SPECIAL CITY COUNCIL MEETING
At the Special City Council meeting for the purpose of interviewing City Attorney
candidates on Thursday, April 28, action was taken to schedule a special City Council work
meeting on Tuesday, May 3, 1994 at 5:00 p.m. The purpose of the meeting is to discuss the
following items: 1) Review Police addition plans, 2) Blackhawk Road Appraisals, 3) golf
driving range, 4) architect discussion regarding Civic Arena /Wading Pool Project.
The purpose of this agenda item is to allow the City Council to review the progress our
architect, Thorbeck Architects, and the Construction Manager, Mike Stowe, are making on
the new police addition facility. The City Administrator has asked that the architect be
present to summarize the drawings and specifications before the City Council is asked to
finalize and complete the bidding of the construction documents. That action is scheduled
for the May 18 City Council meeting.

REVIEW POLICE ADDITION PLANS
In summary, there is no action required other than an opportunity to ask any questions and
have a final review before action is taken at the May 18 meeting to finalize the construction
documents.
DODD ROAD AND BLACKHAWK ROAD PROJECTS
A. Project 659, Dodd Road Street Reconstruction
On February 28, the Council closed the public hearing and approved the reconstruction of
Dodd Road from Cliff to Diffley Roads, authorized the preparation of detailed plans and
specifications along with property appraisals to determine the assessment limit based on
benefit value received. On April 19, the Council approved the plans and specifications and
ordered the advertisement for a bid opening for Council's consideration of contract award
which is now scheduled for June 7.

With the appraisal process being coordinated by the Attorney's office, the detailed final
report is being retaityd by that office subject to any potential assessment appeals. However,
enclosed on page V is a report from the City Attorney's office regarding the value of
benefit from this project in relation the proposed assessments. Had the results
recommended a revised assessment, notices would be sent to affected property owners
informing them of possible Council action to adjust the assessment roll at the May 18
meeting. This is probably no longer necessary now that the original proposed assessments
have been affirmed by this appraisal process.

PHASE I - POLICE BUILDING CONSTRUCTION DOCUMENTS
The Construction Documents for the Phase 1 Polioe Facility are being finalized and
completed for bidding with your authorization on May 17, 1994.
We and our engineering consultants have continued to work closely with Building Official
Doug Reid, Chef Pat °cagan, Captain Swaason, ot members of the Police Depar it ent;
State Department of Comeotions, and with the Radio and Telephone consultants utilized by
the City. The Construction Documents are being prepared following the Design
Development approval the City Council gave on February 15, 1994.
Site preparation work is ba�do�ns separately by the City and that wort should be stsrdngg
soon. The schedule for the lice Facility has been prepared by E&V Inc. with co» stuctlon

in June 1994 and completion in April 1995. The schedule also includes the Phase 11
Ci ty Hall work with Construction Documents being completed in September 1994, and
oonstmcdon following complcdon of the Police building.
The construction costs for the Police Facility have been reviewed with B&V Inc., and as far as
we know, nothing has changed that would negatively impact on the City Council approved
budget.
The construcdon limits for the Police Facility are shown on the Drawings and will allow the
Police to maintain operations in their existing space throughout the consttuction period. The
only area that will be shut down is their Evidence Garage, and a short histus while the Radio
Tower and Dispatch Console are being moved.
Exterior Materials include matching brick, stone and glass curtain wall, as previously
discussed with the City Council. Interior matedals are oak wood paneling on the walls in the
lobby and qusny tile on the lobby floor. Most of he ground floor will exposed
burnished block, stile the second floor is mostly gypsum dry waif, painted. After the
construction contracts am awarded, we will be preparing a color concept board and signage
concept for review with the Steering Committee and approval from the City Council.
Severs) Alternatives are included in the documents for your consideration after bids are
received. They are:
1. Screen walls around emergency generators and radio tower on the west side of
Police Building.
2. Skylights (two} an interior service stair and library/waiting area.
3. Roof planting at the second floor in front of the glass amain wall.

The Contract Documents for Architectural, Structural, Mechanical, and Electrical work for
Phase I will consist of approximately 42.30 "x42" drawings, 100-81/2"x11" detail sheets, and
the Project Manual containing the specificcationa. Also included in the documents are
drawing and specificadons of the security systems that has been budgeted separately. E&V
Inca will be handling the bidding process when the City Council approves it

Pursuant to your request, this office has solicited the opinion of a
professional real estate appraiser to review the improvements
provided by Project No. 659 and to assess the benefits to the
proposed appraised parcels. Four parcels were chosen as a
representative sampling of the parcels proposed to be assessed
through Project No. 659. Three of the four parcels are large and
support several lot equivalents.
In the feasibility report, the parcels are proposed to be assessed on
a per lot equivalent basis of $1,840.00. The Project involves
reconstruction of Dodd Road, replacing the current bituminous curb
and gutter with concrete curb and gutter and providing concrete
driveway aprons.
This office has had discussions with the appraiser who viewed the
four parcels and also reviewed the feasibility report for the
Project. The appraiser is of the opinion that the Project benefits
the proposed assessed parcels at least in the sum of the proposed
assessment of $1,840.00. The appraiser also believes that the lot
equivalents of the parcels they examined were appropriate.
This office recommends the proposed assessments as described in the
feasibility report be used as a basis for planning and financing
Project 659.

Our office has received the recommendations from the two appraisers
assigned to review samples of parcels along Blackhawk Road in the
Project area. Our office has discussed the appraisers'
recommendations with City staff and has researched the applicable
law. This office makes the following recommended adjustments to the
proposed assessment roll that is contained in the December 1993
feasibility report previously presented to the City Council.
1. There are ten lots between Deerwood Drive and Silver Bell
Road that are proposed to be assessed for the street
reconstruction only. These parcels already have concrete
curb and gutter in place. The proposed assessment is in the
sum of $2,073.00. Bight of the ten lots are part of Cedar
Grove No. 6. As you recall, those residents of Cedar Grove
No. 6 which was reconstructed during 1993 that did not
receive new curb and gutter construction, were assessed
$1,500.00. After discussions with the appraisers and City
staff, it is our recommendation that an assessment of
$1,500.00 for the ten parcels between Deerwood Drive to
Silver Bell Road on Blackhawk would be appropriate and would
be consistent with previous City Council decisions.
2. Our office recommends assessing the multiple housing parcels
as proposed in the feasibility report which is on a per
front foot basis.
3. Both appraisers are of the opinion that Project 665 benefits
the remaining parcels in the sum of $3,500.00 per lot
equivalent. Their opinions are based on the fact that the
remaining parcels received a curb and gutter in those areas
of Blackhawk where no type of Curb, not even a bituminous
curb, exists. Blackhawk Road in these areas is essentially a
rural road, and due to the lack of a drainage system, it is
in great need of repair. It is our recommendation that with
the exception of the parcels listed in Paragraphs No. 1 and
2 above, that the remaining parcels be assessed at $3,500.00
per lot equivalent.

ASSESSMENT APPRAISAL RESULTS
10 parcels providing a representative sample of this project were selected for a special
assessment appraisal analysis to determine a benefit limit associated with this project.
Two of the selected property owners denied access to our appraisers. After the City
Attorney's office evaluated the appraisals, it was recommended that the per lot equivalent
assessment be adjusted to $1,500 per lot equivalent (LE) for areas where concrete curb
and gutter and drainage facilities currently existed, and $3,500 per lot equivalent (LE) for
areas where these improvements were being installed in addition to the street resurfacing.
As a result, the preliminary assessment roll (Appendix B, Feasibility Report for Project
665) was revised accordingly. Instead of the estimated assessment revenue of $310,567
contained in the feasibility report, the appraisal process limits the assessment revenue at
$275,740. This implies that the City of Eagan will have to finance an additional $34,827.
The following is a cost breakdown reflecting these assessment revenue revisions.
