SUBJECT: SPECIAL CITY COUNCIL MEETING /TUESDAY, AUGUST 2, 1994
A Special City Council meeting is scheduled for Tuesday, August 2, at 5:00 p.m. to
discuss the following:
"DOWNTOWN"
A meeting was held on Thursday, July 21, at 6:30 p.m. attended by City Councilmembers
Awada, Hunter and Masin, along with several members of the City staff and consultants
from BRW. The purpose of the meeting was two -fold:
1) BRW provided a 45 minute slide presentation on examples and philosophies of
various downtowns throughout the country. The presentation allowed City
Councilmembers and staff to review a variety of examples of downtowns and the
purpose they serve for community or region.
2) The second part of the meeting allowed City Councilmembers, staff and consultants
an opportunity to share ideas, concepts and philosophy about a downtown using
the O'Neil parcel as the location. All who participated did so verbally or by drawing
on a large map to express ideas.
The purpose of the work session on Tuesday is an opportunity for the consultants to
share in words and visually the input they received at the July 21 work session and to
share an abbreviated slide presentation with the entire City Council.
In terms of an outcome from Tuesday's meeting, staff, consultants and the working
subcommittee, consisting of City Councilmembers Awada and Hunter, will be looking for
some direction from the City Council. There are a number of community stakeholders
involved in a project of this magnitude. They include the Chamber of Commerce,
business community, advisory commissions and the remainder of the community who
might be interested in this type of development. Obviously, the land owner and
prospective developers are major stakeholders as well. To date, the "vision downtown"
has been a philosophy of staff /council retreats and a proactive approach to the overall
quality of future commercial development. It is recommended that the City Council

discuss whether a future process should begin to include other community stakeholders
and at what point should these groups become active participants.

At this time there are no additional business items for the Special City Council meeting.
