In mid: July, L979, the Timbershore Townhouse area project experienced.
a vioLent electrical storm and. lightning struck one of the transformers near
the tennis court. Mr. and. Mrs. Hiram K. Johnson live in one of the four-
unit buildings, and the Johnson townhouse uoit a3dress is 1220 Timbershore Ln.,
Eagan, M.innesota 55i23, teizphone: 454-3804.
The llakota ELectric Company power repair crew repaired.the transformer
and.the Johnson's electric sexvice was ofP for only 4 hours and 25 miuutes.
In the middle of August, 1979, the Johnsons noticed,that their eLectric
Lights and television set became dim wheLi?ver a light switch was turned. on
in another room, or when the refrigerator started, operating, or the Laundry
washer was used, or the coolino unit compressor operated. Mr. Johnson re-
ported this strange light dimm_ng rhenor-'er.a to the Ilakota Electrir_ Power Co.
because he thought possibly, the Lightning strike on the transfoxmer serviog
his iiving unit, 1220 Timbershore Iane, might be responsible for the myster-
ious Light dimming. However, the power company service mechanic found nothing
sti11 wrong with the Johnson's area transt'ox•mer and nothing in the main switch
box that was causing this i;rouble. The power company mechanic ad.vised b1r.
Johnson, ii the dimmin,; of the lights and television set continued, Johnson
must ca11 a 10c31 area masYer eLectrician to further investigal:e the cause of
the dim lights.
' . page 2. On August 17, 1979, because the strange dimming of Lights and.television
set continued, N1r. Johnson called the Flenzel Mechanical and. Hilite Electric
Company, 3600 Kennebec Drive, Eagan, PZinnesota 55122, telephone: 452 1565•
Johnson was worried about sbort circuit damage which he felt must be found
and.immediately corrected.
The HiLite electrician foun3.the trouble in the outsid.e electric meter
where the 110 Vo1t A.C. underground, power line entered.the meter. He show-
ed Mr. Johnson that the electric subcontractor installed an aluminum core
power cabLe, covered with a plastic or rubber jacket on the outside. Whe:e
this aluminum core cable entered the electric meter, the outer covering had
melted.off and the aluminum core had.also been melted., burning back about
10 " causing the meter eocket to be loose. The electrician explained that
the aluminum core cable was cheaper for the contractor to use than a copper
core cable and.the alumi.num was more dangerous because of its low melting
temperature. Therefore, the exposed aluminum core sputtered.and sparked
every time an electrical appliance started up and created an electric
power P1ow through the 110 Volt A.C. alumi.num core cable. Ae said.it was
a dangerous fire hazard that he must repair at once. So, he had to re-

This fact made the aluminum core more likely to melt and cause other fire
hazards, at other eLectric meters, in the 44 (4 unit) buildings in our
Timbershore Townhouse Project, built by the New Horizon: Homes, Inc.
So, I wrote a 1•°tter to our Timbershore Homeowners Association Board.
of Directors warniog them of the possible existence of more Pire hazards
at other electric meters, similar to the fire hazard at my electric meter.
I urged our Homeowners Association Directors to mske the following demands
on the New liorizon Eomes, Inc.aod their electric sub-cootractor, Thompson
ELectric Company:
1. New Horizon Homes, Inc. andfor Thompson Electric Company be required.to
check every building mith a state or Loca1 electrical inspector in or3er
to correct any additional meter fire hazsrds like mine.
2. New Horizon Fiomes, Inc. are guilty of permittiing its various

subcontractors of usiog too many unsk111ed apprentices to perfornt licensed
,journeymen'a work on the entire Timbershore Townhouse pro,ject.
3.The New Horizon Homes, Inc. and its sub contractors did not provide eoough
thorough supervision of aLL the work of the maoy various trades ,journeymen
and their helpers on the work in progress.
4.Thompson Electric Company is guiLty of usirAg cheaper cost inPerior sluminum
core wire instead of supplyitig higher quality and saPer copper core wiring.
Thompaon Electric Compaoy and its przsidsnt, Arle? Bakke, deny any re-
eponsibility for the dangerous fire hazarcl which costs us $iL7.28 to correct,
by ny asking Hilite Electric Company to locate and repair the dsngerous fire
hazar3 at uy electric meter. Mr. Ar1en Bakke ioaists thst th3s fire hazard
situatioq canoot be considered the fault of Thompson Electric Company because
the wiring on our townhouse unit was installed in 1973, and we occupied our
unit premises(moved into)on August 27, 1973, so he claims the Thompson electric
wiring warranty expired after a year, in August, 1974•
In conclusion, I vigorously maintain that New Horizon Homes, Ine. aod/or
Thompson ELectric Company are jointly guilty of neglect and loose aupervisioo
oY the electrician ,journeymen and apprenticea, aod Thompaon Electric Company
is particularly guilty of using unsafe and cheaper~ low cost aLAmtnum core
power cabLe wire instead of the safer copper_core wire. In ehort, both iiew
Horizon Homes, Ine. and Thompson Electric Company, in our humble, critical
judgment, fsiLed in their duty to provide honeat public relations, when they
didn't te11 their townhouse buyers that ssfer copper wiring was arailabLe for
a reasoLable, extra cost. In fact, eveiy buyer family wae given valid reasons
for many various extra additions to the base price oY each tawnhouse unit.
I am positive that P-ny bqyer would prefer higher qusLity safer materials if
the contractor and the electric sub contractor previously exzilained the diP-
Yerence in the fire hazard safety comparison of aluminum core wiring vereus
copper core wiring. In other uordso New Horizon Homes, Inc. and Thompson
Electric Company used very poor judgment in fair, honest high grade ethics
which is an absolute "must" condition wlaen contrac'tors s2could be dedicated
to building safe, comfortable homea for their brother American cLients, reingiog
from the young to senior citizen age bxackete.•
