SUBJECT: SPECIAL CITY COUNCIL MEETING /APRIL 28, 1994 - CITY ATTORNEY
INTERVIEWS
At its meeting of April 19, 1994, the City Council set a special worksession /City Council
meeting for Thursday evening, April 28, 1994, at 5:00 p.m. for purposes of interviewing
City Attorney candidates.
CITY ATTORNEY INTERVIEWS
Enclosed on page is a copy of the interview schedule for next Thursday's meeting.
Also enclosed on page a is a copy of the correspondence forwarded to the proposers
outlining the City's expectations. Enclosed without page number are copies of the
proposals of the finalists as well as rating sheets to be used for the proposal and
interview. Also enclosed is a set of prepared questions which will be divided among the
Councilmembers prior to the interviews themselves. There will also be time following the
formal questions for any informal or follow -up questions you may have for the firms.
As noted in the memorandum to the proposers, they have been asked to specifically
expand upon their experience and ability, ability to communicate, availability of key staff
and service costs. These were among the primary factors considered by the staff in
recommending a short list to the Council. They also appear to be among the appropriate
considerations for the Council selection of a City Attorney firm.
At the conclusion of the interviews, it is anticipated that the Council will have an
opportunity to discuss the presentations and come to a preliminary conclusion concerning
the firm to be retained as the City's attorney. The action itself will be placed on the May
3, 1994 City Council agenda for ratification.
OTHER BUSINESS
There are no specific business items identified for Council consideration at this time. Staff
may use the opportunity for a brief update on outstanding issues as time permits.

SUBJECT: CITY COUNCIL INTERVIEW SCHEDULE
This is to confirm our telephone conversation concerning City Council interviews with City
Attorney candidates on Thursday evening April 28. A copy of the schedule is enclosed.
The interview will be structured much like the staff interviews. They will be slightly shorter
because we believe that some of the technical questions were discussed with staff. A
general outline for the interview is as follows:

Conclusion and Next Steps
The Council will have reviewed your proposals in anticipation of the interview. We would
ask that your overview include, but not be limited to the following points:
1. Firm and Lead Attorney's Experience and Ability
2. Key Staff's Ability to Communicate
3. Availability and Commitment of Key Staff
4. Billing Philosophy and Value of Service for Cost
The Council will deliberate following the interviews and make a final selection at its
meeting of May 3. If you have any questions in the meantime, please do not hesitate to

remainder of the process.
