Dear Dave:
Thomas Hedges presently, you are in the process of constructing a building at the above referenced
CfTV ADMINISTRATOR address within the City of Eagan under a building permit issued by the Ciry. Your
construction activities have also included grading and/or disturbance of the site.
An inspection of your site was conducted by Ciry staff on April 25, 2006. At that time the
following items wera found to be out of compliance with City Code and/or the Nationa]
Pollution Discharge Elimination System (NPDES) pertnit governing your site:
MUNICIPAL CEHTEP
3830 Pilot Knob Road 1. Install and/or maintain silt fence

651.675.5012 fax The above items must be addressed within 48 hours of receipt of this notice in order to
651.454.e535 TDD bring your site into compliance. City staff will conduct a follow-up inspection at the end
of the 48 hour grace period. If the si[e is found to be out of compliance at that time, the
City reserves the right to withhold future building inspections and may issue a Stop Work
MPINTENANCE FApLRV Order for the entire project.

As Yequested, a site visit was conducted on March 21, 2006 at 2:12
F.M. to evaluate subgrade soils uithin a building pad excavation for a
construction of a single family residence. At the time of the
inspection, the pad was fully excavated to remove vegetation, topsoil
and dark slopewash materials averaging 5 1/2 feet in front (east) and
3 feet at the rear (west). Soils at the base of the excavation
consisted of a silty loam uith a thin zone of dark slopewash soils
remaining on the south 1/4 of the excavation. 5urface soil moisture
waa above optimum over a large percentage of the exravation, with
isolated areas of satur.ated soils and standing vater_
To evaluate the relative strength of the soils, a 5/8 inch diameter
smooth probe uas used to penetrate soils at tandom along the assumed
perimeter footing lines and across the base o£ the exCavation. Wi.th
full 6ody weight applied, the probes indicated penetration averaging
12 to 15 inches with a rapid recovery in strength at depth. To
assess the subgrade soils, two 1 3/4" fluted handauger probes were
put doctn at the north and south side of the excavation. The probe
conducted at the souCh footing line indicated 6" of a s17.ghtly o[gaAic
slopewash underlain by a silt loam. The slopewash soils Were only
slightly organic and contained no vegetation. The probe conducted
near the northwest corner indicated a silt loam, gradually increasing
to soa.ls of increased gzanular at depth.
To assess the relative loadbearing capacity of the subgrade soils,
three dynamic cone penetrometer tests were conducted at the
base of the excavation. The dpnamic cone penetrometer (DCP), uses a
eight kilogram (17.6 pound) hammer to drive a 20 mil]imeter diameter
conieal point itxto the soi1, with the penetration recorded in
millimeters per blow. From the DCP readinqs, a pez blow, penetration
average was recorded and a N-value derived. This N-vaJ.ue, is aa
empirical relationship we have established to equate the dynamic cone ,
data to the more Eamiliar blows per foot (BPF) standard penetration
soil boring test. .

The DCP tests indicated relatively soft surface soils srithin the uppec
17 inches, with the composite average of the Soils penetrated
exceeding a target bearing capacity of 2000 PSF_ It is our
understanding that the house pad was excavated to approximate walkout
footing elevation, with the placement of granular fill proposed to
upper level footing grade. It is recommended that the soft saturated
soils along the Walkout footing line be removed to a depth of 18" and
backfilled to the existing W/o grade with the same granular fill, to
provide a dry stable base for footing construction_
Our observations and subsequent soil evaluation on this date are
limited to the depth of the footing excavation and depths achieved by
shallov probes and dynamic eone peneirometer tests. We therefore, are
unable to assess soil conditions at depths whieh may be encountered by
soil borings conduoted as part of a standard subsurface geotechnical
investigation.
