SUBJECT: SPECIAL CITY COUNCIL MEETING/WEDNESDAY, DECEMBER 7,1994
A Special City Council meeting is scheduled for Wednesday, December 7, 1994 at 5:00
p.m. for the purpose of: 1) consideration /direction for a central area planning task force
and 2) executive session to review pending litigation and direction for union negotiations.
CENTRAL AREA PLANNING TASK FORCE
Originally, the City Council intended that a public hearing be scheduled for November 29
to receive community input on the central area concept for a downtown on the O'Neil
parcel. After further discussion, it was decided that a public hearing is premature. A task
force consisting of members of the City Council, appointments from advisory
commissions, Tourism & Convention Bureau and Eagan residents and /or business
owners at large would be more appropriate. The City Administrator was directed to
prepare a central area planning task force containing a purpose, membership, goals and
timeframe for review and consideration by the City Council. Enclosed on pages
through is a memo from the Director of Community Development outlining specific
dates and the objective for each meeting scheduled during the month of January with final
conclusions at either the February 6 or 13 meeting. Attached to the memo and
referenced as pages S through is a scope for the central area planning task force
that was prepared by the City Administrator with collaboration by the Director of
Community Development.
Given the overall time constraints and necessity to appoint the task force and implement
the process as soon as possible, it is advisable that the City Council make the
appointments subject to each person's commitment and acceptance. Staff has
collaborated on a slate the City Council might consider for their appointments to the
membership categories outlined in the central area planning task force scope. Those
appointments are as follows:

(2) City Council Members—City Councilmembers Awada and Hunter have
expressed interest in becoming a subcommittee of the City Council to work with
the central area framework.
(1) Advisory Planning Commission member—Carla Heyl was a suggestion from
the APC.
(1) APRNRC - George Kubik
(1) EDC —Roger Hughes has expressed an interest in service on a task force.
(1) Eagan Chamber—Dan Aberg, as Executive Director, could reach out and
contact the business and corporate community for input.
(1) Convention & Visitors Bureau —Bill Morrison, an Eagan resident and manager
of the St. Paul Hotel.
(2 -5) Eagan Residents /Business Owners—Steve Kline, resident; Clyde Thurston,
resident; Steve Bryant, corporate sector; Leroy Rother, small business; and a
representative of the Lions and /or Rotary Club.
With the exception of Roger Hughes, who has expressed a specific interest, these
persons have not been contacted. Their names are only presented as a suggestion to
move the appointment process along in concert with the timetable that exists for
scheduling the task force meetings. The appointment of the task force is clearly a
decision by the City Council and deserves that discussion and consideration.
ACTION TO BE CONSIDERED ON THIS ITEM: To provide direction to the City
Administrator to further create a central area planning task force as presented with or
without amendment and provide direction on appointments to the task force.
EXECUTIVE SESSION /PENDING LITIGATION & UNION NEGOTIATIONS
Staff and the City Attorney recommend an executive session for the purpose of reviewing
pending litigation and union negotiations. Additional information relative to these items
will be distributed at Tuesday's meeting.

SUBJECT: CENTRAL AREA PLANNING TASK FORCE
Attached for review by the City Council is a draft of the charge to the Central Area
Planning Task Force. As you know, Opus Corporation is quite anxious to move forward
with their development proposal and wants to begin discussing it with the City. If the City
Council adopts this approach, I envision pursuing the following time line:
December 7: The City Council establishes the task force concept.
December 20: Task force members appointed.
All meetings of the task force will be held on Mondays, 5:00 -7:00 p.m.; January 17 will
be the exception. A light supper may be served if the task force so chooses.
January 9:
Meeting 1: Review overall status of existing and future development
opportunities in the four quadrants of the central area; review the
preliminary guidelines adopted by the City Council for the northeast
quadrant; and review the proposed central area roadway improvements.
January 17: Meeting 2: Special City Council Workshop - joint meeting of task force
and full City Council. Presentation by Opus Corporation of their
development concept; identify opportunities for public facilities; special
amenities; public /private partnerships; site plan concept modifications, etc.
January 23: Meeting 3: Discussion of needed and /or desired public
facilities /services /special amenities that could and /or should be included
in the design concept for the northeast quadrant. Preliminary analysis of
implementation feasibility.
January 30: Meeting 4: Identify preliminary recommendations for the northeast
quadrant regarding:

a. site design of the development
b. public/private facilities/ features/ improvements to be included
c. an implementation strategy, including role of the City, financing
strategy, etc.
Meeting 5: Review and finalize conclusions and recommendations.
As the task force comes up with its ideas, staff and our consultants from BRW and SRF
will continue to meet in work sessions with Opus to discuss this site plan concept on work
on possible refinements, implementation strategies, financing arrangement options, etc.
We will be bringing the results of these work sessions to the task force.
Meetings of the task force will be open to the general public; however, discussion will be
limited to the task force and staff. Opus will likely want to attend these meetings, as well.
We may want to include them in the meeting discussions at some point, but at other
times, we may want to limit the discussion to the task force and staff. The task force
meetings need to be planning, fact finding, and option explanation sessions. But we need
to be careful that they not turn into full scale negotiation sessions that result in a
circumvention of the established legal due process.

CENTRAL AREA PLANNING TASK FORCE
The Eagan City Council is organizing a central area planning task force to evaluate the
future development of a four quadrant area around the intersection of Pilot Knob and
Yankee Doodle Roads. The task force will review the overall status of development in
the area and consider opportunities for strengthening this area as the central hub of the
Eagan community. In particular, the task force will consider the preliminary goals /criteria
for the northeast quadrant of the central area endorsed by the City Council in October
1994. The task force will evaluate the development proposals for the northeast quadrant
and the overall transportation improvements necessary to support continued development
of the central area. The membership, structure, and goals for the central area planning
task force are as follows:

Staffing: The Director of Community Development will be responsible for
organizing agendas, scheduling meetings, and providing direction at each
of the meetings as the project leader. The task force will elect a chair
person from its membership who will assist the Director of Community
Development in presentations to the City Council, Commissions, and
other groups upon conclusion of the central area planning task force
process.
Goals:
The purpose of the task force is to develop findings and support
information for advisory commission recommendations and City Council
decisions regarding the central area development. In particular, the task
force will focus on the northeast quadrant and provide findings and
recommendations in the following areas:
1. Identify the task force vision for the central area development.
2. Identify needed and /or desired public facilities and /or services that
should be incorporated in the development of the northeast
quadrant.

3. Provide comments and recommendations on the proposed
development concept for the northeast quadrant.
4. Make recommendations concerning the City's role in the
development of the northeast quadrant including, as appropriate,
a financing strategy.
5. Identify subsequent planning and implementation steps needed for
either the northeast quadrant or other quadrants of the central area,
including methods to obtain broader public input.
