The City has been contacted regarding this issue again, and the concerns have been raised because of not having enouqh landscaping to screen headlights and car bumpers from Lot 1, Block l, office building to the other office building. Horton 3459 Washington Drive Suite 204 Eagan, MN 55122 Re: Gazdenview Ponds 3rd Addition Deaz Don: Last evening, I met with the Boazd of Directors of the Eagan Hills Farms Homeowners Association to discuss both your revised concept plan and the release of Outlots C and D from the HOA covenants. Revised Plan I reviewed "Concept 1" as faxed to me by Bob Wiegert on January 20 and explained to the Boazd that the road had been moved to approximately 90 feet trom the tree line, Horton would be custom grading Lot 5, and Lots 4, 5 and 6 would be changed from walkouts to lookouts or flat. I did tell them that the amount of tree loss in this azea is now very minimal based on the concept plan. I also explained that cul-de-sac at 700 feet made good land planning sense and that I believed length was never the issue - tree loss was. The plan was greeted with complete acceptance by the Boazd, including Wayne Bugash, biggest critic. They were visibly pleased that Horton had responded to the issue of tree loss. I would encourage you to redo the grading and tree inventory plans to reflect the now minimal (or none) tree loss behind Lots 4, 5, and 6 and arrange to meet informally with the Boatd. I believe they will support you at the Council meeting. The Boazd president is Kim Kuhn (688-7771). ? I also addressed the issue of tree loss for the Northview sewer extension and attempted to convince them the installation of the line was an inevitability and Horton's efforts to limit trench width were going to restrict tree loss. When you meet with the Board Pd suggest that you have a sketch showing tree loss from open cut and open cut using a box (or boxes stacked)as you've proposed. Planners ¦ Developers ¦ Contractors . I believe your efforts to save trees will be as important as the end result. (Our contractor has suggested the two boxes stacked for the deepest cut.) Lastly, the issue of the City trail through the Lots 2- 6 trees came up. The Boazd is very much against it. I explained to them that tlils is a City desire and totally out of your hands . A Board rep. was going to meet with Ken Vraa yet that evening. Covenant Release The Boazd has no desire to add the 6 Horton lots into their association and will pass a motion recommending the ceding of Outlots C and D. The issue will be on the agenda at their annual meeting in February. However, because of time constraints and a full agenda we agreed not to attempt to include lot owner signature forms with the agenda mailing. I am proposing that our attomey draft the necessary document for individual homeowners signatures and that they be mailed to the membership after the annual meeting. The HOA will provide us an ownership list and Sienna will take caze of the mailing. By copy of this memo to Christine Holmquist, Pm requesting she contact our attorney to begin the preparation of documents and consent forms.
