1984 ENERGY CODE REQUIREMENTS
On or about March 1, 1984, the following energy code requirements
should be calculated and included with a building permit application.
1. Roof - ceiling assemblies - R-38 U= 0.025 Average
2. Exterior walls & rim joists - R-20 U= 0.11 Average
3. Floors over unheated spaces - R-20 U= 0.05 Average
4. Exterior overhangs will be considered as exterior wall.
5. Foundations (all exterior walls) - Minimum of R-5 insulation.
6. All insulated areas must be separated from the heated space
by a well-lapped or sealed vapor barrier with a minimum perm
rating of 0.1. A 4 mil. polyethlene sheet or equivalent meets
this requirement.
A Kraft face R-19 type insulation will be accepted in the rim joist
areas. Air chute baffles are to be placed in every rafter space.

Dear Mr. LaRue:
Recently, an issue arose regarding the potential additional fees associated with
connecting to the sanitary sewer and water system and the City's release of the water
meter for Lot 1. This issue related to the inadequacy of the trunk area fees previously
levied by the City of Eagan for the four 4ots and outfot of the Williams & LaRue 2nd
Addition that was a replat of Lots 3 and 4 of Williams & LaRue 1st Addition.
The trunk area sanitary sewer and water fees were previousiy levied under the original
parcels and were subsequently allocated equally on a per lot basis to the five newly
created lots of the 2nd Addition. However, when these trunk area fees were originally
levied, they were on a per lot basis for the two lots of the 1 st Addition. Although the two
newly created lots with the 2nd Addition should have paid a similar per lot trunk area
assessment for both sanitary sewer and water at the time of the final platting, it was
inadvertently overlooked by the City. Due to the fact that you, as developer of the 2nd
Addition, agreed to pay any additional fees associated with the replatting, the City's
inability ta properly inform you of these additionaV fees at that time should not now be held
as a liability against these lots as building permits are being issued.
Therefore, Lots 1, 2, 3 and 4 of the Williams & LaRue 2nd Addition, are being recognized
as having fully fulfilled all related and required trunk area assessments associated with
connecting to the sanitary sewer and water system. This clarification is being made to
ensure that there is no such further confusion with future building permit issuances on
either Lot 2 or Lot 4.

Per our discussion, you have agreed to pay the additional $100 sewer tap fee for
connecting a new sewer service to the sewer lateral for Lot 1. This additional $100 fee
was received by the City of Eagan on this date. With sanitary sewer service being
provided to all remaining lots, there will be no need for a similar fee for any of the other
lots in the future.
