ADJOURNMENT MEMO TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: FEBRUARY 11, 1994 SUBJECT: SPECIAL CITY COUNCIL MEETING A Special City Council meeting is scheduled for 5:00 p.m. on Tuesday, February 15, 1994, for the purpose of finalizing the police building. reviewing in concept remodeling of the municipal center building and giving direction on architectural standards for the exterior and interior of both buildings. At the regular City Council meeting, there is an action item to adopt the building project budget and ratify the building program as an official City Council action item. This action is a ratification of several meetings and months of work by the City Council regarding the overall building project. The Steering Committee met on Monday, February 7, and will be meeting again on Monday, Febn,wry 14, to review information for submission to the City Council. Attached on page for City Council review is a memo from the City Administrator to Architect Thorbeck that raises internal and external architectural design issues for the building project. Also enclosed on pages 3 through /A is the design development package for Phase I - Police Building. As a part of the Administrative Agenda packet on Monday, February 14, the City Council will receive additional information from E & V relative to the project cost. /S/ Thomas L. Hedges City Administrator MEMO TO: ARCHITECT THORBECK FROM: CITY ADMINISTRATOR HEDGES DATE: FEBRUARY 1, 1994 SUBJECT: ARCHITECTURAL DESIGN/MUNICIPAL CENTER EXPANSION Due to the necessity to establish a "footprint" for the municipal center expansion and police building and with all the other considerations along the way (such as whether or not the fire department would be included, new Council Chambers, full basement or not, etc.), we have not had much of a chance to discuss the proposed architectural features of the buildings with you. At a department head meeting held on Tuesday, January 25, the department heads had a chance for a brief discussion concerning the architectural features as indicated on your drawings and model. It was the consensus of the department heads that there were two primary concerns. The first was that they wanted the building to appear as "user friendly" as possible; the second that they did not believe the Council wants a building that appears too complicated or expensive. The department heads agreed that they approved of your attempt to achieve continuity for the building expansion by carrying through the limestone elements currently at the main entrance of the existing building. However, they were not sure that the exterior details currently proposed meet out needs. Therefore, they asked themselves what the elements were at the current entrance which they liked and would like to see carried on. The consensus of the entire group was that they liked the curved elements and also the "colonnade" at the main entrance. The cutout for the bell was only appropriate in that there was a bell in it. They also indicated that they would like to see the relief or lintel treatment currently on the second story windows replicated on similar windows proposed for the first floor. Therefore, we are wondering if it would be possible to carry those elements more through the facade of the new addition, expansion and renovations to make the buildings look more cohesive and inviting. Also, we would like to see the proposed angled slabs at the entrances replaced with more of the curved elements and colonnade effect currently at the front entrance. In addition, although the department heads agreed on the need to have a small area at each entrance protected from above, they did not feel the scale of the proposed canopies is appropriate. We would like to discuss these ideas further with you at the steering committee meeting on February 7, 1994. City Administrator Thorbeck Architects Ltd. Report to the City Council CITY OF EAGAN February 9, 1994 To: City Administrator Tom Hedges Mayor Tom Egan Councilmember Patricia Awada Councilmember Shawn Hunter Councilmember Sandra Masin Councilmember Ted Wachter From: Dewey Thorbeck DESIGN DEVELOPMENT PACKAGE FOR PHASE I - POLICE BUILDING General We are submitting for your approval, the Design Development drawings and outline specifications for the Phase I Police Building. This work is based on your approval of the Schematic design on December 21, 1993 including the options you selected: 1. Design the roof structure of the police facility for future expansion. 2. Include a new council mom and upper level lunch room on the south side adjacent to the new entrance. 3. Include the 4,000 SF expansion on the north side of the existing City Hall. The Schematic Design cost estimate for the 28,539 SF Police Building was $2,875,323 (including the option). Meetings have been held with the police to finalize the building plans for functional layout, built-in furniture, and mechanical and electrical systems. Other reviews have been held with the Minnesota Department of Corrections on the detention area, and with the State Building Code Division to resolve building code issues. Meetings have also been held to resolve communications, telephone and security systems. Reduced drawings from the Design Development package are included with this memorandum for your review. A set of prints and the outline specification will be presented at the February 15, 1994 Council meeting, as well as the updated cost estimate being prepared separately by E & V Inc., Construction Manager. Issues for Review with City Council 1. Materials: We will have a sample of the materials that we are proposing for the exterior and interior for your review and comment. The intent is to utilize similar materials for the Phase II City Hall remodeling and addition. The exterior materials are similar to the existing building. 2. Schedule: We need your authorization to proceed into the Construction Document Phase. Site Landscaping and Development We are continuing to work with the staff to study the police entrance, as it relates to the new city hall entrance, to maintain a proper hierarchy and human scale to have the project appear as "customer friendly" as possible. The site work is being done separately by City Staff and we will be showing several options for site development to visually tie the site and building together at the main entrance. We will have elevation drawings showing the new Police Building with the remodeling and expansion of City Hall. 4. Budget Throughout the design development work we have endeavored to stay within your budget. The Design Development package does include several alternates that we feel are important options for you consideration when final prices are received. The alternates are: 1. Stone screen wall around the transformers and radio tower on the west side facing Piot Knob Road. 2. Earth and prairie grass planting on the roof of police. 3. Vinyl wall covering over sheet rock in the corridor of the upper level of police in lieu of painted sheet rock. 4. Electrical switching utilizing occupancy sensors to automatically turn lights on and off to save energy. 5. Environmental: In the selection of materials we have endeavored to be environmentally sensitive. For instance, the carpet has been specified to emit decreasing volatile organic chemicals (VOC) after installation and that the manufacturers have a program for recycling carpet. The painting has also been similarly specified. The interior lobby wood paneling has been specified as while maple veneer on high density particle board to save wood and reduce VOC.
