction deficiencies. To the extent that code sections were not
complied with, ttuee code references were idenrified in correspondence to you dated
Mazch 17, 2003. If even one of these code sections was not complied with, the structure
would not meet m;nimum requirements of the 1994 Uniform Building Code.
10. What is the policy and procedure the City folfows when it is informed of code viofations
discovered by engineers? We were told the Ciry would investigate code violations if
informed of them. Was that a true statement?
A. There is no written city policy or procedure addressing this item.
The course of action pursued by the City relative to construction issues depends on the
circumstances. In regards to your specific home, you contacted us on Mazch 8, 1998
regazding problems you were experiencing with the construction and advised us that you
were not on speaking terms with the builder. A Building Inspector offered to contact the
builder and did so on May 9th. On November 10, 1998, you informed us that you did not
want the builder involved in any repairs. Issues subsequent to this were, and continue to
be, affected by that decision.
11. In our meeting on the IOth of February 2003 with you, Mike Dougherry, Dale
Schoeppner, Mike Maguire and Tom Hedges: Dale offered a photocopy of a letter
offering to pay for engineering on our house. The letter was dated su months prior to the
meeting at our house with the Commerce Department. On the Il th of February 2003, I
called Holly Duffy and asked her for a copy of our response io this offer. Holly told me
that there was nothing in our fife where we responded to the ojj-er. About a week later
Mike Maguire informed me that there was a response from Ann and I regarding this
offer. We are asking for a copy of our response that Mike was referring to. In
connection with this we want to /mow why Holly had no record of a response and Mike
does? As I told you Ann and I and our attorney are not aware of the offer ever being
made. Dale and Holly made no mention of it at our meeting with the Commerce
Department sLr months after the date of the letter.
A. We are unawaze of a response from you regazding an offer to pay for engineering on your
house. Your inference that the offer and letter did not exist unti] recently is very
disturbing and we cannot comment on your questioning.
' The City has responded to any and all requests that you have made since your original contact in
1998. It is well documented that your efforts have been focused on placing the responsibiliry of
your predicament on the City of Eagan and we categorically deny your claims.
I personally believe all depaztments within the City have performed extremely professional in ~
dealing with your concerns and I additionally feel that we have cleazly indicated to you that
construction issues relating to your home aze between you and the builder.

1 have been asked to respond to your letter of 7anuary 15, 1999, addressed to the attention of
blayor Pat Awada, regarding what you have characterized as a complaint received from Mr. and
Mrs. Dan Wolbert. Mr. and Mrs. Wolbert purchased a home from a builder. Afrer haring
completed the purchase, the Wolberts came to learn that the structure may have been placed on
uncompacted fill. The Wolberts, as noted in their letter of January 10, 1999, have discemed that
the foundation of the house has structurat cracks and have additionally expressed concern
regarding the integrity of the structure.
Over the past four or five months, Mr. Wolbert has had approximately three dozen contacts with
approximately a half dozen individuals who work for the City. The contacts have included'
discussions with the Chief Building Inspector and the Ciry Administrator. On behalf of the City, I
have had a significant number of telephone conversations with W. Wolbert and have exchanged
several letters with him. The subject matter of our contacts has ranged from how the City
rtiaintains its records and how an individual goes about obtaining the records, to the liability of the
City to a home buyer. The requitement of buiiding permits and the inspection process thereunder
is often perceived by a home buyer to be a levei of due diligence that would assure the buyer that
the structure has no defects under the Unifortn Building Code. However, the law does not
recognize the building permit process as a duty of care to any individual.
In Cracraft v Citv of St Louis Park, 279 h'.W.2d 801 (Minn. 1979), the Minnesota Supreme
Coun held that a municipality does not owe any individual a du[y of care merely by the fact thac ic
enacts a general ordinance requiring fire code inspections or by the fact that it undertakes an
inspection for fire code violation. A duty of care arises only when there are additional indicia thac
the municipality has undertal:en the rcsponsibility of not only protecting itself but also underta}:ing

the responsibilicy of protecting a particular class of persons from the risks associated with fire
code violations u ra, at page 806. over the years since racraft, the decision has been
supported by courts throughout the State of Minnesota with the most recent cited case being
McNamara v. McClain, 531 N.W.2d 911 (Minn. App. 1995). In cNamara, the court reaffirmed
the holding of Cracraft, and he(d that the governmental functions performed on behalf of the
generai public are immune from attack by a negligence action but recognizing thac such suits may
be brought where a private duty is created. In conformance with racraft, the McNamara Coun
reiterated that general reliance on an inspection is not sufficient to create a private duty. The
Coun's decision in these matters stems from the reluctance of the Court to impose a duty of care
merely because an inspection is undeRaken. Inspections are required for the purpose of protectin,
the interest of the City as a whole against hazards. As noted in racraft, the inspections are not
undertaken for the purpose of assuring either the person inspected or third parties that a building
is free from hazards, just as the State's issuance of a drivers license is no assurance tha[ [he
licensed persons will be safe drivets. Mr. Wo1beR has been provided with all the information that tht City has with respect to the
property. He has alleged, with certain credibility, that uncompacted fill had been placed on the
property prior to the construction of the house. If such fill was placed on the property, it was
done so without the knowledge of or the issuance of a permit from the City. The City received
grading plans for the property from the builder which reflected the elevations of the grades for the
property prior to and after the construction of the house. Neither grading plan reflected the
placement of the amount of fdl which is believed by the Wolberts to have been placed upon the
property. In short, ihe city inspectors had no information to believe that the construction of the .
, house may be adversely impacted by the soil composition.
The V4'olberts may have a actionable claim against their seller. Such claim would be a private
righc. While any remediation to the properry may necessitate further permits or reviews by the
City, tke City is neither a party to the adjudication oF a claim nor an arbitrator of the responsibility
far the claim.
As recently as last week, I wrote to the Wolberts reiterating the City's position on this matter. I
have also had an oppottunity to review their letter of 7anuary 10, 1999, which while emanating I
from a complaint due to the circumstances in which they find themselves, I read to be a request.
for the City to review its procedures. The City is mindful of the fact ihat its processes should not
be the underlying cause of any persons fivstrations. Due accord has been and will be given to the
policy considerations raised by the Wolberts.

At your request, this memo is to summarize structural reiniorcements made to
the common foundation wall and footing of your house as well as the garage
area of your home.
The structural reinforcement design specified the installation of a strvctural slab,
grade beam, and Toundation wafl pier supports. Mukiple observation trips were
performed by Encompass, Inc. to observe the installed work and to ctar'rfy detail
issues.
The installed foundation reinforcement repairs were as specified on Encompass
drawings dated 5/20/04, with the foilowing approved exceptions:
• Concrete pieYSJfootings were oversized at 3locations; this wiil provide extra
load bearing capacity.
• American Engineering Testing inspected and approved the soil bearing
capacity of the native soils prior to the casting of the 3 concrete pfers.
• The common wall of the house and garage was reinforced using half lift core
filling in four locations in the common wall. '
• Flelical steel pier5 were used in lieu of concrete piers at 7 loqtions. Helical
pier capacities were reviewed and found to be above the required qpacity.
Three of the helical piers were installed under the house footing. Atlas
Foundations Inc. installed aIl helical piers in general confortnance with the
manufacturers specifications.
• The basement addition below the garage slab at the northwest comer of the
garage was omitted.
The installed foundation reinforcement repairs were installed within accepted
construction practices and appficable code requiremenYs.

Dear Mr. Wolbert:
This report presents the results of soil borings recendy drilled at the referenced site. The work
was done in accordance with ou; proposal to you dated August 20,1998, which you authorized on
August 23, 1998.
Project Description
The site is your single family residence at 2226 Wall Street. We understand that the house was
•consuucted during 1997. The house experienced significant settlemenis at the northeast comer
of the attached garage.
In an attempt to conect the problem, the builder did some repairs in June of this year. We
understand that the repairs consisted of excavating the soils below the footing at the northeast
Qarage, placing a 3 foat ttuck washed aggregate pad, and constructing a new concrete footing to
bear on the ag;regate pad. The depth of the excavation was 7 feet below the garage slab (as
discussed in a letter by Instant Testing Co. dated 7/ 14/98). A portion of the gazage floor slab was
also replaced. We understand that the new garage slab was doweled into the existing slab and
foundation walls at the edges. '
Based on the certificate of survey for the properry, the garage slab is at Elevation 974.3 ft. and
the basement floor slab is at Elevation 966.5 ft. Figure 1 shows the approximate footprint of the
house and attached gara.ge. Figure 1 also shows surface elevation contours of the site prior to
Qrading for the house pad and site.
Results
Two (2) soil borings were drilled on September 2, 1998 at the locations shown on F sQure 1. Logs
of the soil borings are attached. Details on the drilling and sampling methods, soil classification,
and water levei measurements are given on the attached sheet entitled "Exploration/Classification

symbols used on the boring logs are aiso aitached. Ground surface elevarions at the soil borings
were referenced to the gazage slab, assumed to be at Elevation 974.3'.
The soil borings indicate that a layer of fill exists at the site. The thickness of the fill near the
northeast corner of the garage (at Boring 1 located 3ik feet from garage wall) is 14ih feet. At
Boring 2, located about 20 feet north of Boring 1, the fill thickness is at least 12 feei thick and
possibly 14'fz feet thick.
The fill material is predominately a clayey sand and sandy lean clay material. The samples of fill
obtained from Boring 1 included some gravel or cobbles between 3'k to 5 feet depth interval. The
Standard Penetration N-values within the fill deposits at Boring 1 are very low (1 - 3 btows per
foot). This indicates that the fill was not compacted during initial placement_ The N-values at
Boring 2 aze higher (9 - 19 blows per foot), indicating good compaction ai t6is location.
The natural soil deposits below the fill layer consist of alluvial and glacial till deposits. Medium
dense silty sand till deposits were encountered direcUy below the fill at Boring 1. Ai Boring 2,
a layer of lean clay alluvium was encountered between the surficial fill and the glacial till deposits.
Groundwa[er was not encountered in either soil boring.
Conclusions and Recommendations
In our opinion, the cause of the excessive settlement at the northeast comer of the garage was due
to compression of the uncompacted fill under the footing and garage slab.
At Boring 1, the bottom of the poor fill is at Elevation 959', about 15 ~h feet below the garage
slab. Based on the surface contours shown on Figure 1, it appears that the lower 8 feet of poor •
fill at Boring 1 existed at the site prior to receni grading for the house pad.
The recent construcrion to repair the NE corner footing only extended to about elevation 967.3
feet; therefore, there is an additional8 feet or more of uncompacted filI below the footing. In our
opinion, additionai compression of this fill is probable. Tlus could result in excessive settlements
of the building.
The recent construction did not include any lateral oversizing on the inside of the footing (under
the garage slab). This could also contribute to excessive settlements of the structure.
,
Based on the information available, portions of the garage slab may be supported on 15 feet of
uncompacted fill. IF this fill compresses in the future, voids could develop below the slab. This
could result in future cracking of the slab. If the settlements are significant, it is possible that the

voids could be large enough tUat sudden structurai failure of the slab is possible under the weight
of a parked vehicle in the gazage.
It is possible that deposits of loose fill may also exist under other portions of the structure.
Although the grading plan indicates that the basement level (elevation 966.5 feet) is below original
ground surface, there may be pre-existing fill in this area similar to that found in the soil borings.
Therefore, we recommend that additional soil borings be done to explore for fill under other
portions of the structure.
We recommend that stabilization of uncompacted fill areas be done to reduce the potential for
future excessive footing and slab settlements. In our opinion, an excavate and refill procedure
(which was partially done this summer) is not feasible since the depth of excavation and lateral
oversize requirements would probably require complete removal of the gazage structure to
implement.
In our opinion, two (2) methods aze feasible for stabilization of the settlement problem: (1)
compaction grouting of the loose fill, and (2) structural underpinning of the foundations and floor
,slab. A brief discussion of both options are given below. To obtain accurate cost estimates of
both opdons, repair contractors should be contacted. In addidon, the underpinning option would
require design work by a suuctural engineer.
Compaction Grouting
Compaction grouting iS a method to densify the loose fill soils below the footings and floor slab.
The compaction grouting technique consists of injecting low slump cement grout into ihe ground
under pressure. The grout is injected through steel pipes that are inserted into the ground along
the footing edges and below the slab.
Normally, a rypical contractor's warranty on gzouting work is limited. If you elect to use this
method, we recommend obtaining proposals from one or more experienced contractors and also
retain a geotechnical consultant to review the contractor's work.
Structural Underpinning
Another potential repair method would be to underpin the footings by extending a deep foundation
into the medium dense glacial till soils at depth. Helical anchor piles should be suitable for the
site. To prevent continued settlement of the floor slab, underpinning of the concrete slab would
also be necessary. Structural support of the floor slab would probabiy require removal of all or
most of the slab to install a stiffer slab. An underpnuung solution should be designed by a
structural engineer .

This report presents the results of the hand auger boring recendy drilled at tha referenced site.
The work was done in accordance with our discussions with you on November 2, 1998.
Project Description
The site is your singIe faznily residence at 2226 Wall Street. We understand that the house was
constructed during 1997. The house experienced significant settlements at the northeast corner
of the attached garage.
In an attempi to correct the problem, the builder did some repairs in 7une of tfiis year. We
understand that the repairs consisted of excavating the soils below the footing at the northeast
gazage, placing a 3 foot ttuck washed aggregate pad, and consuvcting a new concrete footing to bear on [he aggregate pad. The depth of the excavation was 7 feet below the garage slab (as
discussed in a letter by Instant Testing Co. dated 7/14198). A portion of the garage floor slab was
also replaced. We understand that the new garage siab was doweled into the existing slab and
foundation walls at the edges. .
Based on the certificate of survey for the property, the gazage slab is at Elevation 974.3 ft. and
the basement floor slab is at Elevation 966.5 ft.
Results
One hand auget boring was drilled on November 5, 1998, in the basement of your house in the
area of your future bathroom.
'i'he soil borings indicate that a layer of fi11 exists below the basement slab at the location sampied.
The thickness of the £ll in the future bathroom area near the north side of the house is 21".

an engineer's level to measure the floor flamess. The floor in the azea of the future Hathroom had
an elevation difference of 0.04' (1fz") over a five foo[ span, sloping from the walls toward the
middle of the basement.
The natural soil deposits below the fili layer consist of alluvial and glacial till deposits.

Home Owner called to ask how to proceed with moisture in the attic
Roof was done in August.At that time they believe that the B-vent was knocked loose in the attic. During the recent cold
weather the condensation in the attic has created frost on the under side of the roof sheathing.When it warmed up the
frost melted and rained moisture into the attic insulation.
I recommended that he have an independent insulation contractor inspect the damage and suggest a solution and that a
lic electrician look at any wiring that may have gotten wet.
The roofer called. (first Impression exteriors, 612-532-2036)
They said that the damage was limited to a small area and they would replace the insulation in that area and
repaint the ceiling

Home owner called back, he has hired Metro insulation to inspect the attic and Oaks elec to look at the wiring
Matt from Metro insulation called
He says that the roof sheathing in the entire attic is covered in frost. His proposal is to remove all of the
insulation and let the area dry out for a couple of days and then replace all of the insulation.Subject to approval
by the home owner.
He asked what we are looking for to issue a permit.
I spoke to Dale S., he said a permit will not be required
I asked Matt to contact me when all of the insulation is out of the attic so we can get in and see if there has been
any water damage to the framing that may need to be addressed
Dewey,from Oak Elec(612-366-6574) called he has done an inspection and says the wiring looks OK,they will
replace one can light and he will get the required permits for that.
He also said the home owner is considering adding a powered exhaust in the attic with a humidistat
I called the home owner back and we set up an apt for 2:OOPM on Dec 10th to inspect the attic, he will provide
the ladder

Insulation was removed by the insulation company
Restoration Company did moisture testing
40%at the roof sheathing adjacent to the B-vent
20%at the top plate of the exterior wall
Plugged the vents and added a blower with heated air(130 F and 1%a humidity)

Moisture down 50% per the restoration contractor
Framing looks good, some staining on the framing at the ceiling(was wet to the touch when insulation was
removed per the home owner) ,
I recommended that they do moisture testing at the exterior wall at the master bedroom.
The intersection of that wall with the ceiling is right where it was wet
Needs fireblocking at triangle dead space at the stair landing. Home owner said he would take care of it
They plan to keep drying until noon on Dec 11`h and then they will reinsulate
Home owner will call and let me know when they are reinsulating in case I want to take a look
