I have reviewed the plans submitted for code compliance. The
comments listed below refer to documents that make up the
Minnesota State Building Code and applicable codes and ordinances
of the City of Eagan. Certain code deficiencies may not have
been included in this report but this shall not be construed as
an approval of said code deficiencies nor relieve the responsible
parties from eomplying with said code.
Twenty-minute label with gasketing, closer, wired glazing on
door #7--comply with UBC 3305(h)1.
Maintain one-hour fire resistive construction of wall between
sanctuary and lobby--UBC 3305(a) and UBC 3305(g). Openings
(windows) shall not exceed 25 percent of area of wall of any
room which is common with corridor. The glazing must be 1/411-
thick wired glass installed in steel frames--UBC(h)2.
Roll-up door of Room 103 must be 20-minute rated,' gasketed
and close automatically by actuation of a smoke detector--
comply with UBC 3305(h)1.
In addition to exit signs shown on sheet E-1, provide one
above Door #21--UBC 3314.
Post maximum room capacities for each use near main exit of
Rooms 105 and 113 (as allowed by UBC Table 33-A)--UBC
3302(c). "

SPECIAL PERMIT (PRIVAT$ WELL)
A. special Permit 23-8P-8-7-89, Private Well (All Saints Lutheran
Church)--At the end of the Council meetinq on July 5, there was a
request from representatives of the All Saints Lutheran Church for
the.City to corisider the issuance of a special permit for the
installation of a private well on that property to supply their
mechanical cooling system and provide irrigation for their
property. Without adequate background information regarding the
-request, the Council continued the request for formal consideration
on July 18.
Enclosed on page 91 is a sketch showing the location of the
proposed private well. Enclosed on paqe qO is information
pertaining t the size, depth and capacity of this well. Enclosed
on pages / through ?(Q are letters from the building
contractor and mechaniGal engineering consultant presenting their
request for consideration of this permit issuance.
Enclosed on pages '?_? and -ffz is a memo from the Assistant
Building official further explaining the priority of this well in
relationship to a monitoring well for Williams Brothers Pipeline
versus mechanical cooling supply versus lawn irrigation. In
addition, the Public Works Utility Maintenance Division took a
sample of water from the fire hydrant at Wescott Road and Lexington
Avenue and measured the temperature on July 12, 1989, at 54 degrees
fahrenheit.
The particular make and model (Geothermal Heat Pump) does require
lower temperature water normally obtained directly from ground
water. The slightly warmer City delivered water supply decreases
the efficiency of this particular type of cooling system. Although
there are other makes and models of heat pumps that can tolerate
a larger range in water supply temperature, this particular system
was selected and designed prior to building permit issuance with
installation being completed.

install a non-potable well at All Saints Lutheran Church 3810 Lexington Ave.
Eagan, Mn. The well will serve three functions as follows:
1. A monitoring well for Williams Pipe Line Company
2. Provide Air Conditioning for the church.
3. Provide lawn sprinkling with the same water used to Air Condition the church.
The above well will not require a Water Appropriation Permit from D.N.R. because
water consumption doesn't exceed 10,000 gallons/day and/or 1 million gallons
/year.

Dear Mr. ColberL:
At the request of the Eagan City Council, I am sending this
tetter to you to request permission to drill a well for Lhe
church project.
The A11 Saints Lutheran Church project has been constructed with
a mechanical system which uses 55 degree well water in iieu ot
electric cooling. We have constructed many projects within the
metro area with this same system such as Plymouth, Golden Valley,
Maple Grove to name a tew, which are also on city water supply.
We have not previously been required to obtain special approval
by the ciLy tor Lhese installations. To the best of my knowl-
edge, Vanman Construction was never notiYied by the city that
city approval was required, thus causing us to make this request
afLer the equipment has been installed.
Previous to the start ot construction, Williams Bros. Pipeline
Company drilled two wells on our site. These well drillings were
under the direction of Leggette, Brashears & Graham, Inc.
(consulting groundwater geologists). We were not aware of any
special approvals. The project engineer for L.B.G, Inc. was
Kristin Mo11er. She has informed us that the purpose of the
third we11, which is our geothermal we11, would also be used by
L.B.G, Inc. as a controlling device or a clean-up we11, should
either be required. The persons we have been working with on
welLs are:
- Williams Bros. Pipeline - Allen Johnson 633-1555
- Pollution Control Agency - Kevin Faust 296-6300
- Leggette, Brashears & Granam - Kristin Moller 490-1405
