We have been pursuing an a9gressive construction program to attempt to accommodate our growth. Despite our frequent construction of new buildings, we have not been able to keep up with the growth in enroll- ment and provide classrooms for all of our new students. One of the prob- lems is that the process of planning and construction of new buildings takes two to three years. We have been using temporary classrooms as a solution to this problem. When a new school opens, relieving the overcrowding at nearby schools, we move the temporary classrooms away from those schools to others that have become overcrowded. This is the case at Woodland Elementary School where there is a need to provide temporary classrooms until the opening of Pinewood Elemen- tary School in the fall of 1990. Currently, we do not plan to use any of these structures for any students or staff who have mobility-related disabilities. If this situation changes, we would provide full accessibility in any affected classrooms. Our ultimate intent is to eliminate the use of temporary classrooms. Special Inspection and Testing Procedures Special inspection services were provided by International Code Council(ICC)certified special inspectors in accordance with our contract and the project documents which include referenced State Building Code, including adopted portions of Chapter 17 International Building Code(IBC),the project special inspection schedule and the project plans and specifications. The purpose of special inspections is to provide a review of the contractor's work designated by the design professionals or the code official as needing special inspection under the guidelines of the State Building Code to determine compliance with the approved construction documents.The special inspector does not have the responsibility or authority to, nor is it the intent of special inspections to have them,judge or modify construction documents. Only the engineer-of-record or the architect-of- record can do so. As the special inspections were completed, a Special Inspection Daily Report was prepared to summarize the results of the inspections and testing. Daily reports were distributed periodically as they were prepared.As part of this report, items needing correction or discrepancies observed from the approved construction documents are noted. AA/EOE Independent School District#196 Project B1701453 August 17,2017 Page 2 Project Documents The project documents that were provided to us were used as the basis of our inspections.When we received approved plan modifications,the modifications were also used to evaluate work completed. Inspections were performed based on the provided record documents.When provided with shop drawings,they may be referred to but were not considered record documents for the project. Soils Basis for Soils Observations A geotechnical evaluation was performed for this project by Braun Intertec under project number B1605162, dated August 25, 2016. In this evaluation,four soil borings were performed to evaluate the subgrade conditions.The soil borings primarily encountered silty sand,silty clayey sand, poorly graded sand, poorly graded sand with silt; however, existing fill depths ranged from 7 to 20 feet.The evaluation recommended that the building addition be supported by helical anchors,due to the depth of the deep fill.The evaluation recommended the anchors extend through the fill and bear within the underlying glacial soils. Based on an estimated axial service capacity of 50 kips,we estimated preliminary anchor depths of 30 to 35 feet below existing grades. Soil Testing Procedures Utility work was required below the proposed addition and testing of the backfill was performed. Imported additional fill was also placed to achieve design subgrade elevations of foundations and slabs.We tested compaction of the fill by the Nuclear Moisture Density Method(ASTM D 6938)which determines in place density,to evaluate soil compaction by comparing to the results obtained in laboratory Proctor test results. The test results were distributed under separate cover as they became available. In addition to evaluating relative density and moisture content of the fill,we also observed that the soil classification of the fill was consistent with the requirements of the project documents. Soil Testing Results Compaction tests of the utility backfill and imported fill below the addition met the requirements of the geotechnical report. Compaction testing completed during placement of backfill and additional required fill indicated the procedures used by the contractor were adequate to compact the backfill and fill in accordance with the project requirements. Due to the in-place existing fill and site/building constraints,the design team elected to support the building addition on helical piles.There are currently no outstanding or unresolved soils-related issues. Helical Pile Foundations Helical Pile Observations Helical piles were installed to support the building addition and slabs. Prior to installation,we observed that the piles were consistent in size with the approved construction documents. During the installation,we noted the depth of pile installed and the gauge pressure of the hydraulic attachment used to install the piles.Gauge pressure readings were then compared to the contractor provided calibration chart to document the final torque and load carrying capacity of the pile. Results of the installation observations for the helical piles were summarized in our report"Helical Anchor Observation Notes"dated March 3 through March 13, 2017.These reports were reviewed in preparation of this report and are attached. The designed loading of the helical piles was 50 kips service load (100 kips ultimate)for the building addition.The specialty contractor(Atlas Foundation Company),specified a minimum gauge pressure of 3000 psi(at a measured torque of 9,900 ft-lbs)to achieve the design loads. Helical Pile Foundations Conclusions The required observations in the field have been completed.There are currently no outstanding or unresolved helical pile foundations-related issues. Cast-in-Place Concrete Construction Concrete Reinforcement We reviewed the reinforcement requirements on the project structural drawings and shop drawings,if available.We reviewed steel grade,size, length,spacing, location,epoxy coatings,and splice lengths to evaluate if in-place reinforcement was placed in accordance with the requirements of project plans and specifications.We also noted if in-place reinforcement was free of excessive rust and soil. In addition to observing concrete reinforcement,we reviewed other structural anchors cast into the concrete. We noted that shape and dimensions of the concrete formwork was as noted in the plans and specifications. BRAUN INTERTEC Independent School District#196 Project B1701453 August 17,2017 Page 4 Concrete Placement Observations The special inspector reviewed the mix designation shown on the concrete delivery ticket to document the specified concrete was being placed for the element being placed and that the mix was placed within the specified time limits. During placement of concrete,the inspector also noted any displacement of the reinforcement or other items within the member being placed. If found,the contractor was advised to reposition the items to their original locations. Observations were performed to monitor the procedures used by the contractor to place and consolidate concrete were consistent with requirements of the plans and specifications and typical industry standards. Observations of hot and cold weather curing temperatures and techniques were performed after placement of the concrete when conditions required. Concrete Testing The special inspector observed or performed testing to measure the plastic concrete's slump, temperature and air content during each placement based on the project documents. In addition, concrete cylinders were cast to evaluate the concrete's compressive strength. Concrete cylinders were temporarily stored at the site,then transported to our laboratory for curing and compressive strength testing. Results of the concrete compressive strength testing were distributed as they became available to parties who requested them. Cast-in-Place Concrete Construction Conclusions Reinforcement placement detailed in the attached Special Inspection Daily Reports were observed according to the requirements of project plans and specifications.There are currently no outstanding or unresolved reinforcing steel-related issues. Concrete was placed and cured in a manner consistent with the project documents and industry standards. Required testing in the field and in the laboratory has been completed and found acceptable. Compressive strength testing indicates the concrete placed meets project requirements.There are currently no outstanding or unresolved cast-in-place concrete construction-related issues. Structural Masonry Construction Masonry Construction Observations As construction began, mortar, construction of mortar joints,and the location of reinforcement and connectors was observed for installation in accordance with project plans and specifications. Prior to grouting,the cleanliness of the grout space, placement of reinforcement and connectors,grout properties,and construction of mortar joints were observed. Placement and consolidation of the grout was observed for conformance with the requirement of the specifications. Masonry Testing Grout prisms were cast and tested in general accordance with ASTM C 1019. Samples were temporarily stored at the site and transported to our laboratory for curing and compressive strength testing. Results of the compressive strength tests were distributed as they became available to parties who requested them. Hollow core masonry units were sampled from the project site for laboratory testing.Samples were transported to our laboratory and tested for compressive strength per ASTM C 140. Compressive strength results were distributed as they became available to parties who requested them. Mortar compressive strength testing was requested.After preparing samples,curing and testing the samples for strength,the results were reported.As noted in ASTM C 1586,compressive strength of mortar is intended to evaluate consistency and should not be considered for acceptance. However,shop welds were covered with paint and/or primer at the time of observation;as such,we could evaluate only general size and quality of the welds.
