Engineer: Progressive Consulting Engineers, Inc. 1.04 EXISTING CONDTTIONS A. Site inspection: The Contractor is required to thoroughly inspect the site prior to submitting a bid. Subsequent information in this specification is presented to assist the Bidders to more quickly and efficienfly understand the site conditions of the work. The information is not a substitute for thorough site investigation by the Bidders. 1.05 COMPLETION DATE All work described in these specifications and called for on the plans, including site restoration, shall be completed by October 31, 1991. 01010-1 ' ' ' 1.06 FAILURE TO COMPLETE WORK ON TIME Should the Contractor fail to complete the work on or before the original date ' set forth for completion in the Contract, or on or before the conected date as granted by extension of time for completion, the Owner may permit the Contractor to proceed, and in such case, there shall be deducted from any monies due or that may become due the Contractor the sum of $250.00 per ' day for each and every calendar day, exclusive of Sundays and holidays, that the work shall remain uncompleted. C. The Contractor shall locate all existing underground utilities prior to excavation. D. Before commencing excavation or embankment construction, the Contractor shall remove all topsoil from the areas to be cut or filled. Sufficient topsoil shall be salvaged to restore all disturbed areas with a minimum of 4 inches. Placement of topsoil behind curbing shall be done prior to paving. The topsoil shall be placed under ihis section prior to commencing the turf restoration specified in Section 02930. E. The Contractor shall grade all roadways or parldng areas to within plus or minus 0.1 feet, with a minimal surplus being present. Subgrade preparation may not be commenced until this requirement has been met. 3.02 SUBGRADE EXCAVATION A. Subgrade excavation shall not be used to correct conditions caused by inclement weather. B. In cases where inclement weather is continuous and for long peziods of time, and does not aliow for expeditious completion of subgrade preparation as specified in Section 02225, the owner's representative may require the Contractor to prepare the roadways as follows: 1. Make a core excavation of the subgrade to a depth as directed by the owner's representative. 2. Replace the excavated material below subgrade with the same materials to be used for the aggregate base material (Class 5, etc.) and then immediately continue to place the loose material in the azea above the subgrade elevarion. The subgrade excavation and the base course both shall be constructed with base material in a fashion which will contribute to "bridging". In this case, aftez the subgrade excavation has been made and the conditions do not allow for compaction, then the bottom of the subgrade excavation shall be subcut to a uniform bottom and the base material shall be placed in a fashion to prevent pumping or intrusion of the subgrade into the base material. Generally, the first 12 inches of the material shall be deposited on the subgrade before any rolling or compaction begins. AII compaction done in this situarion shall be b y use of static eauipment. 3. When this procedure for subgrade excavation is used, the Contractor shall be paid for excavating the unsuitable materials below subgrade elevation and shall be paid for aII base materials used above and below subgrade elevation, all at contract unit price; the compaction of this base material shall be considered incidental. Also, when this method is used, the Contractor shall not be paid for subgrade preparation, Section 02225. 02200 - 2 i 1 , p ' i I I ' ' C. In azeas of embankmendfill, the Contractor and the owner's representative shall both observe the placement of materials and if it appears that the soils being placed will not be able to be prepared under normal subgrade preparation and that subgrade excavation will be necessary, then the subgrade shall be left lower than final elevation so as to eliminate having to pay for excavation of materials that were just previously placed. Particular attention shall be paid that capping of granular materials with non-granular materials is not permitted at or within 12 inches of the subgrade surface. D. Any over-excavated azeas shall be retumed to the proper grade and cross- section by the Contractor at no additional cost to the Owner. 3.03 EXCESS MATERIAL Excess material not used on the project shall be disposed of off-site by the Contractor_ The Contractor shall be solely responsible for locating a siutable disposal site and any associated permits for its use. Upon completion of all excavation and embankment work specified in Section 02200, the Contractor shall commence Subgrade Preparation in accordance to MNDOT 2112. B. The required density and stability must be achieved in the top 12-inches of the subgrade. 02225 - 1 ' ? C. Unstable areas of subgrade due to inclement weather shall be prepared by the Contractor at no compensation; subgrade determined satisfactory and then , failing due to inclement weather also shall be repaired at no additional compensation. D. The Contractor shall prepare the top 12 inches of subgrade by means of ' scarifying, aerating or watering for at least a period of 24 hours or as long as specified by the owner's representative, in order to obtain the required stability and density. If wet or poor soil is encountered, the Contractor shall dry it out ? for a minimum period of 24 hours in optimum drying weather or longer in other conditions by aerating the soil by the use of blades, sheepsfoot, or other mechanical. means. Under normal circumstances no determination as to the ? acceptability of a questionable subgrade material will be made prior to the Contractor's drying out the soil for the minimum time period. Areas which remain unstable after normal subgrade preparation will be repaired at the direction of the owner's representative as to MNDOT Specification No. 2105 ' (Subgrade Excavation). The "required stabiliry" shall be such that, when test rolled, the roadbed surface , shows yielding or rutting of no more than one and one-half inches measured from the top of the constructed grade to the bottom of the rut. ? E. Tests shall be taken to evaluate the compaction achieved. Tests shall be taken at the rate of one test for every 100 feet of subgrade prepared for roadways and 10,000 square feet for pazlang areas. Testing shall be by an independent test lab retained by the owner. Under no circumstances shall gravel be hauled until ' the subgrade has been approved by the owner's representative with respect to grade and density. F. Subgrade preparation will be required over the entire length and width of the ' proposed roadways and parking areas, and one foot outside the back of curb. ? G. The Contractor shall notify the owner's representative when the subgrade is to proper grade and cross-section for acceptance, before proceeding with the aggregate base. ' 3.02 TEST ROLLiNG A. Test rolling of the subgrade shall be done in accordance to MNDOT 2111. ' B. Test rolling shall be performed prior to, intermittently during, and after completion of subgrade preparation work (MNDOT 2112) or subgrade excavation work (MNDOT 2105) when ordered by the owner's representative. ? The yielding or rutting portion of this specification 2111.3 shall apply only to the test roll for final acceptance of the subgrade preparation; earlier test rolhng shall be for the purpose of identifying those areas needing subgrade excavation, etc. Later test rolling on the aggregate base course shall be to determine if the ' required stability exists. In embankmendfill areas, the subgrade may be test rolled at an elevation lower than finished subgrade elevation if the condition of the soils being placed indicate that normal subgrade preparation (MNDOT 2112) ? cannot be performed and that subgrade excavation (MNDOT 2105) may be necessary; this procedure is to eliminate having to remove materials just ' previously placed. Test rolling shall also be used in conjunction with the 1 02225 - 2 i ' l i f ' p ac ng o aggregate or bituminous base courses when ordered by the owner s representative. ? C. The Contractor will furnish a wheel loader (with operator) for test rolling. The wheel loader shali have an approximate bucket size of three cubic yards and shall be fuliy loaded. The aggregate base material shall be compacted to 100% of standard proctor density. ? B. Tests shall be taken at the rate of one test for every 100 feet of subgrade prepared for a roadway and 10,000 square feet for parking areas. Testing ? shall be by an independent test lab retained by the owner. 3.03 AGGREGATE TESTING ' Samples of the aggregate base material shall be taken at the project site at the rate of one test for every 1000 feet of roadway and 50,000 square feet for parking areas. A minimum of 2 tests shall be required on the project. An independent test lab shall perform the tests and confirm the gradation. ' 1 02510 - 2 3.02 CONSTRUCTION A. All curb and gutter must be backfilled and topsoil placed before any bituminous is placed. B. Any existing bituminous or concrete surface abutting the new bituminous shali have a straight, cut joint made. C. The bituminous placement shall be conducted in a manner to cause the least interruption to traffic. The Contractor shall be required to furnish all barricades, signs, flashers and flagmen, necessary to keep the haffic off the newly paved areas and away from the moving equipment while paving operations are being performed. All traffic control shall be done in accordance to MMUTCD, APPENDIX B. D. After the roadway or parking area is paved with the final lift of bituminous and nrior to rolling, a 3/4" plywood plate shall be placed over each manhole and valve box within the pavement and the edges raked. The roller shall then roll the wear until no sign of settlement occurs in the bituminous, then the plywood plates may be removed. E. Bituminous compaction shall be obtained by the specified density method of MNDaT 2331.3H2. F. After compaction, the bituminous thickness shall be within plus or minus 1/4 inch of the thickness shown on the plans, unless revised by the owner's representative. 3.03 BTTUMINOUS CRACK SEALING A. Cracks shall be throughly cleaned with an air compressor or other approved method, so that a mimmum of 2 inches of crack sealant may be installed. B. The crack sealant shall be installed in accordance to the manufacturers recommendations. The crack sealant shall extend to within 1/4 inch of the bituminous surface. C. Crack Sealing operations shall be restricted to Sunday and Monday mornings from 12:00 AM to 7:30 AM. Crack Sealing operations may require multiple mobilizations of equipment, since the parking lot will remain in operation during the construction. 3.04 TESTING A. Samples of each type of bituminous shall be taken at rates determined by the owner's representative. Gradation, extraction and Marshall density tests shall be run on each sample by an independent test lab retained by the owner. B. Marshall density tests shall be taken by an independent test lab on the bituminous after it has been placed and compacted. 02510 - 3 ' ' C. In the event that the bituminous does not meet the specifications requirements, cores shall be taken in the bituminous pavement, by the ' Contractor, at locations determined by the owner's representative. To cast the cylinders, fill the molds in three equal layers and uniformly rod each layer 25 times with a bullet-nosed rod. After rodding the top layer, tap the cylinder lighfly to close any voids that might have formed, trowel the top, and cover immediately to prevent loss of moisture. Be sure the cylinders are on a level surface duruig cunng and that the tops are ? smooth and level to ensure minimum laboratory preparation and the best test results. The machine shall shape, vibrate, and/or extrude the concrete for the full width and depth of the concrete section being placed. It shall be operated with as ' nearly a continuous forward movement as possible. All operations of mixing, delivery, and spreading concrete shall be so coordinated as to provide uniform progress, with stopping and starting of the machine held to a ? minimum. C. Formed Method The forms shall be of wood, metal, or other suitable material that is straight and free from warp, having sufficient strength to ' resist the pressure of the concrete without displacement and sufficient tightness to prevent the leakage of mortar. Flexible or rigid forms of proper ' curvature may be used for curves having a radius of 100 feet or less. Division lates shall be metal p . The front and back forms shall extend for the full depth of the concrete. All ' of the forms shall be braced and staked so that they remain in both horizontal and vertical alignment until their removal. They shall be cleaned and coated with an approved form-release agent before concrete is placed against them. ' The concrete shall be deposited into the forms without segregation and then it shall be tamped and spaded or mechanically vibrated for thorough consolidation. Low roll or mountable curbs may be formed without the use ' of a face form by using a straightedge and templet to form the curb face. When used, face forms shall be removed as soon as possible to permit finishing. Front and back forms shall be removed without damage to the ' concrete after it has set. D. Finishine The plastic concrete shall be finished smooth, if necessary, by means of a wood float and then it shall be given a final surface texture using , a light broom. Concrete that is adjacent to forms and formed joints shall be edged with a suitable edging tool to the dimension shown on the plans. ' E. Joi•ntine 1. Contraction 7oints Transverse weakened-plane contraction joints shall ' be constructed at right angles to the curb line at intervals not exceeding 10 feet. Joint depth shall average at least 1/4 of the cross section of the concrete. , Contraction joints may be sawed, hand-formed, or made by 1/8 inch thick division plates in the formwork. Sawing shall be done early after the concrete has set to prevent the formation of uncontrolled cracldng. ' The joints may be hand-formed either by (1) using a narrow or 1 02522 - 2 ' ' ' L_.J , 1 ' ' LJ ' , I ' ' ' ' I I 1 triangular jointing tool or a thin metal blade to impress a plane of weakness into the plastic concrete, or (2) inserting 1/8 inch thick steel strips into the plastic concrete temporarily. Where division plates are used to make contraction joints, the plates sha11 be removed after the concrete has set and while the forms are still in place. 2. Expansion Joints Expansion joints shall be constructed at right angles to the curb line at immovable structures and at points of curvature for short-radius curves. Filler material for expansion joints shall conform to the requirements of MNDOT 2531.213 and shall be furnished in a single 3/4 inch thick piece for the full depth and width of the joint. Expansion joints in a slipformed curb or curb and gutter shall be constructed with an appropnate hand tool by raking or sawing through partially set concrete for the full depth and width of the section. The cut shall be only wide enough to permit a snug fit for the joint filler. After the filler is placed, open areas adjacent to the filler shall be filled with concrete and then troweled and edged. Alternatively, an expansion joint may be installed by removing a short section of freshly extruded curb and gutter immediately, installing temporary holding forms, piacing the expansion joint filler, and replacing and reconsolidating the concrete that was removed. Contaminated concrete shall be discarded. 3. Other Joints Construction joints may be either butt- or expansion-type joints. Curbs or combined curbs and gutters constructed adjacent to existing concrete shall have the same type of joints as in the existing concrete, with similar spacing; however, contraction joint spacing shall not exceed 15 feet. Curbing placed in conjunction with concrete paving shall be jointed according to the type of joint indicated on the plan and profile. F. Protection The Contractor shall always have material available to protect the surface of the plastic concrete against rain. These materials shall consist of waterproof paper or plastic sheeting. For slipform construction, materials such as wood planks or forms to protect the edges shall also be required. When concrete is being placed in cold weather and the temperature may be expected to drop below 35 degrees F., suitable protection shall be provided to keep the concrete from freezing until it is at least 10 days old. Concrete injured by frost action shall be removed and replaced at the Contractor's expense. G. urin Concrete shall be cured for at least three days after placement to protect it against loss of moisture, rapid temperature change, and mechanicat injury. Membrane curing shall not be pernutted in frost-affected areas when the concrete will be exposed to deicmg chemicals within 30 days after completion of the curing period. H. Backfilline After the concrete has set sufficiently, the spaces in front and back of curbs shall be refilled with suitable material to the required elevations. The ' fourth cylinder shall be field cured under the same conditions as the concrete placed, for a minimum of 21 days and tested at 28 days in accordance with ' ASTM C-31. To cast the cylinders, fill the molds in three equal layers and uniformly rod each layer 25 times with a bullet-noseti rod. When rodding the second and ' third layers, the rod should just break through into the layer beneath. The molds should be filled continuously and without interruption. After rodding the top layer, tap the cylinder lightly to close any voids that might have formed, trowei the top, and cover immediately to prevent loss of moisture. ' Be sure the cylinders are on a level surface during curuig and that the tops are smooth and level to ensure minimum laboratory preparation and the best test ' results. Test results indicating concrete substandard from the above requirements shall be reason for halting concreting operations and investigation of the cause of the deficiency, and removal and replacement of concrete placed during the ' period represented by the test, if, in the opinion of the owner's representative such action is necessary to protect the structural integrity of the construction. The seal coat aggregate shall be a FA-3, Class A granite chip. , B. The bituminous material shall be either RC Liquid Asphalt (RC-800) or Cationic Emulsified Asphalt (CRS-2). ' PART 3 - CONSTRUCTION REOUIlZEMENTS 3.01 GENERAL ' A. Placement of the seal coat shall be done in strict accordance to MNDOT 2356. B. The Contractor shali thoroughly sweep the streets or parking areas before and ' after the placement of the seal coat. Objectionable materials obtained from the fust sweeping shall be disposed of off site in a state approved landfill. Excess agaregate recovered from the second sweeping shall be disposed of off site in a ' state approved landfiil or salvaged at the Contractor's discretion. C. The seal coat aggregate shall be applied at the rate of one pound of aggregate per square yazd per 0.01 gallons of bituminous material applied. Any aggregate ' needed as a blotter course shall be applied as necessary. D. The butiminous material shall be applied at the rate of 0.33 gallons per square ' yard, plus (+) or minus (-) 0.02 gallons per squaze yard. E. The seal coating shall be conducted in a manner to cause the least interruption to traffic. The Contractor shall be required to furnish all barricades, signs, ' flashers and flagmen, necessary to keep the traffc off the newly sealed areas and away from the moving equipment while sealing operations are being ' performed.
