Special Note: Please note that if the City Attorney determines that an
executive session cannot be held, the City Council rill
discuss /review final plans and specifications for the
Municipal Center expansion /remodeling with the understanding
that the final action will take place as an Old Business item
under A as stated on the regular Council agenda. This
discussion will only occur if the Council cannot meet in
executive session for the workshop meeting.
The location of the meeting will be the City Administrator's
office assuming it's an executive session; otherwise, the
meeting will be held in the lunchroom of the Municipal Center
Building.

SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, DECEMBER 20, 1994
Pizza will be served at 6:00 p.m. in the office of the City Administrator, assuming an
executive session or in the lunchroom if the City Council cannot hold an executive session
before the regular City Council meeting. The HRA has scheduled a special meeting of
the HRA Board this evening, Monday, December 19. Depending upon the outcome of
that meeting, the City Attorney will determine whether an executive session can be held
by the City Council regarding the Eagan Family Housing Partnership. An executive
session can only be scheduled if there is a threatened or pending litigation.
Enclosed without page number is a memo the City Administrator has given to City
Councilmember Hunter in response to questions he had Monday, December 19,
regarding ownership status of the Eagan Family Housing Partnership. The City
Administrator contacted Mark Ulfers, Executive Director of the HRA; the memo includes
a response to City Councilmember Hunter's questions and the various options the HRA
Board will be considering at their meeting this evening.
The City Administrator will contact each member of the City Council on Tuesday in
advance of the special workshop to share information about the outcome of the HRA
meeting.
CONSIDER FINAL PLANS & SPECIFICATIONS FOR MUNICIPAL
CENTER EXPANSION /REMODELING
The City Administrator has asked the architect and construction manager to be on notice
that they might be invited to the meeting at 6:00 p.m. to discuss options pertaining to the
Municipal Center expansion and remodeling project. This will only occur if the City cannot
hold the executive session. This would allow the City Council to discuss various options
and provide direction which will be ratified as a part of Old Business on the regular City
Council agenda.
